The meeting was called to order at 6:03 PM by Marni Muir, Chair
INTRODUCTIONS — Commissioners introduced themselves and welcomed newly appointed Commissioner Lisa
Palmatier. Palmatier briefly described her background in teaching art in grades 5 -8 and her more recent work with
arts education at Shoreline -Lake Forest Park Arts Council as well as work as a gallery manager and arranging
performing arts events. Palmatier assisted with booking the EAC Concerts in the Parks for a number of years in the
past.
MINUTES —Approval of Jan 6 minutes postponed to next meeting but corrections were noted.
REPORTS -
A. Creative Programs
1. Best Book Event — Muir will be judging this year, Ashley will take photographs, and Lesly and Lisa will
be on hand as greeters. Laurie will send out the dates for mounting and putting up the posters.
Civic Park / Library Public Art — Chapin presented a final draft of the call -to -artists for Civic Park and
the Library and pointed out some edits made since last reviewed. The primary change is to limit the
call for the Library to NW coast general region and to provide modest travel funds for finalists coming
from over 50 miles away. Kaplan Moved and Oneill Seconded that the Civic Call for Artists be
forwarded to City Council with a budget of $90,000 plus up to $2,500 in travel funds. Approved.
Kaplan Moved and Muir Seconded that the Library Call for Artists be forwarded to City Council with a
budget of $110,000, up to three honorariums of $1,100 each, and up to $2,000 travel funds,
Approved.
Creative District Advisory Committee — Song gave an update on logo development. The next step is
working with a copy writer on a tag line. Commissioners noted that they appreciate Song's work on
this committee.
4. Visual Art Exhibits Policy / Potential Donation — Chapin handed out a summary of current process for
selecting and hanging exhibits in the Library and Display Case. This will be discussed at a future
meeting. Chapin provided information on a potential donation of an outdoor sculpture.
Commissioners discussed possible sites and what it would add to the collection. Muir expressed
interest and offered to accompany Chapin to look at the sculpture at the end of the month.

Partnership Program Updates — Oneill reported on the first of the winter film series which had a
small turn out but an enthusiastic discussion of the film and novel. Chapin noted that Music at the
Library has been fairly well attended and the next event is the Wintergrass Preview with Cliff Perry.

STAFF REPORT— Chapin updated Commissioners on the 2020 Arts, Culture & Heritage Day in Olympia, stating
that she and the executive director of ECA will meet with legislators on February 5.
