19751204 City Council Minutes358 • COUNCILMAN ANDERSON THEN MOVED, SECONDED BY COUNCILMAN CARNS TO RECESS THE BUDGET HEARING FOR 1976 TO TOMORROW EVENING AT 7:30.P.M. MOTION CARRIED. CITY OF EDMONDS 1976 BUDGET HEARING (CONTINUED).DECEMBER 3, 1975 Continued Budget'Hearing was.called.to order at 7:30 P.M. in the Fire Department --Squad Room by,Mayor Protem Gellert,,, with all"coun6il members,present.except Anderson. CETA DISCUSSION Councilman Nordquist brought -up the question of.the motion made last evening regarding the salaries for the CETA employees,.in that they were not to exceed the maximum of $833. He stated that at least .one person under this program was making $900. This was a Fire Dept. employee who, it was explained, .was making extra.money for secretarial duties being performed for the department in addition to the regular duties he was hired for under. CETA. Following research by the City Attorney during the evening, he concurred with a statement made by Ron Whaley that the federal rule states CETA employees IIfand VI must receive the same bene- fits as regular empl6yees; and if regular employees are granted a 10% cost of living increase,. the CETA employee must also receive,this. If -this puts the CETA employee over the $833 ceiling, the employer must then pick up the overage. These are three CETA employees working for the city who are over this maximum amount; one in the Fire Department, one Engineering Technician and.a Police Department employee' MOTION: When this information was discussed later in the evening, A MOTION WAS MADE BY COUNCILMAN CARNS, SECONDED BY COUNCILMAN CLEMENT THAT LAST NIGHT'S MOTION BE RECONSIDERED. --THIS, MOTION CARRIED. In order to allow CETA employees in Police, Fire and Engineering, as noted previously, to • MOTION: receive salaries above the'maximum allowed,'and the City pick up the overages, IT WAS MOVED BY COUNCILMAN GELLERT, SECONDED BY COUNCILMAN CARNS THAT THE MOTION MADE LAST NIGHT ON THE CETA EMPLOYEES BE OVER -RULED. MOTION CARRIED UNANIMOUSLY. HEARING WAS THEN OPENED MOTION: MOTION: MOTION: RECREATION FUND #311 was discussed.*,Gene Leach, President of the Edmonds Soccer Club spoke to council. He said the club had run out of fields for use by the children.. He also wanted council to,know that the lighting'at the :jTu#,or High football-soccer.field was unsafe. 'There was some mention made of a possible recreation bond issue after estimates are obtained on all recreational needs...Rod Garretson suggested $20,000 be budgeted this year and the same amount next year, then apply to IAC.for funds to take care of all -these recreational needs. Councilman Gellert suggested the possibility of the city matching each dollar donated to the recreational organizations for athletic programs.. The Secretary of the South Snohomish County Soccer Association also spoke, noting that close to 5000 individuals use the Jr. High'Field. A third gentleman stated that the Jr. High field'was the, only lighted field that could be used. Following quite a bit of discussion on the Recreation fund, IT WAS MOVED BY COUNCILMAN CLEMENT, SECONDED BY COUNCILMAN CARNS THAT AT THE FIRST WORK MEETING OF.EACH.QUARTER DURING THE YEAR 1976, A FULL FINANCIAL' REVIEW ON THE JUNIOR HIGH SCHOOL PROGRAM AS.IT STANDS AT THAT POINT BE.SUBMITTED TO THE COUNCIL. MOTION CARRIED. " FUND #322 Council inquired about the monies that were not.shown in the budget,.that should be under Fund#322. 