Resolution 037RESOLUTION NO. 37 WHEREB, the City of Edmonds proposes to enter into a mutual agreement with the City of Mountlake Terrace and the Ronald Sewer District, and WHEREAS, the said mutual agreement will provide for the construction of additional sewerage facilities within the corporate limits of the City of Edmonds, and WHERE.ffi, the City of Edmonds, the City of Mountlake Terrace, and Ronald Sewer District will jointly use the said new facilities together with certain existing sewerage facilities of the City of Edmonds, and WHEREB, the said proposed mutual agreement is based on the findings and recommendations of an engineering study and report dated March 15, 1958, prepared by James H. Reid & Associates, Consulting Engineers, at the request of the City of Mountlake Terrace, and WHEREIN, copies of said engineering study and report have previously been furnished to the Housing and Home Finance Agency, and WHEREIN, under the terms of the proposed mutual agreement the City of Edmonds shall be responsible for the preparation of contract plans and specifications for construction of new and additional sewerage facilities, and WHEREIN, sanitary sewerage needs of Mountlake Terrace, Ronald Sewer District, and adjoining areas have become so critical as to be almost emergent, the construction of said new sewerage facilities is necessary to meet such critical need and specifically is in the best interests of the City of Edmonds, and WHEREB, the City of Edmonds doesnot have funds presently available for the purpose of preparing the required plans and specifications, and WHEREIB, the estimated engineering costs of preparing said plans -1- 1. and specifications is in the amount of twelve thousand dollars ($12, 000. 00), "mT`l WHEREFo, under the terms of Public Law 560, 83rd Congress, as amended, the United States of America has authorized the making of advances to public bodies to aid in financing the cost of engineering and architectural sruveys, designs, plans, working drawings, specifications or other action preliminary to and in preparation for the construction of public works; and WHEREIS, the Applicant has examined and duly considered such Act and the Applicant considers it to be in the public interest and to its benefit to file an application under said Act and to authorize other action in connection therewith; NOW, THEREFORE, IT IS HEREBY RESOLVED that the City of Edmonds make application for funds in the amount of twelve thousand dollars ($12, 000. 00) as an advance for public works planning to the Housing and Home Finance Agency of the Community Facilities Administration of the Federal Government on Form No. 63-R8741 for the said new sewerage facilities, which facilities shall include the following: 1. Approximately 10, 000 lineal feet of 24 -inch and 30 -inch trunk sewer; 2. A new 36 -inch sewer outfall approximately 1, 800 feet in length; 3. Necessary additions to the existing sewerage treatment plant of the City of Edmonds to increase the capacity of said plant to approximately 4. 0 mgd. IT IS FURTHER RESOLVED that certified copies of this Resolution be included as part of the application for an advance to be submitted to the United States.
