19771108 City Council Minutes1 � 0 �I E 1 November 1, 1977 (continued) WATER AND SEWER STUDY - ALDERWOOD WATER AGREEMENT, WITH RECOMMENDATIONS Public Works Director Leif Larson displayed a diagram submitted in the 1974 rate study which indicated replacement lines, an. -'additional water tank, and the site of a future water tank. Another chart indicated anticipated replacements of lines and improvements. He had prepared an in-depth report, and he reviewed the details of the report. He,said an additionalwater tank, pumps, and flow controls were required to alleviate the demand charges for peak demands during heavy consumption periods imposed by the Alderwood Water Agreement and the Seattle,Rate:Ordinance. Several alternatives were offered for financing, and Mr. Larson recommended Alternative 3, Bond Refunding and.$1,000,000 Construction Bonds. Dick Kennedy and Tom Dowd of Seattle -Northwest Securities Corporation distributed a summary of the refunding program and gave a detailed presentation to explain it. Mr.' Kennedy said the proposal was triggered to the date of November 30 because there is never more cash on hand than on November 30, and refunding should be done -when there is MOTION: the most cash -on hand. MOTION CARRIED. Regarding the Alderwood Water Agreement, Mr. Larson read a letter he had received from the Alderwood Water District, and which he referred to the City. Attorney, and he said action on the agreement. would have to be deferred for.the present. Councilman Gellert asked that the Council be furnished copies of the letter. November 8, 1977 The regular meeting of the Edmonds City Council was called to order at 7:35 p.m. by Mayor Harve Harrison in the Council Chambers of the Edmonds Civic Center. All present joined in the flag salute. AND THE RATE OF $.40 FOR EACH 100 CU. FT. TO BE INCREASED TO $.48." The $.40 figure had been incorrectly indicated as $.45. MOTION CARRIED. 0 142 November 8, 1977 (continued) • MOTION The Consent Agenda contained the following: 1. Roll call. 2. Approval of Minutes of November 1, 1977, as corrected. COUNCIL Councilman Clement suggested a schedule be established for reviewing the various departments in the budget work sessions. The previously established November 29 work session was re- scheduled.to November 17. Departments scheduled for November 10: Community Development, Finance, City Clerk, Attorney, Executive. The City Clerk later was rescheduled for November 17 for her convenience. Departments scheduled for November 17: Public Works and Library Departments scheduled for November 21: Police and Fire. Councilmen Anderson and Nordquist said they .would not be present for the November 10 budget work.session, and Councilmen Clement and Gellert said they would not be present for the November 21 budget work session. Council- man Gellert requested that written invitations to these work sessions be sent to the newly elected members of the Council. Councilman Anderson advised he would not be present for the December l Budget Hearing. Councilman Gellert inquired as to the status of removal of the utility poles from 5th Ave. Public Works Director Leif Larson responded that removal is scheduled to begin this week., Councilman Gellert also commented that 88th Ave. has not yet been striped and is hazardous in rainy weather. He urged the markings be accomplished soon. Mr. Larson responded that the marking was being federally financed and there were some State specifications involving new markings which they were going to try. The City was not allowed to do the marking and there is a delay because of the materials. He said the City would go ahead and mark the streets at City expense where safety is involved. Councilman Gould asked whether there is an ordinance regarding removal of abandoned automo- biles. City Attorney.John Wallace said there are provisions for removing such from both private and public property in the Model Traffic Ordinance which had been adopted by the City. Councilman Gould said a.resident had contacted him,regarding the changing of a street name. He lives on a cul-de-sac which formerly was 8th Ave. E. and which recently.was changed to 8th Ave. S. His discussion with City Staff indicated the change was the result of a Com- prehensive Policy Plan implemented in 1963. Councilman Gould questioned that a name change would occur so long after the direction to do so. Community Development Director Joe Wallis said he would investigate the matter. Councilman Gould suggested that a "man -count sheet" be included in the budget material. He said he would like to see the 1977 man -count, for both full-time and part-time employees. versus the 1978 count, and that he also would like to see an organization chart showing in- corporation of the Purchasing Department. Councilman Herb inquired about the progress on the paving of 78th St. between 234th and 236th Sts. Public Works Direc,tor,Lei,f,Lar.son responded that the paving had been accomplished. Councilman Nordquist offered congratulations to the Council for the action they had taken in his absence on the subject of acquisition of the Edmonds Elementary School, and he said he concurred in'that action. ©elt[i� Mayor Harrison introduced Jim Nordquist who is about to become an Eagle Scout. He said Joe Wallis had given him a community project to accomplish for this award. Jim Nordquist expl.ained that he had taken down public hearing notices for the project. He said 18 hours of community service are required but his goal was 25 hours, and so far he had taken down 74 notices. He thanked Mr. Wallis for providing the project. Mayor Harrison asked for Council action regarding agreements required for the Washington State Intergovernmental Personnel Act -Program under which a grant application by the City had been approved. The application was for a project involving the update of the Personnel. Administration Manual under the direction of Tom Purton. Grants Manager Scott Whitcutt said the costs to the City would be $6,251 in Staff services, and that $5,380 would be for the services of Tom Purton and secretarial backup. A MOTION WAS MADE BY COUNCILMAN HERB, -SECONDED BY COUNCILMAN NORDQUIST, TO AUTHORIZE THE MAYOR TO SIGN ALL AGREEMENTS REQUIRED FOR THE INTERGOVERNMENTAL PERSONNEL ACT PROGRAM PROJECT REVIEWED THIS EVENING, AND THAT THE CON-, TRACT CLEARLY INDICATE THAT THE CITY'S CONTRIBUTION IS IN SERVICES IN KIND. MOTION CARRIED. 