WHEREAS, by letter of April 28, 1966, the Olympic
View Water District submitted its General Comprehensive
Plan for Sanitary Sewerage System to the City of Edmonds,
pursuant to R. C. W. 56.08.020, and
WHEREAS, the City of Edmonds having examined said
Comprehensive Plan and having transmitted a rejection of
said plan by letter of June 22, 1966, which letter stated
the general reasons for the Plan's rejection by the City
of Edmonds, and
WHEREAS, the City Council of the City of Edmonds,
having proposed contemporaneously with said rejection that
the residents of the general area under consideration be
given an opportunity to make their own decision between the
sewerage services proposed by the Olympic View Water Dis-
trict and the total services available through annexation
to the City of Edmonds, and
WHEREAS, the Olympic View Water District having agreed
through its Commissioners that the persons resident in said
general area should make their own decision in the foregoing
matter by way of two simultaneously held special elections
in conjunction with the State General Primary Election,
September 20, 1966, and
WHEREAS{ in order to enable the persons resident in
said general area to cast their votes for or against annex-
ation or the revenue bonds necessary for Olympic View Water
District's proposed sewerage plan, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDSO• WASHINGTON
RESOLVES AS FOLLOWS:
The General Comprehensive Plan for Sanitary Sewerage
System submitted to the City of Edmonds by the Olympic View
Water District for the reasons set forth in the recitals
above in this Resolution be and the same hereby is approved,
PROVIDED, however, any facilities, utilities or rights-of-
way, whatsoever, belonging to the City of Edmonds or within
its boundaries that the Olympic View Water District contem-
plates utilizing may only be utilized by said District after
the express approval by the City, and, in the event of
approval, under such terms as may be negotiated by said City
and District.
