Resolution 094RESOLUTION 94 WHEREAS, numerous members of the public attend meetings of the City Council of the City of Edmonds in the interests of voicing an opinion on a specific matter, and WIEREAS with the increase in complexity and size of the City of Edmonds, Council meetings of the City of Edmonds are correspondingly growing larger in attendance and larger in agenda, and WHEREAS, the opening of bids at the meetings of the City Council of the City of Edmonds for public works or improve- ments, or the purchase of supplies, materials, equipment or services other than for public works or improvements, is unnec- essarily time consuming to members of the City Council and mem- bers of the public who are attending the Council meetings, and WI ItEAS, it would be more expedient and efficient for the department heads or other proper city officials of the City of Edmonds to open bids where office machines and other aids are more available than in the Council meetings. NOW THEREFORE, IT IS HEREBY RESOLVED that when contracts are let by the City of Edmonds for the construction of any public work or improvement, or for the purchase of materials, supplies and equipment, for which bids must be called pursuant to revised Code of Washington 35.23.352, the following procedure shall be followed: 1. Notice of Call for Bid shall be given by posting notice thereof in the Civic Centers in the City of Edmonds, and by publication in the official newspaper once each week for two consecutive weeks before the date fixed for opening the bids. 2. The City Council of the City of Edmonds shall have power to reject any and all bids and to make further calls for bids in the same manner as the original call. -1- r 3. If no bid is received on the first call the City Council may readvertise and make a second call. 4, The Notice of Call for Bids which is published and posted as aforesaid shall set forth the time, the place, and room and the department or city official requesting the bid so that any interested bidder or other member of the public may observe the bid opening and satisfy himself as to the extent and nature of the competing bids. 5. All bids pursuant to this resolution shall be opened in the presence of at least three city officials and no members of the public shall be excluded. 6. After the bids have been opened the department head, or other city official, having called said bids shall tabulate the same in an orderly fashion and present such tab- ulation, including the recommendation of the department head or other city official:,calling the bidr, as to the best bid.,to the City Council of the City of Edmonds at the next following meeting of said Council, DATED ,at Edmonds, Washington this 21st day of April, 1964.