1 1 is 1 0 C 143 November 8, 1977 (continued) Mayor Harrison asked for a brief Executive Session following this evening's meeting in regard to two real estate matters. DISCUSSION ON LID'S FOR STREET IMPROVEMENTS M.A.A. Charles Dibble said the Staff suggested that the Council, as a policy matter, consider each proposed LID on a case-by=case basis and make efforts not to discourage it by placing a financial budget on it. He said the objective should be to encourage such improvements and not discourage them. He also suggested extending street improvement money by setting aside a portion of it to use on a matching basis with LIDs, e.g., the City to put up 25% and the property owners 75% of the cost. He said that would provide more improvement for City money and possibly encourage some that otherwise would not take place. The question had arisen as to whether undergrounding should be required with street improvements,'and Council- man Gellert expressed the view that just because it is more expensive the complete improvement policy should not be abandoned because if the undergrounding is not done at the time of the improvement it never will be done, as it will never be less expensive than when the other improvements are done. He said he would be:against making less than a complete improvement when it is an LID. Public Works Director Leif Larson commented that the emphasis on LIDs.is' dependent upon costs --as the costs have increased the interest has diminished. Councilman Gellert said he felt existing streets which need improvement should be done by the overlay method, and not by capital improvements, and that possibly overlays could be allowed with no City participation or the offer made to participate in complete improvements. It was • also commented that if there are major developers with interests in,an area the zone front foot method should not be used for computation, and the commercial building or multiple resi- dence building should bear a higher assessment than single family residences. A question was asked regarding the percentages of an improvement which would be for street repairs, under - grounding, and drainage. It was agreed that the discussion should be contjn_ued to another MOTION:..date to give the Staff an opportunity to study alternatives and update cost sheets. COUNCIL- MAN CARNS MOVED, SECONDED BY COUNCILMAN CLEMENT, TO CONTINUE THE DISCUSSION OF LID'S FOR MOTION: STREET IMPROVEMENTS TO DECEMBER 13. MOTION CARRIED. A MOTION WAS THEN MADE BY COUNCILMAN NORDQUIST, SECONDED BY COUNCILMAN HERB, TO ALLOW TEN MINUTES AT THIS TIME -FOR AUDIENCE PAR- TICIPATION.ON THE SUBJECT. MOTION CARRIED. Jon Whiteleather of 217.27 76th Avenue W. said the zone front footage cost had been $64 on the LID recently proposed in his neighborhood, and that was a lot of money. He said 50% of the property owners have to agree and in that case two property owners were able to provide that 50%, and he objected to that. He.also said the physician's office on 218th is opening and the street has not been improved: Mr. Larson responded that the waterline has to be replaced before any asphalt is put down. DISCUSSION ON COUNCIL SALARIES MOTION: 1 This item had been placed on the agenda at the request of Councilman Herb. He expressed the view that Council salaries should be doubled and that more diligent participation would result from better salaries. Councilman Gould had a special AWC report entitled "Citizens' Report on City Government" from which he had selected nine cities of the size of Edmonds and the average salary of the Councilmen from those cities was $148, whereas the average Edmonds Councilman's salary is $108. Councilman Carns said none of them had run for the office for the mone','and Councilman:Gellert added that if the pay get too high some 'peo'ple- may be dissuaded from running because -'of' the i mpl i cati on that a' 'l arg'er percentage of th` i r 'ti me'woa`l d, be' 'requi red for the job. He said he would not oppose a modest increase, but that he would probably vote against anything higher than $35. Councilman Nordquist agreed that a $10 increase should be the maxi- mum and that the job did merit somewhat of a raise. COUNCILMAN NORDQUIST THEN MOVED, SECONDED BY COUNCILMAN ANDERSON, THAT THE CITY ATTORNEY BE INSTRUCTION TO DRAFT AN ORDINANCE RAISING THE SALARIES OF NEW COUNCILPERSONS TO THE RATE OF $35 PER OFFICIAL MEETING. Councilman Gould said that people go after the Council jobs as service jobs, that pay is only a gratuity. Councilman Clement said he had been against raises because if he felt he.had to put in much more time he was not sure he would take the job, and if he were paid more he would feel he would have to put in more time. He said the amount of increase would project a good image, so he would vote against the motion. Councilman Gellert commented, however, that Councilmen can only get an increase once every four years, and Councilman Clement replied that he had not considered that, and that it was a good point.
