The regular work meeting of the Edmonds City Council was called to order at
7:30 P.M. By Mayor Protem Nordquist, with all council members present, except
Anderson who is on vacation.
APPROVAL OF MINUTES
Minutes of the meeting of August 6th had been posted, mailed and distributed.
Councilman Nelson noted that the word "Planner" had been omitted in the third
line, under the hearing on P. C. Res. #438 on the first page. The minutes were
then approved as corrected.
COUNCIL PARTICIPATION
Councilman Gellert asked whether residents of Brickenwood Boys Home would be
considered roomers or one "family". Attorney, John Wallace, stated that
Mrs. MacDonald said the boys are placed there with their expenses being paid
for room and board. Therefore, he felt they would fall under the definition
of roomer.
The Mayor Protem reminded council members of the quarterly meeting of the
Association of Snohomish County Cities and Towns: It will be Thursday night,
August 22nd at the Holiday Inn. The dinner will be at 7:00 P. M. and
reservations are to be made by Friday, August 16th.
The Mayor Protem called attention to the fact that budget time is rapidly
approaching. He suggested that council members visit various departments
prior to budget discussions.

ENGINEER"'S REPORT ON UNDERGROUNDING ESTIMATE FROM PUT AND TELEPHONE CO. -
5TH SIDEWALKS
Assistant City Engineer, Richard Allen, stated that he had talked to the telephone
company, and they have not completed their estimate yet. The PUD finished late
last week. Mr. Allen said that preliminary figures indicate a total undergrounding
cost of $110,000; with $57,000 coming from an LID and $55,000 from city participation.
Mr. Allen said that he would provide copies of letters received and to be received
from the telephone company and the PUD in the council packets.
REPORT ON BIDS OPENED AUGUST 8TH FOR WATER PIPE & FITTINGS
The Assistant City Engineer reported that there were four or five bidders on the
job. He said there is a shortage nationwide in the pipe and long delivery times.
Due to the rise in prices and the long delivery time, none of the bidders bid a
certain price. They all made stipulations in their bid that they would supply
us within a certain time, and some of these ran as much'as six months; and that
they would bid a -price now, but the price would be adjusted according to the
scrap iron index, plus any increase in the delivery cost. Mr. Allen said there
is a question about the legality of awarding the bid, and a question of who is
the low bidder. The attorney has been asked to review this. They are continuing
to analyze and will have a report at the next council meeting. Councilman Gellert
MOTION: asked for a breakdown of the bidding. COUNCILMAN GELLERT MOVED, SECONDED BY
COUNCILMAN NELSON TO POSTPONE THIS ITEM UNTIL THE AUGUST 20TH COUNCIL MEETING. •

SET BID OPENING DATE FOR SALE OF CITY -OWNED VEHICLES
Director of Public Works, Herb Gilbo, asked for authorization to call for bids
for the sale of three Dodge Polaras, which have been replaced by Ford Torinos
now being used as patrol vehicles; one Plymouth Fury I, no longer needed by
the Recreation Department and one motorcycle, which has been replaced by the
purchase of a 1974 model. He suggested August 29th as the bid opening date,
with minimum bids of $800.00 for the Dodge Polaras; $300.00 for the Plymouth and
MOTION: $1,200 for the motorcycle. COUNCILMAN NELSON MOVED, SECONDED BY COUNCILMAN WINTERS
TO SET AUGUST 29TH AS THE BID OPENING DATE FOR THE SALE OF THE CITY -OWNED VEHICLES.
MOTION CARRIED.
It was also suggested that the Fire Department station wagon also be included.

CAPITAL IMPROVEMENTS PROGRAM DISCUSSION
M.A.A. Ron Whaley reported that the staff has met several times in the past few
days for the purpose of establishing -priorities and analyzing various department
needs. There was general discussion, and council went through the Capital Improvements

Program Summary - item by item. Director of Parks -and Recreation; Rod Garretson,
was given authorization to proceed with a study with regard to an appropriate -
pool enclosure for Yost Park Pool.
There being'no further business to come be -fore council, the meeting was adjourned
at 9:40 P.M.

Harve Harrison at 7:30 P.M., with all council members present.
APPROVAL OF MINUTES

and with no imissions, nor corrections, they were approved as written.
COUNCIL PARTICIPATION
• Councilman Gellert mentioned that we now have an appraisal with regard to
property in connection with the 84th West Vacation, and that he thought some
action should be taken. M.A.A. Ron Whaley stated that this will come up
next week.
Councilman Gellert noted that a petition had been received from"Mrs. Roberta
Peterson regarding placing :park benches in the downtown area. He thought
staff should consider this matter, and report back to the council; and notify
MOTION: Mrs. Peterson -when it will come before council. COUNCILMAN GELLERT THEN MOVED
SECONDED BY COUNCILMAN ANDERSON TO SET THIS MATTER`FOR DISCUSSION ON THE 15TH
OF OCTOBER, WITH A STAFF REPORT ONCOSTS AND FEASIBILITY: AND THAT MRS. PETERSON
BE NOTIFIED PRIOR TO THE HEARING. MOTION CARRIED.
With regard to the undergrounding policy being discussed with the PUD, Councilman
Gellert wondered what can be done about the private utilities. City Attorney,
John Wallace, noted that on Cable TV for instance, it is specific in their
franchise that they must go underground when the remaining communication facilities
are undergrounded. Councilman Gellert asked if Mr. Wallace could give a report
on what our alternatives are by the next council meeting.
Councilwoman Shippen asked that the Street Tree Standards be discussed at the
September 3rd council meeting.
.Mrs. Shippen also asked if the Community Development Council could begin drafting
a planting program for Fifth Avenue, so that we could have a total package of
undergrounding, sidewalks and trees. In this regard, Councilman Anderson.asked
if we have a policy with regard to clearing the right-of-way of trees. City
Engineer, Leif Larson, -said that existing trees are taken into consideration.
• Councilman Anderson then asked that this.phase also be part of the discussion
on the 3rd of September.
Councilman Nelson asked the City Clerk's Office to make copies of two memos he
had from the House Transportation and Utilitites Committee which are to be
distributed to the Mayor and Council. One.was with regard to SB 2642 which
would permit the use of fuel tax funds.to pay for park -and -ride lots. The
other memo advised that H.B. 1366 was passed to permit contractors.to terminate
or renegotiate contracts with cities, counties and the State if.their costs
had been substantially increased by rising petroleum prices. However, Justice
Rosellini has issued a restraining order pending determination of the constitution-
ality of the Bill.
Mayor Harrison announced that the City of Edmonds Picnic will�be on Saturday,
the 24th of August, and that everyone is invited.
The Mayor reminded council that the Snohomish County Association of Citki's and
Towns is having their meeting this Thursday night.
Mayor Harrison stated that he had received.correspondence from John Nordquist
with regard to the response and operation of the Fire`=De.partment., The Mayor
had asked Chief Cooper to report.
Chief Cooper presented to Mayor and Council a.written report which contained
information on the Fire Department personnel and their status; manning; shifts;
equipment location; response of equipment; mutual aid, and agreements -with
other jurisdictions and a sample of a Mutual Aid Agreement. Chief Cooper
placed a map of the city of the bulletin board which indicated neighboring fire
station locations, in addition to our own. He stated that the yellow dots on
the map indicated locations to which equipment had been deployed in answer to
some type of alarm since January 1, 1974. He said we have had a total of 494
