A RESOLUTION OF THE CITY OF EDMONDS, WASHI NGTON,, SETTING
FORTH THE CITY'S POSITION ON CERTAIN PROPOSED LEGISLATION PENDING
BEFORE THE 1961 SESSION OF THE WASHINGTON STATE LEGISLATURE.
WH E R EA S, House Bill 119 and Senate Bill 111, which have been intro-
duced in the 1961 session of the Washington State Legislature contain proposed changes
in the organization and operation of the Lower Court System of the State of Washington,
and
WHEREAS, said proposed legislation, if enacted, would, among other
changes, abolish the appointive position of Police Judge, or Police Justice, in the
various cities and towns of the State of Washington, as said position is presently
authorized by existing statutes, and would remove from the various mayors of said
cities and towns the power to appoint Police Judges, or Police Justices, for their
respective cities and towns,
NOW,, THEREFORE, BE IT RESOLVED:
That the City Council of the City of Edmonds adopts the following positions
and principles with regard to any proposed changes in the organization and operation
of the Lower Court System of the State of Washington:
1. While recognizing a need for changes and improvements in the present
organization and operation of the Lower Court System of Washington, the City
Council is, nevertheless, opposed to any such changes which would mandatorily
abolish the appointive position of Police Judge, or Police Justice, in the various
cities and towns of the State of Washington.
2. The City Council maintains that the governing body of each City and
Town of the State of Washington should have the option and power to make an inde-
pendent determination as to whether or not each city or town shall have an appoint-
ive position of Police Judge, or Police Justice.
ADOPTED by the City Council of the City of Edmonds, Washington, at a
regular meeting thereof held on the 7th day of February, 1961.
