Background/History
Due to a resignation, Architectural Design Board position #6, layman, is vacant. The position was
advertised and three applications were received.
Staff Recommendation
Interview candidate Kim Bayer for appointment to the ADB.
Narrative
Mayor Earling interviewed all three candidates and chose Ms. Bayer as the best fit for position #6,
layman. Ms. Bayer is a long-time Edmonds resident with a background in marketing and Mayor Earling
believes she will make an excellent addition to the Architectural Design Board.

to Mld-Market CEO's scaling their businesses. My past McDonald's Corporate background in dealing with Government relations in the West has helped prepare me for as the perfect candidate for this ed-large position

Planning Board position #1 opened up due to a resignation. The Planning Board Alternate was moved
into open position #1 leaving the Alternate position open.
Staff Recommendation
Interview candidate Roger Pence for appointment to the Planning Board Alternate position.
Narrative
Mayor Earling interviewed 3 candidates. Mr. Roger Pence had a very strong interview, and Mayor
Earling is recommending his appointment to the open Alternate position. Mr. Pence's knowledge and
experience make him a qualified candidate for this position.

Retired from Sound Transit where I was a community outreach
specialist working on design and construction phases of the Link light rail project. Earlier I was a
planner at Seattle Metro Transit working on a variety of capital and service development projects.
Organizational affiliations: Locally I'm a member of the Alliance of Citizens for Edmonds (ACE) and
the 21 st Legislative District Democratic Organization.
Why are you seeking this appointment? In Seattle I was very active in neighborhood issues, including
chairing a city -funded neighborhood planning project on Beacon Hill. My experience is on both sides
of the table, as a citizen activist and a local government professional. We can work together amicably.
What skills and knowledge do you have to meet the selection criteria? I am quite familiar with the growth
management issues (land use, transportation) that drive many citizen concerns.

I am a member of the Gateway Sign Committee.
Additional comments: I have a BA in Political Science from the UW, with minor concentrations in plan-
