WHEREAS, the City of Edmonds finds itself in a rapidly
growing situation through annexations and development of unimproved
property already within the city limits of Edmonds, and
WHEREAS, it is felt necessary that the property already
within the City and the areas contiguous thereto, which, in all
probability, will be annexed to the City, should be developed ac-
cording to a comprehensive plan, especially with regard to the
furnishing of sanitary sewerage facilities, and
WHEREAS, the City does not have funds presently available
in order to have such a comprehensive plan prepared, and
WHEREAS, it is estimated that
the
cost of such
a compre-
hensive plan and engineering work is in
the
amount of $

NOW, THEREFORE, IT IS HEREBY RESOLVED that the City of
Edmonds make application for funds, in the amount of

for Advance for Public Works Planning, to the Housing and Home
Finance Agency of the Community Facilities .Administration of the
Federal Government, on form No. 63-R874.1 for the following:
A. An engineering study to develop a comprehensive plan
for sanitary sewerage facilities, including trunk and im-
portant lateral sewers, expanded treatment plant facilities
and other works required to best serve:
1. the presently unsewered areas of. the City of Edmonds,
and
2. other areas which through annexation or through
suitable contractual arangements logically may
utilize the City of Edmonds' sanitary facilities;
B. Final engineering work for detailed design and preparation
of contract plans and specifications for first phase construc-
tion of facilities included in the comprehensive plan.
