2.25.040 Claims, demands and vouchers
presented by officers and
employees.
Certificates as to claims, demands and
vouchers of officers and employees of the city
for services rendered shall be made by the per-
son charged with the duty of preparing and sub-
mitting vouchers for the payment of services,
and that person shall certify that the claim,
demand or voucher is just, true and unpaid,
which certificate shall be part of the voucher.

2.25.050 Travel authorization and
expense reimbursement policies.
A. Policy. It is the city's policy to provide
payment for the reasonable accommodation of
travel required to conduct city business by city
officials and employees.
B. Applicability. This section and the poli-
cies contained herein shall be applicable to all
elected officials, members of boards and com-
missions and city employees unless otherwise
specifically exempted.
C. Authorization for Travel. All requests
for travel or training shall be submitted and
approved on an authorization to attend/travel
form prior to the person's departure date.
1. All anticipated costs should be listed
on the form, whether the costs are known or
reasonably estimated.
2. The mayor is authorized to approve
all employee's requests which are included
within the city's annual budget.
D. Travel and Training Request — City
Council Approval. City council approval must
be obtained of all travel and training requests
for members of the city council and members
of city boards and commissions.
E. Accommodations. Accommodations,
such as transportation, lodging and conference
registration shall normally be arranged in
advance by designated staff member and billed
directly to the city. Accommodations shall be
made at the lowest reasonable rate available,
such as coach fare for air transportation, use of

special discounts and single occupancy gov-
ernment rates for lodging. Air travel should be
used when other reasonable methods of trans-
port are not otherwise available and time
schedules require the additional expense.
F. Advance Payment of Expenses. Pursuant
to ECC 3.04.040, advance payment of autho-
rized expenses in excess of $100.00, as listed
on the authorization to attend/travel form, will
be provided upon request. Request for an
advance payment must be made at least one
week prior to the departure date.
G. Reimbursement of Travel Expenses.
1. Travel expenses which are paid
directly by city officials and employees shall
be reimbursed in accordance with the rate
schedule listed below. Expense vouchers must
be submitted for payment within 10 days fol-
lowing the individual's return. Receipts must
accompany the expense report form for all
reimbursement requests, excluding per diem
allowances for meals. Reimbursement for any
expenses which exceed the limits set forth in
this policy shall require approval of the city
council.

Private car — Current IRS rate
Rental car — Requires prior approval

2. The per diem rate for meals may be
adjusted periodically by the city council fol-
lowing a review of other benchmark jurisdic-

tions. Per diem for out -of -area travel that is in
excess of the city's established rate will be
governed by per diem rates established by the
State Office of Financial Management.
3. The transportation allowance shall be
based upon the direct route round trip costs.
Other allowable costs shall include ferry tolls
and off-street parking. Taxis may be used if
they are the most reasonable means of trans-
portation available.
H. Nonallowable Expenses. Expenses not
approved for reimbursement include, but are
not limited to, alcoholic beverages, expenses
for family or guests, entertainment, travel
costs paid by another organization, mileage (if
traveling as a passenger in a nonowned car),
limousine services and personal travel insur-
ance.
I. Use of Private Cars. Private cars should
be used by city officials and employees when-
ever a city vehicle is not available and/or the
time the official or employee will be absent
exceeds two or more days. Drivers must have
a valid operator's license, and the car must be
insured to the state's minimum liability stan-
dards. The mayor, members of the city council,
boards and commissions shall not be reim-
bursed for mileage expenses incurred within
the city limits of Edmonds. City employees
will be reimbursed for mileage when using a
private vehicle within the city limits when
such use is in furtherance of city business. The
city's mileage reimbursement rate is intended
to cover the cost of fuel, maintenance and
insurance costs. Persons using a private vehi-
cle and seeking reimbursement for mileage
must maintain a valid driver's license and indi-
vidual auto insurance, including public liabil-
ity, bodily injury and property damage, which
insurance shall be deemed to be primary as to
any other insurance available to the city. If a
private vehicle is used in lieu of air transporta-
tion, the total amount of reimbursement shall
not exceed the cost of air fare as established in

2.25.060 Compliance with state law for
damage claims.
Claims or demands for damages to persons
or property shall be presented to the city in
accordance with the provisions of Chapter
35A.31 RCW. [Ord. 2873 § 1, 1992].

