A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDMONDS,
WASHINGTON EMPLOYING A CONSULTANT ON MUNICIPAL FINANCE
FOR CERTAIN SERVICES IN CONNECTION WITH THE EVALUATION
OF A PROPOSED AGREEMENT FOR THE JOINT USE OF CERTAIN
FACILITIES OWNED BY THE CITY OF LYNNWOOD, WASHINGTON.
WHEREAS, the City of Edmonds, Washington has been
negotiating with the City of Lynnwood, Washington on May 17,
1962 relating to the joint use of certain sewerage and sewage
treatment facilities owned and operated by the City of
Lynnwood; and
WHEREAS, the City of Lynnwood has submitted a draft
of a proposed agreement between the two cities for the use of
said facilities which agreement contains certain rates and
charges; and
WHEREAS, it is deemed necessary and to the best
interests of the City of Edmonds that a person skilled in
matters of municipal finance review said rates and charges
contained in the proposed agreement and the data and methods
used to derive said rates and charges with the objective of
determining if said rates and charges are fair and equitable
to the City of Edmonds, and to assist the City in its nego-
tiation with the City of Lynnwood;
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Edmonds as follows:
That James G. Frazer, a consultant on municipal
finance of Seattle, Washington be and he is hereby retained
to perform the following services:
1. To develop independently rates and charges that
he deems fair and equitable to both parties.
2. To review the rates and charges as contained
in the proposed agreement submitted by Lynnwood.
3. To report to the City Council of the City of
Edmonds his findings together with recommendations as to
changes which should be incorporated in the proposed agreement

which he believes are fair and equitable to both parties.
4. To meet jointly with appropriate officials
of the Cities of Edmonds and Lynnwood for the purpose of
ascertaining the methods used by Lynnwood's consultants in
arriving at their recommendations.
5. To attempt a reconciliation of any differences
of fact or opinion that may develop in said meeting and report
his findings to appropriate city officials of Edmonds.,
6. To again meet jointly with officials of the
two cities with the objective of finalizing the agreement
as it pertains to rates and charges for the joint use of
said facilities.
The city agrees to pay him for the above services
at a rate of Ten Dollars ($10.00) per hour plus travel expenses
at the rate of Ten Cents (10�) per mile, but in no event shall
the total amount to be paid for the above services exceed a
total of Six Hundred Dollars ($600.00).
PASSED by the City Council of the City of Edmonds,
Washington at a regular meeting thereof held on the day
