Citizens Committee on US Mayors' Climate Protection Agreement
Mission of the CPS is to (1) Encourage citizens to be a part of the solution, (2)
Encourage City staff and citizens to conserve current resources, (3) Work with the
City Council to implement ideas, and (4) Effectively address the future impacts of
climate change

Guest Speakers: Stan Gent and Lisa Dulude
1. Call to Order & Review of Agenda: The regular meeting of the CPC was called to order at
8:50 am on a zoom video call initiated by the City.
2. Welcome and Introductions: Board members, staff and guests introduced themselves.
3. Approval of May 7, 220 Meeting minutes: Unanimously approved.
4. Next steps in Climate Action Plan: Kernen provided an update on the City's effort to apply
for a grant from the Department of Commerce that would enable to the City to draft a
chapter to the City's Comprehensive Plan to address Climate Action. Otherwise
development of the Climate Action Plan, which includes completing the GHG Tool and
required public process has been on hold. Lisa C. offered CPC's support of the grant
application. T.C. asked about the status of the GHG Emissions Tool.
5. Snohomish County's Climate Direction: Stan is a member of the Snohomish County Ad
Hoc Climate Action Advisory Committee (CAAC) and Lisa D. is the County's Energy and
Environmental Sustainability Manager. They provided an overview of the CAAC which is
charged with providing recommendations that encourage the adoption of policies,
programs, and practices in order to address climate change, protect public health, reduce
greenhouse gas emissions (GHGs), and preserve the natural environment in Snohomish
County. They are interested in exploring opportunities to coordinate or partner on public
outreach and to share information. There was a discussion about climate adaptation; ways
to collaborate in areas of green transportation, land use and resources; and the possibility
for the City to share the GHG Tool. CPC members were invited to attend future CAAC
meetings listed on the County's website: https://snohomishcountywa.gov/5620/Meetings.
Their next meeting is June 30th.
6. Virtual Public Outreach Brainstorm: Public engagement by the City is on hold due to the
Coronavirus. The Youth Commission wanted to hold a Climate Summit, but that was put on
hold too. The Interfaith Climate Action Group did hold a seminar series in 2019. Hank spoke
about the City's climate action history. It was about an hour long presentation, but could be
shortened for a webinar--Lisa C. and Hank will discuss; an online one questions survey could
keep the public aware of climate issues. How do we reach people who don't have online
access? Laura suggested creating a climate scavenger hunt with posters throughout the City.
Cynthia suggested the posters be short and to the point with large font. Lisa C. and Dawna
will research the opportunity to develop a survey or a scavenger hunt; Food Waste continues
to be an issue with up to 40 percent of the food in the U.S. never eaten. At the same time 1
in 8 Americans struggle to put food on the table with Covid exasperating the issue and the
local Food Banks being overwhelmed. A citywide plan to connect food that would be wasted
to local food banks would benefit all. T.C. and Lisa H. will research possible partnerships with
the Edmonds Food Bank or PCC for food waste/rescue.
