The meeting was called to order at 6:00 PM by Tanya Sharp, Chair
INTRODUCTIONS —
MINUTES — Approval of May 6 minutes, Muir Moved, Oneill Seconded, Approved. Approval of June 3 minutes,
Kaplan Moved and Starkovich Seconded, Approved.
REPORTS -
A. Creative Programs
1. Concerts / Intro —Commissioners Kaplan and Sharp reported on a well -attended first concert at City
Park — great performance, lots of kids. Commissioners will make a brief introduction at Hazel Miller
concerts if they are attending.
2. On the Fence — Commissioners reviewed proposals by Fairbanks, Morisawa, and Munic. Muir Moved
and Kaplan Seconded Approval for the Fairbanks fish installation to be scheduled at ArtWorks, the
Munic piece at Civic in the fall, and the Morisawa installation on the Anderson fence in the fall,
Approved.
3. Tourism Promotion - Chapin noted that the approval at the June meeting for the tourism promotion
awards total had a math error and the total expenditure has been corrected to $25,100 which is
reflected in the budget.
4. Creative District — Song attended the recent meeting. Two other communities have been certified as
state Creative Districts, Chewelah and Olympia. Chapin reported on the second Branding committee
meeting and next steps. A small budget is available, part of which will be expended on the survey for
4th Avenue and the majority of which is allocated for branding.
5. Museum Plaza — Chapin reported that the Salish carving for the north side of the History Museum
plaza is moving forward and the City will be re -landscaping the area around the plaza and in front of
the log cabin after the work is completed next fall.
6. Write on the Sound - Kaplan reported that registration opens July 16. A sign-up form for volunteer
slots was handed around and will be sent out by email as well.
7. Partnerships — Chapin discussed the variety of partnerships EAC participates in with ECA, the Library,
Friends of the Library and others. For 2020 the budget includes support for Kidstock, several free
events, and the Music at the Library Wintergrass preview event.

C. Funding & Administration
1. 2020 Budget — Chapin reviewed the 117, 123 and 127 budgets. Discussion followed about
increasing expenditures on tourism promotion opportunities in the 123 since there is a robust ending cash.
The proposed budget includes an increase of $3,100 to be awarded for tourism promotion to nonprofit arts
organizations. The 117 is a status quo budget but does reflect the growing community events revenue from
Write on the Sound. Funding for public art projects is moved forward if not expended in the current year.
Ending cash in this fund is used for public art projects. The 127 fund includes revenue and expenditures for
the art enhanced flower basket poles. Discussion followed. Starkovich Moved and Kaplan Seconded approval
of the 2020 budget noting there will be minor adjustments by staff, Approved.
STAFF REPORT— Sharp reported on the open house for Westgate and the new artwork installation. Chapin
mentioned staff changes at the Snohomish County Tourism Bureau and showed Commissioners some of the
recent work by Snohomish County Tourism.
NEW/OTHER BUSINESS —No meeting will be held in August, and the September meeting will be on
September 9, followed by a mini -retreat focused on practical applications of discussion from the previous
retreat, and refining language about how the Commission describes what it does.
