The Police Department budget was discussed in general with no motions for changes this evening,
except that it was noted that the Mayor had put $8,000 back in the budget for overtime.
There followed discussion on the Fire Department and replacement of equipment. Following
MOTION:, further discussion, MAYOR PRDTEM GELLERT MOVED TO TAKE $4,000 FOR THE VIDEO-TAPE OUT OF THE
FIRE DEPARTMENT BUDGET. THE MOTION WAS SECONDED AND CARRIED.
There was no change in the Planning Department budget.
COUNCILMAN CARNS THEN MOVED, AT 10:45 P.M., TO RECESS THE HEARING TO 7:30 P.M. TOMORROW
EVENING. THE MOTION WAS SECONDED AND CARRIED.

ROLL CALL
The regular meeting of the Edmonds City Council was called to order by Mayor Harve Harrison
at 7:30 P.M. in the Council Chambers of the Edmonds Civic Center with all council members present.,
APPROVAL OF MINUTES
Minutes of the meeting of the 25th of November had been posted, mailed and distributed and with
no omissions nor corrections, they were approved as written.
COUNCIL PARTICIPATION
Councilman Carns said that he would like to have put on the next work meeting agenda, a dis-
cussion on business license fees for the City of Edmonds. The next work meeting is December 9th.
Councilman Clement asked the City Attorney about Council contact with members of the legislature.
The attorney said there was no prohibition'.
MOTION: COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILMAN NORDQUIST THAT ITEMS 7, 8 AND 9; THE ITEM RE-
GARDING A REQUET FOR BID ON LOTH & MAPLE, PHASE IV WATER MAIN REPLACEMENT AND SPEED LIMITS ON
HIGHWAY 99 BE PLACED AHEAD OF THE BUDGET DISCUSSION. MOTION CARRIED.
Mayor Harrison announced that the term of Mike Rizzuto has expired on the Amenities Design Board
MOTDN: and he would like to reappoint him to that Board. COUNCILMAN ANDERSON MOVED, SECONDED BY COUN-
CILMAN GELLERT TO CCNFIRM THE REAPPOINTMENT OF MIKE RIZZUTO TO THE AMENITIES DESIGN BOARD.
MOTION CARRIED.
Mayor Harrison said that the City Engineer has asked for a bid opening date of January 15, 1976
for the Phase IV Water Main Replacement Program. Mr. Larson said that he would give the council

JANUARY 15, 1976 FOR THE BID OPENING IN CONNECTION WITH THE PHASE IV WATER MAIN REPLACEMENT PRO-
GRAM. MOTION CARRIED.
There was also a request that January 6, 1976 be set as the bid date•for the sale'of the loth
and Maple water tank site. A re -appraisal was recently made which reduced the price from $35,000
to $32,000. Authorization was asked to re -advertise at the price of $32,000. Engineer Larson
suggested that we also advertise as a real estate advertisement. He said that it could be sold
as one piece, or as individual building sites. City Planner, Joe Wallis, stated that the attorney
has previously advised that when continguous lots are in the same ownership, that have previously
been subdivided, and are re -sold along subdivision lines, they would still have to go through •
another subdivision process. Mr. Larson said in that case the property could only be sold in
one piece. Discussion followed, with the City Planner saying that this would be a short sub-
division and can be handled in-house. The property can be posted and then heard at staff level.
Mr. Larson said that we would have to delay the bid date until the end of January if this pro-

The Mayor said there was a request to reduce the speed limit on a portion of Highway 99 north
of 212th. He said that the State Highway Department has requested that the City of Edmonds
include a two block section north of 212th in Ordinance #1764 which reduced the speed limit on
Highway 99 within the city limits from 50 miles per hour to 45 miles per hour. City Engineer, jJ
Leff Larson, said that the Highway Department had indicated that with the various speed limits
along Highway 99, it was very confusing and asked that it be 45 all the way. A motion WAS MADE
by Councilman Nordquist, and seconded by Councilman Carns to pass -Ordinance #1805. Mr. Larson
said that it needs to be published and that this is a little premature. The motion was withdrawn

BY COUNCILMAN NORDQUIST TO SET.THIS MATTER ON THE AGENDA FOR DECEMBER 16TH. MOTION CARRIED.
AUDIENCE PARTICPATION
Marilyn Alkire said that she and many of her neighbors would like to have the tennis courts
put back on the Seaview Reservoir. She also notified the Council that there is a petition
circulating at the present time in this regard. She said that everyone she has talked to has
been in favor of the courts. During discussion, the City Engineer said that the top of the
tank could still be used as tennis courts if, and when, the funds are avilable.

