A RESOLUTION ADOPTING A MEMORANDUM OF
UNDERSTANDING BETWEEN THE WASHINGTON STATE
HIGHWAY COMMISSION AND THE CITY OF EDMONDS,
WASHINGTON, A MUNICIPALITY NOT FINANCIALLY
PARTICIPATING IN THE PUGET SOUND REGIONAL
TRANSPORTATION PLANNING PROGRAM.
WHEREAS, the City of Edmonds, Washington is part
of the "Urbanizing Area" of the central Puget Sound Region,
and,
WHEREAS, the Federal -aid Highway Act of 1962 here-
inafter referred to as the "Act" provides that it is:
. . in the national interest to encourage
and promote the development of transportation
systems, embracing various modes of transport
in a manner that will serve the States and
local communities efficiently and effectively,"
and which directs the Secretary of Commerce to
"cooperate with the States . . . in the development
of long-range highway plans and programs which
are properly coordinated with plans for improve-
ments in other affected forms of transportation
and which are formulated with due consideration
to their probable effect on the future develop-
ment of urban areas . . ." and which requires
the Secretary of Commerce to withhold approval
of" . . . any program for projects. . . unless
he finds that such projects are based on a con-
tinuing comprehensive transportation planning
process carried on cooperatively by States and
local communities. in conformance with this
Act,
WHEREAS, the Secretary of the United States Depart-
ment of Commerce, referred to above, through the Bureau of
Public Roads hereinafter referred to as the Bureau, has
interpreted "cooperatively" to mean the establishment of a
formal procedure --supported by a written memorandum of under-
standing --between the State, and the governing bodies of the
local communities within the "Urbanized Area" for carrying
out the transportation planning process in a manner that wz"'TT-'
insure that the planning decisions are reflective and
responsive to both the programs of the State and the needs
and desires of the local communities, and
WHEREAS, the State will be expected to show by
suitable evidence that scrupulous efforts have been made
to carry out the intent of the Act with respect to cooperative
action by all political subdivisions, and
WHEREAS, it is of mutual benefit to the municipal-
ities in the "Urbanized Area" and the State and in the best
public interest to comply with the requirements of the 1962
Federal -aid Highway Act.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF EDMONDS, WASHINGTON, ;that in conformance with
the requirements and objectives of the 1962 Federal -aid High-
way Act the City of Edmonds, Washington agrees to cooperate
by providing available local planning information for use in
the continuing transportation planning process for the central
Puget Sound region.
AND BE IT FURTHER RESOLVED that the Washington State
Highway Commission agrees to cooperate by providing available
state planning information relative to the City of Edmonds,
Washington, and access to and through said city, for use in
the continuing transportation planning process by the said City.
AND BE IT FURTHER RESOLVED, that membership in the
Puget Sound Regional Planning Council, which is an advisory
agency to the Puget Sound Governmental Conference, offers
the City of Edmonds, an opportunity to play a more active
role in the continuing transportation planning process in the
central Puget Sound region if it so chooses.
