1. Roll Call: Pat Valle called the meeting to order at 6:04 p.m. and read the land
acknowledgement.
2. Approval of Agenda: Pat made an addition to the agenda to review the Diversity Commission
mission statement. Agenda approved by consensus.

Update from the City:
Patrick shared the update on business and household relief grants. This was also reported to Council
yesterday. He said the diversity of people applying and receiving grants has been great. 90 Businesses
were awarded max $8000 grants each and 50% of these were outside of the Edmonds Bowl area. By
distributing flyers through direct outreach, in many languages, the city was able include more diverse
recipients, with 86% going to people of color, women, and veterans. The city, with the help of
Washington Kids Transition and Wellspring Family Services, was able to grant relief money to 73
households so far. Homage has joined in July and all three organizations are working on this and more
information is to come.

The Mayor's Equity and Justice Task Force is moving ahead with the work. Pat, the Diversity
Commission representative, reported that they have met three times already. The primary focus at this
point for the Mayor is on the Police Department and work with Chief Lawless. There are discussions
taking place regarding training on anti -bias and diffusion training. This is recognized as a positive
direction for the Mayor in his desire to want to work with the Diversity Commission.
Adrienne reported on last week's Council budget retreat. Two of the top priorities address hiring a
fulltime social worker to create a dedicated department to focus on referrals for mental health, domestic
violence, other social issues. Chief Lawless wants to join efforts of social workers and Police and is
allocating part of the funding to help create a fulltime social worker for the City of Edmonds. One of the
other priorities of the Council is updating the city codes. Adrienne will be sharing Chief Lawless`s
statistics on crime in Edmonds Question from Pat to Adrienne regarding discussion of presence on
HWY 99 during the Council meeting. Adrienne said not at this time as she is waiting for Patrick and the
Diversity Commission to provide a strategy.
6. Old Business:
6a. Pat presented the four priority projects to the Commission to get final approval that this will
be our direction and focus over the next twelve months:
(1) Highway 99 Placemaking Project
(2) Equity, Diversity and Inclusion Training for the community
(3) ADA policy implementation in Edmonds
(4) Proposal of city law, code or ordinance regarding the handling of hate crimes in Edmonds
Approved by consensus.
Discussion took place regarding where these projects will live within the subcommittees.

Placemaking Highway 99: Brian, Donnie, Mindy, Tomas
The COVID 19 Equity Subcommittee is disbanding for now. Mindy is covering a lot of this in
the work she is doing for the City and there is a great deal of behind the scenes work taking
place by city staff. The subcommittee has also met their goal of communicating to the
community how to gain access to resources during this time. A flyer in multiple languages is
currently being dispersed throughout many social care networks and on social media.

Brian, Patrick and Mindy discussed how we can look into virtual opportunities for our events.
Ideas included virtual film screenings and after discussions, trainings, and book group
discussions.
6b. COVID Flyer — Mindy has been sharing the flyer throughout Edmonds via Edmonds Parks
and Rec Department, Edmonds School District, Sno-Isle library, WA Kids in Transition, social
workers and counselors, the VFW and the Senior Center food bank. Arwen has shared with
Edmonds college, through social media, Leadership Snohomish County, LETI, City of
Lynnwood and has it posted on our Diversity Commission web page. Tomas suggested finding
a way for zoom classrooms to have the ability to share the information as well. Patrick
encouraged the Commission to send ideas to Arwen and Mindy, or directly to their networks.
6c. Decal printing and distribution: Anabel suggested we have a table at the farmers market and
have these flyers and decals there. Patrick suggested we provide the flyers and decals to the
already staffed info booth for them to hand out for free, but then with a relatively small stock of
decals (on the order of 200), perhaps it would be better to distribute them directly to businesses
and other public/semipublic places. Patrick shared the rest of our current stock of decals with
local businesses last week.
Arwen shared some of the budget numbers with the Commission. The Commission has enough
money to print 200 decals. Adrienne suggested a Council budget amendment to include more
money for this. Patrick agreed to work on this and also to see if the City can pick up the cost
for the closed captioning service. Dean referred to the ADA policy suggestions/transition and
Adrienne says its being updated. Mindy hopes as the Diversity Commission we talk about
accessibility for all city meetings.
Final agreement on decals is to print 200 of them now, propose a Council budget amendment to
print more in the near future. Approved by consensus.
6d. Mission statement. Patrick added the words "equity" and "inclusion" to better reflect our
mission. Brian suggest we don't spend more time on this. Mission statement approved by
consensus.

Placemaking Highway 99:
Tomas will be reaching out to BSU and the Youth Commission this month.
6e. Put on hold for next month - Schedule staff, Pat, and Anabel to meet — Define vision and
scope and outreach plan.
Donnie, Pat and Anabel have indicated their intentions to step down from the Commission as
their terms end at the end of the year.

New Business:
8a. Arwen presented her research on the Highway 99 Corridor statistics. This is a work in
progress and will be updated with other new statistics and insights. Once completed, Adrienne
would like to have this presented at the Council meeting. Arwen will give an update during our
September meeting. The report will be emailed to the Commission.
8b. Training subcommittee taken on by Partnership & Outreach Subcommittee
8c. This discussion is moved to the September meeting. Approved by consensus.
7. Commissioner's Corner:
Dean asked Patrick when the City creates the new website, are they making it ADA accessible?
Patrick said he will be more involved pretty soon and will bring it to the forefront in the
implementation.
Sarah shared a link for a virtual discussion taking place this Saturday on what it means to be
Black in Edmonds. She encouraged the Commission to attend.
Mindy encouraged the Commissioners to share and promote the flyers for collecting the
COVID stories. She also asked if the city of Edmonds was going to provide clear masks for
hard of hearing people. Dean says King County is doing that right now. Patrick is not aware of
this happening in Edmonds. She also mentioned that C3 received a large grant on outreach for
the census and that they are still actively seeking partnerships to help promote this and reach out
specifically to businesses/restaurants in Edmonds to hand out flyers to community members.
She wants the Diversity Commission to help promote this and get the information out to the
community.
Pat announced the Mayor will be joining the Diversity Commission meeting in October. She
and Anabel plan on meeting with the Mayor to discuss the Highway 99 Placemaking Project.
Patrick asked Mindy to give an update on the Housing Commission meeting. Mindy said there
is a lot of discussion on policy work around problems of perpetuating redlining, racism, and
more. The Housing Commission wants all of us to take the survey and they are looking for
policy recommendations from the Diversity Commission as a whole. They are looking for ideas
on reimagining Edmonds as a place that is inclusive and diverse. How do we talk about policies
that the housing commission can bring to the Council?