CORRESPONDENCE
M.A.A. Ron Whaley said that he had a memo from Herb Gilbo, Director of Public Works, regarding
the proposal for obtaining bids in conjunction with Lynnwood for street sweeping for 1976. Mr.
Gilbo advised that -the bid contract documents are being reviewed by the city attorneys, and that
it was not possible to meet the bid date, which was November.25th. Mr. Gilbo hopes that every-
thing will be completed by January lst. Mr. Gilbo said that the Lynnwood City Attorney is out
of town until the 8th'of Decdmber, and that he would now say this would put it into mid -January.
PROPOSED RESOLUTION RE/PARKING FOR FISHING PIER
The Mayor stated that this resolution indicates the City's intent to contract with the Port of
Edmonds and the State of Washington, Department of Fisheries to provide for the maintenance and
operation of the Fishing Pier located at the Edmonds Boat Harbor. The last paragraph in the
MOTION: resolution addresses the parking issue. COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILMAN
CLEMENT TO PASS RESOLUTION #347, AND AUTHORIZE THE MAYOR TO FORWARD TO THE STATE FISHERIES
DEPARTMENT. MOTION CARRIED.

1976 BUDGET HEARING (CONTINUED FROM DECEMBER 1)
M.A.A. Ron Whaley presented a status report of.the actions taken to this point on the budget
for 1976, together with a report on the fringe benefits which was requested by the Council
last night. This was discussed. The council then procedded to review the budget, with the
Building Department being considered first this evening. The Building Official, Harry Whitcutt,
commented that'the mechanical and plumbing permit fees have not been increased for a long time,
and he would recommend that the question of increasing these, -.fees be studied. He said that this
MOTION: could possibly result in $2,000 in additional revenue for the city. COUNCILMAN GELLERT MOVED,
SECONDED BY COUNCILMAN ANDERSON THAT THE CITY BUILDING DEPARTMENT BE INSTRUCTED TO REPORT BACK
ON THE QUESTION OF INCREASING THE MECHANICAL AND PLUMBING FEES BY FEBRUARY 4TH. MOTION CARRIED.
It was d6cided with regard to the Engineering Department to follow the book as to various funds.
MOTION: There was discussion on the CETA position in thatdepartment. COUNCILMAN GELLERT MOVED, SECONDED
BY COUNCILMAN ANDERSON TO DEDUCT THE CITY'S PORTION THAT IS IN THE BUDGET NOW, OF ANY CETA SALARIES.
Mr. Whaley commented that the latest information he has indicates that the Ceta portions will be
funded through October. MOTION CARRIED..
MOTION: Building Maintenance was then considered. After a great deal of discussion, COUNCILMAN CARNS
MOVED, SECONDED BY COUNCILMAN NORDQUIST THAT LINE ITEM #12 UNDER BUILDING MAINTENANCE BE IN-
CREASED FROM 0 TO $800; THAT LINE #23, REPAIR AND MAINTENANCE BE INCREASED.FROM $4290 TO $5,000;
THAT LINE ITEM #33, TRANSPORTATION, BE INCREASED TO $250 FROM $0 AND THAT LINE ITEM #39 BE
• INCREASED FROM $3764 TO $4224. MOTION CARRIED.
PARK AND RECREATION
The Junior High School was discussed and it was suggested that perhaps it would be a good idea
to have a balance sheet about every three months to see what the monthly revenues and expendi-
tures are. Councilwoman Bruns noted that on May 6th the council moved to make a budget item
for next year for pea patches. She said'that perhaps we could budget for one site in the amount

Sierra Park was discussed briefly and then the operating supplies under line item 22. Mr.
Garretson said that this is for plants for primarily Yost Park, etc. Following some further

