The regular meeting of the Edmonds City Council was called to order by Mayor
Harve Harrison at 7:30 P.M. All council members were present.
APPROVAL OF MINUTES
Minutes of the council meeting of August 14 had been posted, mailed and dis-
tributed, and with no omissions nor corrections, they were approved as written.
COUNCIL PARTICIPATION
Councilman Tuson brought up the matter of the rock band scheduled to appear at
Yost Park Pool on.August 25th from 2 to 4 P.M. He said that he had voted for
this last week, but had since looked at the site and now was concerned for the
new grass which has been planted on the slope. He then made a motion seconded
by Councilman Gellert that the appearance of the rock band be changed from the
Yost Park to the City Park'at the same time and on the same day. Councilman
Tuson thought there would be more room at the City Park'for this type of activity.
Dewey Leyda then presented a petition to the Mayor and Council which had been
signed by approximately 90 Edmonds residents expressing concern for the pool
site. During discussion, Rod Garretson, Recreation Director, stated that the.
high school -age children had not used the pool as much as they would like, so
they had thought the appearance of the rock group would be a way to draw them
• in. Councilman Tuson said that he would agree that this would be a fine activity
for the local children, but was concerned about the large numbers of people that
would come from other areas due to the extensive advertising in newspapers and
on radio. Mr. Leyda said he had heard a broadcast sponsored by "Mug" Root Beer
advertising the rock concert in Edmonds.
Mr. Arth Janette, 9319 Bowdoin Way, said that last Sunday there had been some
pleasant music at'the park, but it was so loud that he could not enjoy talking
to company in his own yard. He thought the music from the rock band would be
quite a bit louder. He also presented a petition to the Mayor and Council which
had been signed by all the people abutting the park voicing their objection to.
the appearance of the band. Mr. Janette stated that there has been an increasing
amount of -litter in their neighborhood, mail stolen from boxes, etc. He said
there is no provision for stopping foot traffic across private property. He
said smoking could be a problem as the woods are quite dry. There was some
discussion on sound amplification and Deputy City Attorney, John Wallace read
a.portion of the ordinance regarding sound trucks, etc. Councilman Gellert
thought people in this area should be protected from foot traffic across their
property and suggested that the Recreation Department explore the possibility
of,fencing these areas. Carmen Johnson, 9215 Bowdoin Way, said 'she supported
the petition Mr. Janette brought in, but her major concern was the trespassing.
Ruth Gellert said that this is a rock concert and not a rock festival, and that
this type of activity usually attracts the 13 to 14 year old age group. She
felt there may not be a problem with trespassing as these children would probably
be driven to the park by their parents and dropped at the entrance. In answer
to questions from Councilman Gellert, Police Chief Foster stated that the Police
Department did not know what to expect as far as this concert is concerned, but
they would do their best to enforce all the ordinances of the city. He commented
further that policing the City Park would be'easier than policing the Yost Park.
• Following a roll call -vote, the motion carried with council members Shippen and
Nordquist voting against. A motion was then made by Councilman Anderson and
seconded by Councilman Nordquist that we direct the City Park and Recreation
Director and other -appropriate city officials to work with the property owners
abutting Yost Park with regard to problems they already have and possibly .
anticipate problems with regard to normal and periodic park activities. Carried.
Councilman Tuson asked about the balance in the Yost Park Pool Fund. Rod
Garretson said he -would submit a written report by next week.
Councilman Anderson said he had noted that many of the streets in the city
are not adequately signed. The Mayor said he would look into it.
AUDIENCE PARTICIPATION
Mr. Ed Robinson residing on 88th West asked the city to continue forging ahead
on the Chase Lake sewering and to enforce immediate hookup. He commended the
city for establishing walking and bicycle trails in the city.
Mayor Harrison read a memo from Dick Allen, Assistant'City Engineer, wherein
he notified Mayor and Council that the UAB, at their meeting on August 16th,
authorized the city to proceed with Phase I of the 196th and 220th projects.
CAO REPORT
Acting CAO Marlo Foster informed the council that the census in the recently
annexed Chase Lake Area has been completed. He offered the following information:

