A RESOLUTION BY THE CITY OF EDMONDS TO THE
DEPARTMENT OF NATURAL RESOURCES OF THE STATE
OF WASHINGTON AND THE BOARD OF REGENTS OF THE
UNIVERSITY OF WASHINGTON REQUESTING NEGOTIA-
TIONS FOR THE ACQUISITION FOR LEASE OF CERTAIN
PROPERTY LOCATED WITHIN SAID CITY
WHEREAS., the City of Edmonds, Washington, a third class
city of the State of Washington& toiled under and enjoyed
the responsibilities inherent in being the fastest growing
community in the State in proportion to its populations
which growth can only accelerate in view of the sudden and
unexpected industrial expansion of recent date, and
WHEREAS, even prior to this industrial expansion, the
City of Edmonds was cognizant of the need for preserving
open space land which is so rapidly slipping from the grasp
of this generation and those to follow, and
WHEREAS, by reason of this realization said city& even
prior to said industrial expansion, had placed on its Compre-
hensive Land Use Plan the largest and last area of open space
lard available in said city, the legal description of which
is attached hereto, and
WHEREAS, the Government of the United States and the
Government of the State of Washington through their elected
representatives have recognized and provided various incen-
tives and means for the acquisition of open space land by
local governments knowing that local governments are inade-
quately financed to carry out such meaningful and costly
programs, and
WHEREAS, from time to time the City of Edmonds has
negotiated for acquisition or lease of said property from the
proper agencies of the State of Washingtone, and
WHEREAS, it has come to the attention of the City of
Edmonds that the above referred to undeveloped property in
said city, which is under the management of the Department
of Natural Resources for the benefit of the University of
Washington, mindful of the State's statutory obligation to
best utilize its land in the interest of pecuniary return,
is being proposed for sale or use for private development
which no matter how well planned must terminate in a sub-
stantial destruction of the existing open space, and
WHEREAS, the Department of Natural Resources has com-
municated a willingness to negotiate with said City for the
lease of said property by said City, now,, therefore,
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EDMONDS WASHINGTON,
That the Department of Natural Resources of the State
of Washington and the Board of Regents of the University of
Washington be hereby notified by the receipt of copies of this
resolution that the City of Edmonds desires to immediately
continue said negotiations and that each of said agencies of
the State of Washington appoint representatives to meet for
said purpose as soon as is reasonably possible, and
BE IT FURTHER RESOLVED that copies of this Resolution
be transmitted to Governor Daniel J. Evans-, the Interagency

Committee for Outdoor Recreations, and the State Parks &
Recreation Commission.
RESOLVED this first day of August, 1967 by the City
Council of the City of Edmonds.. Washington.