'IT WAS MOVED BY COUNCILMAN GELLERT-THAT FUND #322 BE REINSTATED IN THE 1976 BUDGET. COUNCILMAN NORDQUIST SAID HE WOULD SECOND A MOTION FOR DISCUSSION. There was.a great deal of discussion on this item. IT -WAS THEN MOVED BY COUNCILMAN GELLERT, SECONDED BY COUNCILMAN CARNS THAT FUND #322 BE REINSTATED IN THE 1976 BUDGET; AND THE,MOTION CARRIED: Following further dis- cussion, A MOTION WAS. MADE BY COUNCILMAN GELLERT, SECONDED BY COUNCILMAN CARNS THAT FUND #322 BE OPERATED UNDER THE ENGINEERING DEPT. #09. MOTION CARRIED WITH COUNCILMAN NORDQUIST VOTING AGAINST. STREET ARTERIAL #112. MOTION:; A.MOTION WAS MADE BY COUNCILMAN NOR)QUIST, SECONDED BY COUNCILMAN CARNS TO TRANSFER THE 236TH MONIES TO THE 88TH STORM DRAINAGE. COUNCILMAN GELLERT THEN MOVED TO AMEND THE MOTION TO DEFER THE $25,000 INTO FISCAL 1977 BUDGET. SECONDED BY COUNCILMAN &RNS. 'CALL F'OR THE QUESTION RE- SULTED IN THE AMENDMENT CARRYING, AND THE ORIGINAL MOTION, AS AMENDED, ALSO CARRIED. There was no further comment from the audienct, and the 1976 Budget Hearing was recessed at 10:38 to Thursday evening at 7:30 P-M. December 4, 1975 1976 Budget Hearing (Continued) The continued Budget Hearing was called to order at 7:30 P.M. in the Council.Chambers are the Edmonds Civic Center by Mayor Protem Max Gellert, with all council members present. Councilman Nordquist said that in discussing the Data Proce5sing Supervisor last night, it was his understanding that she was terminating. He said .that he would like'to-'note .this as a questionable item, as he feels there is some money there. Gil -.Hendricks answered.that it will be "0" additional cost to the city in 1976 by eliminating the.posit.ion and doing away with the card system. He then proceeded to explain the new system using discettes. COUNCILMAN NOTION: NORDQUIST MOVED, SECONDED BY COUNCILMAN CARNS THAT BEFORE WE PASS A FINAL BUDGET THAT THERE BE A DETERMINATION AS TO WHAT THE FACTORS WILL BE AS FAR AS THE SUPERVISOR'S SALARY AND THE RELA- TIONSHIP OF THE NEW EQUIPMENT TO THE RCNTAL.FACTOR. He said that he -wanted to have this before the final budget is passed. NOTION CARRIED. • 0,4 • U59 PUBLIC TRANSPORTATION MOTION: This was briefly discussed and COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILMAN CLEMENT THAT NO MONIES BE EXPENDED OUT OF THIS FUND WITHOUT CITY COUNCIL APPROVAL OTHER THAN THE PREVIOUSLY APPROVED SUBSIDIES. MOTION CARRIED. There was a discussion on allocation of funds from Federal Shared Revenues with respect to the Civil Service Commission and other departments. Councilman Gellert suggested that between now and next October the Community Development Council should agree on what fair allocations shall be. The problem of providing secretarial help for the LEFF Disability Board was considered. MOTION Street funds under the Engineering Department were discussed.- COUNCILMAN GELLERT MOVED, SECONDED BY. COUNCILMAN NORDQUIST THAT AN ADDITIONAL $2,500 FROM THE STREET DEPARTMENT FUNDS WHICH WERE SUPPOSED TO BE ALLOCATED TO THE 228TH - 236TH UAB PROJECTS WILL BE "UNALLOCATED" FROM THAT PRO- JECT A14D PUT IN THE STREET FUND FOR STORM SEWER PURPOSES. Fund #411 was discussed, including the sale of the loth and Maple property and transferring MOTION: various monies. COUNCILMAN CLEMENT MOVED, SECONDED BY COUNCILMAN GELLERT TO INCREASE THE REVENUE INTO THE WATER -SEWER FUND BY-$30,000. CARRIED. MOTION: COUNCILMAN CLEMENT