Resolution 233RESOLUTION NO. 233 A RESOLUTION ESTABLISHING THE POLICY THAT ALL FUTURE PUBLIC WORKS CONTRACTS FOR THE CONSTRUCTION OF STREETS AND THOROUGHFARES FOR THE CITY OF EDMONDS, WASHINGTON, SHALL INCLUDE IN THE PLANS AND SPECIFICATIONS ADEQUATE PROVISIONS FOR BEAUTIFICATION AND LANDSCAPING. WHEREAS, the City of Edmonds, Washington, lies within the rapidly urbanizing portion of Snohomish County, and by reason of such location has become a focal point for vehicular traffic around and through the area, and WHEREAS, public facilities such as streets and highways should be constructed in such a manner as to instill a sense of pride in one's community and enhance the beauty of the landscape, and WHEREAS, the beautification of streets and thoroughfares has become a matter of local and national concern, the City should commit itself to provide an environment for the citizens of this community that is calculated to give the greatest use and enjoyment, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Edmonds, Washington as follows: No contracts be let by the City of Edmonds for the con- struction of streets and thoroughfares in which the City participate without the plans and specifications for such streets and thoroughfares making provision for beautification and landscaping thereof in a manner satisfactory to the City Council of said City. The Chief Administrative Officer and all other employees the City of Edmonds are instructed to encourage property owners and private developers to beautify, landscape and maintain their proper adjoining the streets and thoroughfares of this City.
