The meeting was called to order at 6:01 PM by Marni Muir, Chair
AUDIENCE
INTRODUCTIONS — New Commissioner Lisa Palmatier and Student Representative Isabella Wilhelm introduced
themselves to each other.
MINUTES — Approval of minutes: February 3 - Oneill Moved, Kaplan Seconded, Approved. January 6 minutes -
Soikowski Moved, Muir Seconded, Approved.
REPORTS -
A. Creative Programs
1. WOTS — Kaplan showed the newly modified logo for the conference, a design that will be more
flexible while still referencing the original logo. She announced the keynote for the conference will
be Jane Friedman, an expert on publishing. The committee is working on lining up presenters. Chapin
noted that commissioners should let her know if they think of people who might be a good fit for the
steering committee in the future.
Public Art — Chapin said that the call -to -artists for Civic Park has been issued and the deadline is
March 17. Chapin distributed the press release, noting that all submissions for any art project or
exhibit now go through the Submittable platform. There is funding in the budget for two artists to
create a total of four new artworks for hanging flower basket poles and Chapin informed
commissioners that they could either invite specific artists or do an open call. Following discussion,
Commissioners decided to do an open call which will be posted within the week.
Muir reported that she and Chapin went to look at the potential sculpture donation briefly reviewed
last month and also reviewed possible sites. There is no funding for installation. Chapin added that
she reviewed the ideas with Parks Manager Lindsay and only the site by SR 104 and Dayton is
feasible. She met with the Port Director about this site and it may be in WSDOT right of way.
Commissioners supported Chapin exploring the possibility further, Kaplan Moved and Sharp
Seconded, Approved.
3. Creative District Advisory Committee — Chapin reported on final logo and tag line development.
4. Visual Art Exhibits Policy — Commissioners discussed current process for selecting and hanging
exhibits in the Library and Display Case and potential changes. A committee will be reinstated to
review proposals received through Submittable. Palmatier will lead the exhibits process and
Soikowski and Muir will be on the initial selection committee. Sharp, Song, and Kaplan will serve on

subsequent committees as artists will be selected every 6 months. There will be opportunities to sign
up to assist with hanging the shows.
Partnership Program Updates — Oneill reported on the winter film series noting that the largest
attendance was 25 people (in spite of sunny days) and the Library staff was pleased with the
participation. Oneill mentioned the need for facility improvements including black out curtains and
new projection equipment. Commissioners encouraged looking for ways to improve the venue rather
than moving to a different location. Chapin reported that Music at the Library has been well
attended and the Wintergrass Preview with Cliff Perry attracted 175 people, in part because of a
good article in the Herald. Early Music was suggested for a future Music at the Library program.
Chapin also reported on partnerships with ECA including an upcoming drumming and dancing
workshop in May.
6. Technical Assistance Workshops — Chapin reported that 6 of the 13 people signed up attended the
Networking and Elevator Speech workshop put on by Artist Trust. Attendees were very enthusiastic
and commented that most of them came from Ballard to attend the event. EAC contracts with Artist
Trust or other consultants to provide workshops. This year the two workshops are aimed at artists
and next year there will be two workshops presented on topics of interest for nonprofit arts
organization boards.
7. Concerts Update —The concerts are all scheduled, just waiting on contracts, plus one additional
concert is scheduled as a partnership event on the June Third Thursday Artwalk night. Muir read off
the list and commissioners thought it was a good variety. Sign-ups will occur at the May meeting.
