A RESOLUTION APPOINTING, EMPLOYING, AND AUTHORIZING THE CITY
TREASURER OF THE CITY OF EDMONDS TO ACT AS THE CITY ACCOUNTANT,
OUTLINING THE DUTIES OF SUCH ACCOUNTANT, AND PROVIDING FOR COM-
PENSATION FOR SUCH SERVICES.
WH E R E A S, under the provisions of RCW 43.09.220, et seq. , any municipal
water utility which has for three consecutive years received Annual Gross Operating
Revenues totalling $50, 000.00 or more shall become classified and keep all accounts
according to the prescribed Uniform Classification of Accounts, and
WH E R EA S, the Water Department of the City of Edmonds has for three
consecutive years received Annual Gross Operating Revenues in excess of $50, 000. 00
per year, and
WHE REAS, under the cited sections of RCW the City is required to establish
and maintain a separate, double -entry set of books for the Water Department, and
WHEREAS, the establishment and maintenance of such a double -entry system
would require the supervision by an accountant of the general ledger and preparation
of periodic financial statements, and
WHEREAS, the Mayor and City Council of the City of Edmonds have heretofore
requested, and deem it necessary, that they be furnished with periodic financial state-
ments showing the financial condition of the City, such statements containing informa-
tion over and above that required ly law to be available in the office of the City
Treasurer, and
WHEREAS, the duties of the office of City Treasurer as defined by the laws
of the State of Washington and the ordinances of the City of Edmonds do not contemplate
separate double -entry books for the Water Department and periodic financial state-
ments for the City, and such duties are outside the scope of the statutory duties of
the City Treasurer, and
WHEREAS, the City of Edmonds has no appointive or elective official whose
duties include those which an accountant would render, and
WHEREAS, A. P. SEVERSON has been the duly elected, qualified and acting
City Treasurer of the City of Edmonds for a period of mom than _____ears,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF EDMONDS, AS FOLLOWS:
1. That it is deemed to be necessary and in the best interests of the City of
Edmonds to hire and employ the services of A. P. SEVERSON as an accountant to
perform the following duties:
a. to establish and maintain a double -entry set of books for the Water Depart-
ment,
epart-
ment, as provided by R. C. W. 43. 09. 200, et seq. , including the supervision
of the general ledger therefor, and the preparation and presentation of
periodic financial statements therefor;
b. to prepare and present periodic financial statements showing the financial
condition of the City of Edmonds, showing all the receipts and disbursements
of said City and a statement of its financial status, and such other information
as may be requested by the Mayor and/or City Council of said City, such data
to be presented, upon reasonable notice, at such time or times as the Mayor
and/or City Council may request.
2. That for his services as such accountant, the said A. P. SEVERSON shall
be paid such sums as from time to time may be fixed by the City Council of the City
of Edmonds.
