Resolution 7920006.010.050 WSS/are 04/07/94 Rev: 04/12/94 RESOLUTION NO. 792 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, TO THE SNOHOMISH COUNTY BOUNDARY REVIEW BOARD REQUESTING THAT THE BOUNDARY REVIEW BOARD AUTHORIZE ANNEXATION OF A PORTION OF UNINCORPORATED SNOHOMISH COUNTY ORIGINALLY CONTAINED IN PETITIONS FOR THE AURORA MARKETPLACE ANNEXATION AREA. WHEREAS, the City Council of the City of Edmonds reduced the annexation boundaries for the Aurora Marketplace annexation area in order to comply with the requirements of RCW 35A.14.120 that the owners of property equaling at least 60 percent of the assessed valuation of the area execute the petition, and WHEREAS, such reduction was based upon a change in assessed valuation occurring during the course of the petition drive and submittal to the City, and WHEREAS, the original petition area best represents the factors required to be considered by the Boundary Review Board under the provisions of RCW 35A.14.200, specifically that the area is better configured in terms of logical boundaries, adjacent incorporated and unincorporated areas, topography, natural boundaries and service areas and is therefore the most logical alternative annexation proposal for such area, now, therefore, THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: 71741.1 -1- Section 1. The Snohomish County Boundary Review Board is hereby requested to consider as an alternative to the proposed annexation area, the original area circulated by petition for annexation. The original area is described on the attached Exhibits A and B, incorporated herein by this reference as if set forth in full and representing legal descriptions and maps provided in accordance with the requirements of RCW Chapter 35A.14. Section 2. The Boundary Review Board is requested to consider the factors set forth in RCW 35A.14.200. The original annexation area is a logical boundary whose assessed valuation closely approximates the 60 percent required and, in fact, represented the required assessed valuation at the dates the petitions began circulation. Reassessment of a portion of the properties in the area, but not all, caused the assessed valuation represented by the signatures to decline below the 60 percent level following the gathering and submittal of the petitions for certification. The boundaries also represent the most logical configuration for the boundaries of the City in respect to the boundaries of adjacent incorporated and unincorporated areas, topographical features, drainage basins and the sense of community presented by the area.
