Approval of Previous Meeting's Minutes: Pam proposed to approve the May 28, 2020 meeting minutes.
Mark seconded the motion. All approved, none opposed.
CARES Act Funds Request for Marketing Campaign to Assist Business Community to Reopen from
COVID-19-required Lockdown: Discussion regarding late fee and collection relief during this COVID
Pandemic time and economic shutdown. Many express sentiments about not wanting to send any
businesses to collections regarding late fees on BID assessments in 2020.
Jenny moved that we send a fund request for $30,000 to the City of Edmonds to be taken from the
CARES Act Funds that the City has received. Pam seconded the motion. All approved, none opposed.
Pam made a motion to request the City of Edmonds to move forward with a code amendment or
executive order for relief or rescinding of late fees on BID assessments for 2020. Mark seconded the
motion. All approved, none opposed. Carrie asked for clarification; if late fees were previously on the
books, will they be affected by this motion? The answer was no, not from 2019 or before.
Status on Annual Meeting and Board Nominations in Light of Governor's COVID-19-Related
Requirements Patrick told us that the Governor modified OPMA meeting requirements regarding
COVID-19 related requirements in a current order that lasts until June 171". In this modification we can
now discuss non-COVID related topics. It continues to be difficult for BID Annual Meeting. Possibly a
Zoom meeting would work if we can satisfy the Public Comments piece. A tentative plan for an Annual
meeting was set for Wednesday, July 29t" at 8:30 AM. Details will be settled later.
Patrick mentioned that a Community Sentiment on Returning to Businesses Survey had just been
completed. He is waiting on results. The highest rated opinion was: Hand sanitizing station at the
entrance to a business/building. 1,500 to 1,600 people responded to the survey.
The Mayor is committed to at least one Saturday closing of Main Street for restaurants to be able to
serve more people outside.
