I e A RESOLUTION DECLARING THE INTENTION OF THE CITY COUNCIL TO ADOPT FOR THE CITY OF EDTIONDS, WASHINGTON THE CLASSIFICATION OF NONCHARTER CODE CITY, WITHOUT REORGANIZATION, TO BE GOVERNED BY THE PREVISIONS OF CHAPTER 35A.12 OF THE REVISED CODE OF WASHINGTON UNDER THE MAYOR-COUNCIL PLAN OF GOVERNMENT. WHEREAS# there is now available to the City of Edmonds, a third class city, under the provisions of Title 35 A of the Revised Code of Tlashington, the classification of noncharter code city, and WHEREAS, the City Council of said City believes that the adoption of such classification will serve the best interests and general welfare of the City of Edmonds, now, therefore, BE IT RESOLVED BY THE CITY COMICIL OF THE CITY OF ED^'ONDS, WASHINGTON, AS FOLLOWS Section 1. It is hereby declared that it will serve the }gest interests and general welfare of the City of Edmonds to adopt for said City the classification of noncharter code city without the necessity of reorganization. Section 2. It is hereby declared to be the intention of the City Council of said City to adopt for the City of Edmonds the classification of noncharter code city and to retain the mayor -council plan of government as provided under Chapter 35A.12 of the Revised Code of Washington. Section 3, The City Clerk is directed to publish this Resolution at least once, in the Edmonds Tribune Review, a newspaper of general circulation within the City of Edmonds, within ten (10) days after the passage hereof. Section 4. If no timely and sufficient referendum petition has been filed, as provided by the Revised Code of Washington, Section 35A.02.030, and as determined by the Revised Code of Washington, Section 35x..29.170, within ninety (90) days from but excluding the first day of publication hereof as aforesaid, the City Council shall by ordinance adopt for the City of Edmonds the classif» ication of noncharter code city under the mayor -council -92- plan as provided by the Revised Code of Washington, Chapter 35A.12. Section 5. Thereafter, pursuant to Revised Code of !1ashington, Section 35F..02.040, upon the filing in the Office of the Secretary of State of Washington of a certified copy of an ordinance adopting such classification as herein provided, the City of Edmonds shall thereafter be so classified as a noncharter code city retaining the mayor -council plan of government under Chapter 35A.12 of the Revised Code of Washington. Section 6. Thereafter the City Council shall continue to hold office until their successors are elected and qualified at the next biennial municipal elections to be conducted as provided in Chapter 35A.29 of the Revised Code of Washington. The four existing City Council positions which terms will expire January 10, 1972 shall be elected for four year terms in the 1971 municipal elections. The three existing City Council positions which terms expire January 14, 1974 shall be elected for new four year terms in the 1973 municipal elections. Thereafter the requisite number of City Council positions shall be filled by election bienally as the terms of their predecessors expire and shall serve for terms of four years. The positions to be filled on the City Council shall be designated by consecutive numbers and shall be dealt with as separate offices for all election purposes as pro- vided by Revised Code of Washington, Chapter 35A.29. Section 7. The ordinances, resolutions and orders adopted under the existing third class city classification, where not in conflict with the state law, shall continue in force until repealed or amended by the City Council.
