CIVIL SERVICE COMMISSION MEETING

CALL TO ORDER
Acting Chair Norm Davis called the meeting to order at 6:10 pm. Chair Mike Fields was unable to attend the
meeting.
MINUTES:
The approval of the 11/7/18 and 10/9/19 meeting minutes were deferred to the next regularly scheduled meeting
for review and approval (as not all the commissioners in attendance at that meeting were present).
Commissioner Chris Fleck made a motion to approve the 10/2/18 meeting minutes. Acting Chair Norm
Davis seconded the motion. The motion carried.
CORRESPONDENCE
Unsuccessful completion of probation
Sergeant Josh McClure explained that, unfortunately, former probationary officer Logan Macomber's
employment was terminated effective 1/30/19 as he was unable to complete the BLEA physical abilities test,
which is condition of employment.
Academy Graduate Eligibility_ List
Sergeant McClure there are four (4) individuals currently on the list for certification. There was a brief discussion
that followed about the commission's approval to create such a list (at the November 7, 2018 meeting) that would
allow for a more competitive hiring process. Commissioner Fleck made a motion to approve the Academy
Graduate Eligibility List dated 2/6/19. Acting Chair Davis seconded the motion. The motion carried.
There was a short discussion that followed by the commission about other departments offer hiring bonuses and
how this does or does not impact the city's recruitment process and about the comparators used and retention
of officers at the City.
OTHERS
Sergeant McClure stated that the is one (1) offer for the Police Services Assistant vacancy and one (1) condition
offer for the other open Police Services Assistant vacancy. He further noted that there may not be a need for a
March 2019 regularly scheduled meeting with eligibility lists.
