Meeting called to order at 8:01 am
Board Members/Administration in attendance: Apple Catha, Kiersten Christensen, Carrie Hulbert, Matt
McCulloch, Petra Rousu, Jenny Shore, Mary Kay Sneeringer, James Spangler
City of Edmonds representatives in attendance: Patrick Doherty
Ed! Members/Guests: Suzi Foster (Zinc), Rachel Dobbins (Art Walk Edmonds)
Public Comment: None
President's Report:
• Approval of 1/10 meeting minutes: Apple made a motion to approve the meeting minutes, and
Petra seconded. All approved, none opposed.
• Kiersten gave an update on her phone conversation with Sound Transit (ST), which Pam Stuller
joined in on as well. Pam and Kiersten told ST that Ed!'s first priority is parking and the second is
pedestrian safety. ST might attend Ed!'s annual meeting. This is a long-term project for ST and
they are seeking input from many groups about priorities.
• Kiersten discussed a current problem involving one Edmonds resident who has a disabled
parking pass and uses it to park long term on core downtown streets. Edmonds Councilmember
Dave Teitzel sent an email stating that State Code says there is no limit on parking for disabled
permit holders, but noted that the State allows for cities to adopt a time limit of not less than 4
hours. The City of Edmonds has this limit in their code, but are not currently enforcing it.
Kiersten will do further research, but the Ed! board recommended that we clarify the law,
promote enforcement, and ask the City to work directly with the person violating the code.
• Kiersten, Mary Kay and Petra will all be leaving the board at the end of this term. If anyone
knows of people interested in being on the board please forward their names to Kiersten, Carrie
or Jenny.
Treasurer's Report: None.
New Businesses added to the BID: None.
City Update:
• The Creative District Steering Committee would like to have an Ed! board member on the
committee.
• The tourism partners will begin meeting again in March.
• The Ed! group that has discussed member delinquencies should meet again soon.
• Sound Transit also contacted the City of Edmonds to get their input on Sounder parking issues
There is parking available at the Edmonds Methodist Church, and perhaps a shuttle should be
discussed.
Committee Updates:
1. Marketing: BID expansion: Pam, Mary Kay and James will take petitions around to the individual
businesses at Salish Crossing as a meeting of those businesses could not be arranged.
2. Appearance & Environment: Carrie updated that a new umbrella design was sent to Mark for
his approval.
3. Communication and Outreach: Apple reported that the Annual Meeting committee met last
Friday and the suggested April 17t" as a date for the meeting. They are striving to incentivize
attendance for the meeting —the discussion of parking might be a big draw. James spoke to the
owners of Calypso and they may be able to host the meeting, or perhaps Gravity Bar.
4. Grant Program: Rachel Dobbins of Art Walk Edmonds (AWE) presented AWE's grant request in
the amount of $3,000 to support the installation of two more murals in 2019. James made a
motion to approve this grant and Apple seconded. All approved, none opposed.
5. Administration: Carrie gave an update on the preliminary calendar for articles that will appear
on the website. 107 businesses were highlighted in last years' articles. A "Love Letter to
Edmonds" will appear in The Edmonds Beacon in February. Carrie also met with Sheila Cloney of
DEMA to talk to her about the role of Ed! in downtown Edmonds.