Councilman Gellert questioned the amount under line item 31 for Social Security Withdrawal'
in the amount of $2,575. Mr. Whaley said that it had been the request of the committee to
have some amount in the budget to have a professional come in and do an actuarial. COUNCILMAN
MOTION: ANDERSON MOVED, SECONDED BY COUNCILMAN CLEMENT TO REDUCT TO $1,500 THE FUND FOR SOCIAL SECURITY
WITHDRAWAL. MOTION CARRIED.
MOTION: COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILMAN NORDQUIST THAT WE PROVISIONALLY PUT -IN AN
ADDITIONAL $2,000 TO THE SENIOR CENTER FUND. MOTION CARRIED. When discussing the Public
• Works budget with Mr. Gilbo it was noted that there were not adequate funds provided for

CETA DISCUSSION
Councilman Nordquist brought -up the question of.the motion made last evening regarding the
salaries for the CETA employees,.in that they were not to exceed the maximum of $833. He
stated that at least .one person under this program was making $900. This was a Fire Dept.
employee who, it was explained, .was making extra.money for secretarial duties being performed
for the department in addition to the regular duties he was hired for under. CETA.
Following research by the City Attorney during the evening, he concurred with a statement made
by Ron Whaley that the federal rule states CETA employees IIfand VI must receive the same bene-
fits as regular empl6yees; and if regular employees are granted a 10% cost of living increase,.
the CETA employee must also receive,this. If -this puts the CETA employee over the $833 ceiling,
the employer must then pick up the overage. These are three CETA employees working for the city
who are over this maximum amount; one in the Fire Department, one Engineering Technician and.a
Police Department employee'
MOTION: When this information was discussed later in the evening, A MOTION WAS MADE BY COUNCILMAN CARNS,
SECONDED BY COUNCILMAN CLEMENT THAT LAST NIGHT'S MOTION BE RECONSIDERED. --THIS, MOTION CARRIED.
In order to allow CETA employees in Police, Fire and Engineering, as noted previously, to •

RECREATION FUND #311 was discussed.*,Gene Leach, President of the Edmonds Soccer Club spoke to
council. He said the club had run out of fields for use by the children.. He also wanted council
to,know that the lighting'at the :jTu#,or High football-soccer.field was unsafe. 'There was some
mention made of a possible recreation bond issue after estimates are obtained on all recreational
needs...Rod Garretson suggested $20,000 be budgeted this year and the same amount next year, then
apply to IAC.for funds to take care of all -these recreational needs. Councilman Gellert suggested
the possibility of the city matching each dollar donated to the recreational organizations for
athletic programs.. The Secretary of the South Snohomish County Soccer Association also spoke,
noting that close to 5000 individuals use the Jr. High'Field. A third gentleman stated that
the Jr. High field'was the, only lighted field that could be used. Following quite a bit of
discussion on the Recreation fund, IT WAS MOVED BY COUNCILMAN CLEMENT, SECONDED BY COUNCILMAN
CARNS THAT AT THE FIRST WORK MEETING OF.EACH.QUARTER DURING THE YEAR 1976, A FULL FINANCIAL'
REVIEW ON THE JUNIOR HIGH SCHOOL PROGRAM AS.IT STANDS AT THAT POINT BE.SUBMITTED TO THE COUNCIL.

Council inquired about the monies that were not.shown in the budget,.that should be under Fund#322. 'IT WAS MOVED BY COUNCILMAN GELLERT-THAT FUND #322 BE REINSTATED IN THE 1976 BUDGET.

1976 Budget Hearing (Continued)
The continued Budget Hearing was called to order at 7:30 P.M. in the Council.Chambers are the
Edmonds Civic Center by Mayor Protem Max Gellert, with all council members present.
Councilman Nordquist said that in discussing the Data Proce5sing Supervisor last night, it was
his understanding that she was terminating. He said .that he would like'to-'note .this as a
questionable item, as he feels there is some money there. Gil -.Hendricks answered.that it
will be "0" additional cost to the city in 1976 by eliminating the.posit.ion and doing away
with the card system. He then proceeded to explain the new system using discettes. COUNCILMAN
NOTION: NORDQUIST MOVED, SECONDED BY COUNCILMAN CARNS THAT BEFORE WE PASS A FINAL BUDGET THAT THERE BE
A DETERMINATION AS TO WHAT THE FACTORS WILL BE AS FAR AS THE SUPERVISOR'S SALARY AND THE RELA-
TIONSHIP OF THE NEW EQUIPMENT TO THE RCNTAL.FACTOR. He said that he -wanted to have this before
the final budget is passed. NOTION CARRIED.