10.50.010 Appointment of trustees —
Terms.
As provided in RCW 27.12.190, the mayor
shall appoint five trustees to serve on the pub-
lic library board. Appointments shall be for a
full term of five years on a rotating basis, i.e.,
one term shall expire and one new trustee shall
be appointed each year. No trustee shall serve
more than two consecutive full terms. An
appointment to fill an unexpired term less than
two years in length shall not be considered a
full term. Trustees who are serving on the date
this amendment is adopted shall complete their
term of office. [Ord. 3213 § 1, 1998].
10.50.020 Powers and duties.
A. Advice to the Mayor and City Council.
The public library board shall advise the
mayor and city council at least annually or on
such other reporting schedule as may be
agreed by the mayor, council, and board,
regarding:
1. The planning, management, use, care,
and disposition of the library's property,
equipment and physical facilities;
2. The policies, rules and regulations
pertaining to the use of the library and its facil-
ities;
3. The budget, administration, scope
and quality of library resources and services
provided to the city of Edmonds under its con-
tract with the Sno-Isle library system, includ-
ing any requirements for amendment of the
contract;

4. The acceptance or rejection of all
gifts of money or property to the city for the
benefit of the library and its patrons;
5. Such other matters as the mayor or
city council may assign to the board at their
discretion.
B. Coordination. The board shall coordi-
nate its advice to the mayor and city council
with the liaison staff of the parks, recreation,
and cultural services department of the city of
Edmonds before bringing matters to the mayor
and council.
C. Advice to the Sno-Isle Library System.
The board shall advise the Sno-Isle library sys-
tem, the intercounty rural library district orga-
nization which provides library services to the
city of Edmonds, on policies for the develop-
ment of the library's collection, the use of the
library, and the scope and quality of the ser-
vices provided. Nothing herein shall be inter-
preted to delegate the city council's
contractual or budgetary authority with respect
to library operations. [Ord. 3213 § 1, 1998].
10.50.030 Survival of the fund.
The fund established pursuant to the provi-
sions of Ordinance No. 186 establishing Chap-
ter 10.50 ECC and subsequent revisions thereof
establishing special funds for the library and
monies deposited in such funds shall survive
the amendment of the ordinance codified in this
chapter and the repeal of prior sections
designed to establish such funds. The special
library fund established by Ordinance No. 1312
shall, in particular, survive the amendment of
the ordinance codified in this chapter and shall
be maintained for voluntary contributions
made for the purposes of bettering library ser-
vices and therefrom awards made by the board.

10.50.040 Administration of the special
library fund.
The public library board of the city shall,
from time to time as it deems appropriate, rec-
ommend expenditures from the special library

fund for the purposes for which such fund was
established, i.e., bettering library service. Such
recommendations shall be made in an open
meeting of the commission and duly recorded
in the minutes after which a city claim voucher
shall be certified by the chair of the board and
submitted for authorization for payment to the
city council in accordance with such proce-
dures as the council shall establish. [Ord. 3213

There is hereby created within the city of
Edmonds the Edmonds sister city commission,
which shall be composed of not less than nine
nor more than 12 interested individuals who
will promote relationships with sister cities
approved by the Edmonds city council. Com-
mission members shall be appointed by the
mayor with the confirmation of the city council
from a list of candidates proposed by interested
citizens participating in the commission's
activities as well as names submitted by inter-
ested citizens. Except for the initial commis-
sion, the term of office of each member shall be
for three years. At the date of initial appoint-
ment, the mayor shall provide in his or her
appointment for staggered terms in order that
no less than two nor more than four members