total population, 784; total housing units, 248 plus two trailers; vacant houses, 8;
average population per housing unit, 3.266 and occupancy rate, 96.8%. Police,
Fire and Planning Departments worked on this survey and the residents had expressed
their pleasure to have them in the area and presenting each family with information
pamphlets regarding city services.
Acting CAO Foster had a request from the Planning Department to'place'Planning
Commission Resolution #415 on a future agenda. A motion was made by. Councilman
Nordquist and seconded by Councilman Nelson to place P.C. Res. #415 - Wayne
Smith property - on the September 4 agenda. Motion carried.
Chief Foster noted that the Jaycees had made application to operate temporary
concessions on August 25th for the Youth Bank Concert and on the 26th for the
13th Annual Youth Fishing Derby. A motion was made by Councilman Tuson and
seconded by Councilman Nelson to approve these requests. Carried.
PRELIMINARY PLAT - PARKSIDE HEIGHTS - P-6-73 - 8-LOTS.. 83rd W.,.SOUTH OF 202nd PL SW
City Planner, Joe Wallis reported to Council on this application for subdivision.
He reviewed prior action and showed diagrams and slides of the parcel to Mayor
and Council.. It was his recommendation that the subdivision be approved subject
to the submission of an acceptable environmental assessment. A motion was made
by Councilman Tuson and seconded by Councilman Winters that the preliminary plat
of'Parkside Heights be approved. Motion carried.
REQUEST FROM CROWN MOTORS FOR NEW BUILDING (LYNNWOOD) TO CONNECT TO
EDMONDS SEWERS. (ENGINEERING DEPARTMENT)

City Engineer, Leif Larson, reported that he had received a letter from Tom Perry,
representing Crown Motors, wherein'he requests that Crown Motors be permitted to
connect to our sanitary sewer located in 70th Avenue West. Mr. Larson felt that
we should not be granting this privelege to individuals from another municipality,
and he recommended that no action be taken. After some further discussion, a
motion was made by Councilman Nordquist and seconded by Councilman Tuson to deny
this request. Motion carried.
COUNCIL DISCUSSION ON ANNEXATION POLICIES
Mayor Harrison stated that he had received a folder from Councilman Nelson
containing ai comprehensive report on.this subject. 'Councilman Nelson made some
brief comments, and he'then listed four points he thought are important.
1. In€corm all the citizens not only in the city, but also those in the proposed
areas to be annexed.
2. Make sure people are aware of Comprehensive Plan and to be sure the people
know the city would make it a policy that their area would be zoned in
conformance with it. In conjunction with that, we should try to annex to
smooth outour boundaries in the best.possible way.
3. Another policy should be that the council have the staff research the
proposed annexation area and submit pertinent data, so that council can
really understand the annexation area., The council would like to know
some of the liabilities we would be picking up.
4. Try to have the annexation hearing as close to the proposed annexation
area as is possible. This way the council could see the area and have the
opportunity to meet and talk with the people involved.
There was a great deal of discussion regarding whether we should annex large
areas only or very small areas also. It was also discussed as to whether a
list should be made up of areas the city would be interested in annexing.
Councilwoman ShIppen asked if -',the city could initiate annexation proceedings.
Deputy City Attorney Wallace said that this could be done by the election method.
The thought was expressed that a proposed annexation area should be considered
on its own merits as to how it would benefit the city, how it would square up
the boundaries, etc. and not be considered just because of its size. City
Planner Joe Wallis said that cost benefit studies could be done so that we
could see how a new area would affect the city as a whole. Councilman Nelson
thought that perhaps now the staff has gotten some idea of council thinking
and may be able to give them some input. Councilman Nordquist was concerned
about what to reply to persons inquiring about annexation of a certain area.
He thought perhaps the staff could supply the council with a list of areas we
would or would not be interested in, so that they would have some direction
in this regard.
DISCUSSION OF -POSSIBILITY OF RECONSTITUTING COUNCIL WORK SESSIONS
Councilman Nordquist thought that the thing that is missing most in the present
arrangement is the opportunity for the council to share their thought processes, etc.
He thinks they are losing a lot of input because of the formality of the meetings.
Councilman Gellert proposed that the first, third and fourth meetings be formal
and the second and fifth (there are appoximately four per year) be informal

