19770830 City Council MinutesAugust 30, 1977 The regular meeting of the Edmonds City, Council was called -to order at 7:30 p.m. by Mayor Harve Harrison in the Council Chambers of the Edmonds Civic Center. All present joined in the flag salute. Attorney Mike Herb Jackie Parrett, Deputy City Clerk Mayor Harrison introduced NeT1-i:e Moss -,a member of the Belgian Parliament and a member of her City Council, her city having a population of 40,000. CONSENT AGENDA (7:31 p.m.) MOTION: A MOTION WAS•MADE BY COUNCILMAN GOULD,-SECONDED BY COUNCILMAN ANDERSON, TO APPROVE THE CONSENT AGENDA. MOTION CARRIED. THE CONSENT AGENDA CONTAINED THE FOLLOWING: (A) Roll call. (B) Approval of Minutes of August 23, 1977. COUNCIL (7:32 p.m.) Councilman Anderson advised he would be absent September 6 instead of September 13. Inasmuch as a MOTION: full Council is needed to consider the Doces contract rezone ordinance for September 6, A MOTION WAS MADE BY COUNCILMAN ANDERSON, SECONDED BY COUNCILMAN NORDQUIEST, TO RESCHEDULE THE DOCES CONTRACT REZONE ORDINANCE TO SEPTEMBER 27. MOTION CARRIED, WITH COUNCILMAN CARNS ABSTAINING AS HE HAS REMOVED HIMSELF FROM ALL DISCUSSIONS ON DOCES MATTERS IN THE INTEREST OF APPEARANCE OF FAIRNESS. Councilman Gould advised he would be absent October 4. Councilman Gould reported that an Edmonds resident had contacted him to express the feeling that there should be additional lighting on the steps to the library. This resident is an elderly person who uses the library frequently and has difficulty seeing the steps. Councilman Gould said he had noticed that there is no.lighting on the south side of the steps and it appeared that some of the light fixtures had been removed from the plaza area. He requested that the Staff investigate this. Councilman Carns inquired about the progress on the fishing pier. Community Development Director Joe Wallis responded that the bids had come in substantially higher than estimated. He said a letter was going to the primarily interested parties to see what alternatives are available. The Park Planning and Recreation Director had suggested to him that $100,000 might be cut from the project and that IAC may contribute more in funding., and that under.those circumstances the fishing pier could still be constructed. Councilman Carns reported that he had attended a seminar regarding unemployment compensation, and he gave a brief summary of the discussion. Councilman Gellert said he had spent some time reading Raymond Martin's transcript of his Board of Adjustment hearing, which he had submitted to the Council last week. Mr. Martin had charged Board of Adjustment member Paul.Roy with neglect of duty and had requested an investigation by the City Council. Councilman Gellert said he could see no grounds for any action by the Council. Councilmen Carns, Anderson, Herb, and Gould indicated concurrence. 1 .. 1 0 MAYOR (7:45 p.m.) • Mayor Harrison reported he had received correspondence from the Plaza Cab Company requesting that their limit of four cabs within the City of Edmonds be extended to six. This matter was set for discussion on September 20, and the Police Chief and Traffic Engineer were asked for input. Mayor Harrison had a memorandum from Assistant City Planner Noelle Charleson regarding awards to be Made by the Amenities Design Board in recognition of certain projects within the City. Review of the awards by the Council was'set for the September 13 meeting, and presentation of the awards was set for September 27. DISCUSSION OF PLANNING PROCESS FROM COUNCIL/STAFF RETREAT - ROUGH PRELIMINARY BUDGET (7:40 p.m.) A compilation of the established mid-term goals and budget estimates for implementation had been distributed to the Council. Thi,s•was, reviewed in depth, and the following amendments were made: TRANSPORTATION 1. To cooperate with SCPTBA to provide bus:shelters throughout the City by 1980 - This item was not amended, but Councilman Gellert noted that the bus shelters must be approved by the Amenities Design Board. He asked Councilman Clement to see that the proper person is advised of this. 2. To provide maintenance and resurfacing programs on 50% of the collector and residential access streets by 1983-.$200,000. Public Works Director Leif Larson indicated $200,000 would not be enough for a good preventive maintenance program, that it would take about twice that amount. Councilman Carns suggested that consideration be given to asking the people for a bond issue for streets after the budget process is completed. GOVERNMENT STRUCTURE 1. The word, "feedback," is to be returned to this stated goal:"Establish a neighborhood structured citizen participation feedback system by 1978." k Aubust 30, 1977 (Cont.) "" is to be replaced with, "Investigate'," in this goal; " 9 2. The word Have,Inyestigdte.an integrated one -stop permit system in the City by 1978:" 3. Establish citizen relations program by 1978. (Printed and personal contact.) It was noted that an informative statement to the citizens would be good, and a calendar such as that printed several years ago was discussed. It was decided to indicate $4,000•in the.1978 budget for such, although it was not known if it could be done for that figure. 4. Revise the City Code by 1979 to consolidate like information, restructure for easier use, and eliminate outdated and unnecessary regulations. It was agreed to attempt to put $10,000 in the 1978 budget for the Attorney's Office to accomplish this. RECREATIONAL/CULTURAL 3. (New Item) Andrew Carnegie Library- Councilman Carns commented that this was probably one of the real landmarks in Edmonds and he would like to see the Council budget for 1978 the matching funds necessary MOTION: for a possible grant to restore it. A MOTION WAS THEN MADE BY COUNCILMAN CARNS, SECONDED BY COUNCILMAN GELLERT, TO INCLUDE IN THE 1978 BUDGET THE FIGURE OF $9,500 TO BE USED AS MATCHING MONEY FOR STATE AND FEDERAL GRANTS TO RESTORE THE ANDREW CARNEGIE LIBRARY. MOTION CARRIED. PERSONNEL 1. Phase out CETA employees in permanent staff positions by 1979. This goal was amended to add the following: . . ."but continue to encourage the use of such personnel for special one-time projects." UTILITIES 4. Amend date on this item: Complete installation of best practical sewage treatment facilities in compliance with Public Law 92-500 by 1983. 6. Continue to convert overhead wiring systems to underground, e.g., Main Street from 6th Avenue to Railroad Avenue by 1981, SR 524 from Olympic Avenue to 3rd Avenue by 1980. Amend budget figure to $50,000. 7. (New item) Complete the water distribution system upgrading by 1980. Lead Responsibility: DPW. 1978 Budget: $1,000,000. GENERAL, 4. Amend to read: Improve upon the efficiency of existing computer systems by combining, simplifying, and interphasing the computer processes by 1980. 6. Amend date: Plan, design, and construct a Public Safety Operations Center by 1981.
