1. CALL TO ORDER
Chair Mike Fields called the meeting to order at 6:00 pm.

Commissioner Norm Davis made a motion to approve the 11/612019 meeting minutes after adjusting a
noted minor spelling issue on item #4. Chair Fields seconded the motion. The motion carried.
POLICE BUSINESS
a-i. Review/Approval of the Academy Certified Eligibility List
Sergeant Josh McClure explained that since the last time the list was certified one new name was added from a
recently tested candidate and a candidate who was previously listed was hired. Sergeant McClure further
explained that none of the listed candidates were currently in process and that the numbering was not listed
correctly and apologized for the mistake.
Commissioner Davis made a motion to approve/certify the Academy Certified Eligibility list dated
1/29/2020, with a notation to the correct listing of candidates. Chair Fields seconded the motion. The
motion carried.
a-ii Review/Approval of the Entry level Palace EIIgibiMy_ List
Sergeant Josh McClure confirmed that there were no changes to this list since the last time it was reviewed by
the commission. Chair Fields asked if the list needed to be Certified and Sergeant McClure confirmed it did not
at this time.
a -ill. Review/Approval of the Lateral Level Police Eli-gibili!y List
Sergeant McClure indicated that there were no changes to this list since the last time it was reviewed by the
commission. Chair Fields confirmed no action was necessary.
b-i: Review/Approval of the Corporal Eligibility List
Acting Police Chief James Lawless gave an update of the Corporal assessment process and explained that the
written test and assessment center had been completed. Acting Police Chief Lawless further explained that the
listed overall score is a combination of the written test, assessment center and their evaluation review.
Chair Fields asked if there was a current Corporal vacancy. Acting Police Chief Lawless confirmed that there
are currently two vacancies and an anticipated third with a retirement coming up.
Commissioner Davis made a motion to approve/certify the Corporal Assessment testing results. Chair
Fields seconded the motion. The motion carried.
NEW BUSINESS
Commissioner Davis asked if there was an age requirement for police appointment. Sergeant McClure confirmed
it was 21 for appointment and 20.5 for date of application.
Chair Fields asked for the overall department vacancy picture. Sergeant McClure responded that we were one
over but have an upcoming retirement in March which makes the department even and an anticipated retirement
in May which would bring the department down one. Sergeant McClure confirmed he would be starting another
entry level recruitment process when he returns from vacation in March. Chair Fields asked to confirm if the
department was authorized to hire for two above. Sergeant McClure confirmed that was correct, based on the
new Mayor's approval.
Secretary and Chief Examiner Neill Hoyson indicated that a Sergeant Assessment Center will be needed this
year. Acting Police Chief Lawless confirmed that while it was needed and initially planned for March 2020. due
to department business it has been delayed until sometime in the summer of 2020. Secretary and Chief Examiner
Neill Hoyson explained that the Civil Service budget will need to be reviewed to ensure proper funding is available
for the needed assessment center.
Chair Fields adjourned the meeting at 6:06 PM.