work sessions. Councilman Tuson said that this way they could discuss certain
issues at -length and avoid going into a formal council meeting "cold". The
Mayor said he has been pleased with the fact that the meetings are shorter since
we have them weekly, but maybe one -work meeting a month would be a good -idea.
A motion was made by Councilman•Nordquist and seconded by Councilman Anderson
to instruct the city attorney to draw an ordinance to establish the first,
third and fourth Tuesdays of the month as formal meeting dates and the second
and fifth Tuesdays as workshop meetings. There was some discussion and -Acting
CAO Marlo Foster said he was speaking in Mr. Whaley's behalf in saying that the
council should be careful that they do not repeat in formal sessions the verbage
that has taken place at work meetings. The motion was then voted upon and carried.
Mr. Ken Welling said that it would be a good idea to notify the public as to
What will be discussed at the work sessions.
DISCUSSION OF SOLID -WASTE PLAN
Mayor Harrison introduced -this item and ascertained that the council members
had all received copies of the proposal from the County Commissioners together
with a summary for financing solid waste disposal. ,_This pointed out the
advantages and disadvantages of various -systems. Mayor.Harrison stated that the
fact that King County has a User Fee System will force Snohomish County to
adopt the same system to prevent Snohomish County from•processing King County's
garbage. City Engineer Larson said the council should consider a mandatory
reguir.ement for garbage collection. There was some discussion regarding voluntary
garbage disposal and how people can be forced to keep their property free from

garbage. Attorney Wallace said that they could be forced only if it becomes a
health hazard. Councilwoman Shippen pointed out that in order to getWashington
Futures Funds, the County as a whole.must come up with a feasible financial
approach. At this point we would simply be stating a preference for a particular
method. Councilman Gellert suggested that it would be a good idea to have
someone from the Commissioner's Office come and talk to the council in order
to give them some further guidance with regard to this matter.
Mayor Harrison mentioned that the County wanted answer by the 30th of August,
and thought that the city should look with favor on the user fee. Councilman
Gellert thought that the city staff should make a report on the status of the
garbage station, etc. at the next meeting. He therefore made a motion to place
this item on the agenda for August 28th. City Engineer Larson said he would
prepare this. Councilwoman-Shippen seconded the motion, and after some further
discussion, the motion was voted upon and carried.
There was no further business to come before council, and the meeting was-.

APPROVAL OF MINUTES
The minutes'of the council meeting of August 21 had been posted, mailed and
distributed. With no omissions nor corrections, they were approved as written.
HEARING: PRELIMINARY ASSESSMENT ROLL -CHASE LAKE SEWERS
This was the evening set for hearing on the preliminary assessment roll for
proposed LID #192, Chase Lake sewers. City Engineer Leif Larson gave an ex-
planation of the background and the purpose for the sewering; displayed a map
showing the LID boundaries; gave.a cost comparison and showed a -chart of cost
trends from the 1960's to the present. Engineer Larson then explained the
zone and termini method of assessment for the benefit of the property owners.
He advised that increased costs of labor, material, and the improved restora—
tion requirements all combined to raise the costs of the LID to the $25.13 per
z.f.f. quoted as the preliminary estimate. Engineer Larson then introduced
Mr. Charles Mangum, representing the Snohomish County Health District,.who
spoke about the health problem in the Chase Lake area and7the search for a
solution. He admitted that the property owners were certainly disturbed by
the cost, but stated that delaying the project would not solve the problem
nor lower the costs.
Eleven letters of protest had been received, with the main concern being -the
high cost of the project. A list of the protests, along with the -original
letters, is filed in the City Clerk's office. .
