2020-08-06 Citizens Climate Protection Committee MinCity o f Edmonds - Mayors Climate Protection Committee ("CPC') Meeting Minutes August 6, 2020 Citizens Committee on Mayor's Climate Protection Agreement Mission of the CPS is to (1) Encourage citizens to be a part of the solution, (2) Encourage City staff and citizens to conserve current resources, (3) Work with the City Council to implement ideas, and (4) Effectively address the future impacts of climate change In Attendance via zoom video call /phone: • Lisa Conley and T.C. Richmond (co-chairs), Dawna Lahti, Cynthia Pruitt, Lisa Herb, David Schafer, Councilmember Laura Johnson, Director Shane Hope, and Kernen Lien i. Call to Order, Review of Agenda, Introductions: The regular meeting of the CPC was called to order at 8:3o am on a zoom video call initiated by the City. Attendees introduced themselves. The agenda was reordered to accommodate schedules of speakers. 2. Climate Action Plan Status: Kernen provided an update on the development of the CAP. Kernen informed the CPC that the City did not receive funding from Washington State Commerce to include the CAP into the City Comprehensive Plan. The City will be contracting for public outreach services needed for development of the CAP and this is a high priority in August with a likely hire not until 2021. Jenna asked if the outreach would include the high school and college because educators there and at WWU could use it as fuel for their curriculum. Shane responded yes and that the CAP would be shared after completion. Cynthia commented that the CAP looks like it is moving forward without the intention of insertion as a chapter in the comprehensive plan and she asked how we might change that. Shane responded that the CAP goals, policy and particular measure would be matched to the comprehensive plan but that the comp plan can only be amended in December of each year. Dawna commented that the CAP vision should be included. Lisa C asked for a status on updating of the climate pages on the city's website and where the CPC goes when it is not prominently included the City website. Kernen responded that the City is still moving forward on a new website, the current website does lead to old information currently, but we could reach out to the new City PIO on adding CPC materials to the City's Facebook page. Cynthia commented that the purpose of a new webpage would be for a more professional look but also to push information out o n lessening greenhouse gas emissions and that Facebook would help. Lisa C will be contacting Shane to set up a call with the PIO to discuss Facebook. David agreed to become involved in this effort. 3. Develop Partnerships: T.C. reported that the CPC hopes to continue to reach out to partners such as Snohomish County. Dawna reviewed a list of previous potential alliances. Cynthia commented that the purpose would be to stay in touch with these partners, attend meetings, and touch base prior to the CPC meetings. Lisa C. commented that we needed to be more intentional and assign someone to each potential partner. T.C. agreed to work with Dawna to circulate a list for CPC members to sign up to be lead. Shane offered that with public outreach it was best to reach out the chairs of the committees and to assist with processing of the letters to the editors. 4. Revisit 202o Top Priorities: Lisa C reviewed the 2020 priorities of the CPC, including the types of outreach that can occur during the pandemic such as scavenger hunt tied to curriculum. T.C. mentioned geocaching as an opportunity and Dawna suggested Sno-Isle with poster as a potential model or a booth at the farmers market. Regarding possible future articles following the article on food waste, Cynthia suggested Covid impacts on traffic highlighting UW studies; Jenna suggested an article on veganism and offered to draft in August; Laura offered to send information on plogging — a Swedish concept of picking up litter while jogging. City Council Report: Laura provided an update on planning with the City Council. A short overview of the CAP was provided to the Council on August 4 and was well received. On August 18t" the Council would consider a resolution on the 1.5 degree C goal. Ajoint planning board discussed code updates, infrastructure, sidewalks for new construction and urban forests. 6.
