RESOLUTION NO. 797
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDMONDS, WASHINGTON, AUTHORIZING APPLICATIONS
FOR FUNDING ASSISTANCE FOR AN OUTDOOR
RECREATION PROJECT TO THE INTERAGENCY
COMMITTEE FOR OUTDOOR RECREATION.
WHEREAS, the City Council of the City of Edmonds has approved a
"Comprehensive Park and Recreation Plan" for the urban area which identified the need for a
waterfront park in the downtown planning unit of the City, and,
WHEREAS, under the provisions of state and federal funding, assistance has been
authorized and made available to aid in financing the cost of land for parks and the construction
of outdoor recreational facilities of local public bodies, and
WHEREAS, the City Council of the City of Edmonds considers it in the public
interest to develop a waterfront park in the downtown part of the City generally located at
Railroad Avenue and Main Street, and
WHEREAS, a prior authorization to request funding has expired, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. The Mayor is hereby authorized to make formal application to the
Interagency Committee for Outdoor Recreation for funding assistance.

Section 2. Any fund assistance so received shall be used in the development of
a waterfront site of approximately two (2) acres of land in the downtown area of the City of
Edmonds, Washington.
Section 3. The City's share of the project will be derived from the City's real
estate excise tax. Funding will be considered and appropriation made as a part of the 1995
budget.
Section 4. The City of Edmonds does hereby certify that the City is responsible
to support all non -cash commitments to the local share should they not materialize.
Section 5. Any property developed with financial aid through the Interagency
Committee for Outdoor Recreation be placed in use as an outdoor recreation facility and be
retained in such use in perpetuity unless as otherwise provided and agreed to by the City
Council, the Interagency Committee for Outdoor Recreation, and any affected federal agency.
Section 6. This resolution become part of a formal application to the Interagency
Committee for Outdoor Recreation.
Section 7. Adequate notification has been given and opportunity provided for
public input and that published notices have identified affected flood plans and/or wetlands, if
applicable.