THEN MOVED, SECONDED BY COUNCILMAN NORDQUIST THAT THE STORM SEWER PROJECT ALONG 88TH BETWEEN 196TH & 188TH INTO THE STREET FUND TO BE REIMBURSED BY,THE WATER -SEWER FUND. (It was mentioned that the amount involved here was $33,000). MOTION CARRIED. MOTION: COUNCILMAN CLEMENT MOVED, SECONDED BY COUNCILMAN NORDQUIST TO REDUCE THE CONTRIBUTION FROM THE GENERAL FUND TO THE STREET FUND BY $33,000 MOTION CARRIED. • MOTION':, COUNCILMAN CLEMENT MOVED,. SECONDED BY•COUNCILMAN GELLERT THAT THE WATER -SEWER CASH ON HAND BY INCREASED BY $3,000. MOTION CARRIED. MOTION: COUNCILMAN NORDQU-IST MOVED, SECONDED BY COUNCILMAN CLEMENT TO DELETE $590 FROM FUND #41 FOR THE HALF -TON PICKUP TRUCK FOR THE TREATMENT PLANT. MOTION,CARRI.ED. Discussion took place between Council and the Public !,forks Director regarding chlorine and .water -sewer rates,. etc. Conversation also was had on water=sewer construction. City Engineer, MOTION: Leif Larson, said that he thought -a study should be done on water rates. COUNCILMAN GELLERT MOVED, SECONDED BY COUNCILMAN CLEMENT THAT THE CITY ENGINEER THE 2ND MEETING IN APRIL PROVIDE THE COUNCIL WITH A STUDY ON WATER RATES AND FUTURE FUNDING OF THE WATER CONSTRUCTION FUNDS. Mr.. Larson said that perhaps the council would like to consider increases in sewer rates as our rates are quite low according to our financial consultant. THIS WAS THEN TO BE CONSIDERED PART OF THE MTOIN, WHICH THEN CARRIED. - There was general discussion on money being appropriated for reclassification studies or merit NOTION: increases. COUNCILMAN .NORDQUIST MOVED, SECONDED BY COUNCILMAN CARNS TO MOVE THE $9,900 IN GENERAL SERVICES FOR RECLASSIFICATION, INTO THE CONTINGENCY FUND. MOTION CARRIED. There was,some discussion on revenues. Councilman Nordquist noted that the council members have the opportunity to join the State of Washington Public Employees Retirement System. He said that he would like to apply next year, and would like some provision in the budget for MOTION: that as the employer must match the amount put in by the council member. COUNCILMAN CARNS MOVED, SECONDED BY COUNCILMAN ANDERSON TO PUT $700 INTO THE BUDGET FOR JOINING�THE PUBLIC EMPLOYEES RETIREMENT SYSTEM. MOTION CARRIED. There wag general - discussion on soccer lights, bicentennial funds, janitorial service, etc. MOTION: COUNCILW.OMAN'SHIPPEN MOVED, SECONDED BY COUNCILMAN CLEMENT TO PLACE $4,000 IN THE BUDGET FOR • THE BOARDWALK BY THE SENIOR CENTER; $3,500 FOR PART-TIME HELP IN THE FINANCE DEPARTMENT AND $28,000 FOR SIDEWALK ON TALBOT ROAD AND $28,318, MAKING $32,318 IN THE CONTINGENCY FUND. MOTION CARRIED. There was discussion on uniform allowance.for the Police Department. It was decided to reduce the Police Department budget'and let the Chief determine how he wants to apportion the money. MOTION: COUNCILMAN NORDQUIST MOVED, SECONDED BY COUdCILWOMAN SHIPPEN TO REDUCE THE POLICE DEPARTMENT BUDGET BY $5,000. CARRIED. MOTION: COUNCILMMAN GELLERT MOVED THAT THE FIRE CHIEF BE AUTHORIZED TO INVESTIGATE AND REPORT TO THE COUNCIL"ON A SMOKE DETECTION SYSTEM FOR THE CIVIC CENTER COMPLEX; THE REPORT TO BE DUE THE SECOND.MEETING IN FEBRUARY. COUNCILMAN CARNS SECONDED, AND THE MOTION CARRIED. COUNCIL1'!W1 NORDQUIST THEN MOVED, SECONDED.BY COUNCILMAN.CARNS,TO AUTHORIZE THE CITY ATTORNEY TO PREPARE A BUDGET ORDINANCE FOR PRESENTATION FOR FIRST READING ON THE 16TH OF DECEMBER AND FINAL PASSAGE ON THE 23RD OF DECEMBER.
