RESOLUTION NO. 495
A RESOLUTION OF THE'.CITY COUNCIL OF THE
CITY OF EDMONDS, WASHINGTON, ADOPTING
THE JOB QUALIFICATION, SELECTION PROCESS,
AND ADVERTISING PROCEDURE FOR FILLING
THE POSITION OF MAYOR'S ADMINISTRATIVE
ASSISTANT.
WHEREAS, Chapter 2.01 of the Edmonds City Code
provides for the positiono6f,.Mayor's Administrative Assis-
tant, and
WHEREAS, the Mayor's Administrative Assistant
is important to the City's government providing coordina-
tion, discipline-, supervision and a sense of direction,
as well as enhancing City government productivity, and
WHEREAS, it is in the best interests of the
City of Edmonds, Washington, to establish a fair, reason-
able and orderly procedure for selecting the Mayor's Admini-
strative Assistant, with the involvment of the citizens
of Edmonds, and
WHEREAS, it is necessary to set forth the minimum
qualifications of all applicants for the position of Mayor's
Administrative Assistant, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON,
HEREBY RESOLVES AS FOLLOWS:
Section 1. It is the intention of the City Coun-
cil of the City of Edmonds, Washington, to adopt by
reference as if set forth in full herein, the criteria and
qualifications required of Mayor's Administrative Assistant

applicants as described on Exhibit "A" and attached hereto.
Section 2. It is the intention of the City Council
to adopt by reference, as if set forth in full herein, the
selection process described on Exhibit "B ", and attached hereto,
with the understanding that the initial screening done by the
team of five community members is for the purpose of providing
the Mayor with community input towards the ultimate selection
fo a Mayor's Administrative Assistant and that the Mayor is
not bound to appoint an applicant recommended by the initial
screening team, but the Mayor may appoint any other qualified
applicant.
Section 3. It is the further, intention -of the .City
Council to adopt by reference, as if set forth in full herein,
the Mayor's Administrative Assistant advertising procedure
described in Exhibit "C" and attached hereto. The procedure
outlined on Exhibit "C" should be considered as a minimum
level of advertising and nothing herein would preclude other
forms of advertising consistent with the intent of this resolu-
tion.
Section 4. The procedures adopted herein shall
apply only to the selection of the person to fill the
currently vacant position of Mayor's Administrative Assistant.

EXHIBIT "A"
CRITERIA AND QUALIFICATIONS REQUIRED OF
MAYOR'S ADMINISTRATIVE ASSISTANT APPLICANTS
EDUCATION: Bachelors Degree in Political Science, Public Administration or
Business Administration: A Law Degree or Master's Degree in .
these or equivalent areas would be preferable. Emphasis should
be on personnel and general management functions.
EXPERIENCE: 15 years executive management experience in industrial municipal,
county or government administration.
STRENGTHS: 1) Expertise in budget formulation, budget management and
attendant accounting practices.
2) Expertise in direct supervision and organization of a
substantial number of both salaried and hourly employees.
3) Expertise in labor relations and administration of labor
agreements.
4) Expertise in hiring practices and procedures including
affirmative action and EEOC.
5) Expertise in general municipal law and state regulations.
6) Ability to speak clearly and concisely in public meetings.
7) Expertise in personnel evaluation and counseling.
8) Knowledge of municipal engineering and public works practices.
9) Knowledge of municipal planning systems, practices and
regulations.

EXHIBIT "B"
r SELECTION PROCESS
The City Council recognizes the importance of a skilled and dedicated City
Administrative Staff in effectively and efficiently serving the,citizens of
our city and community. One of the city's key administrative positions (the
Mayor's Administrative Assistant) is soon to be filled. The Council believes
that the community should be given the opportunity to participate in the
selection of its key city officials.. To that end, we require that the Mayor
involve our citizens in the selection of a Mayor's Administrative Assistant
by implementing the following procedure:
Step X61: Invite applications as provided in the Mayor's Administrative
Assistant advertising procedure attached. The deadline for
receiving applications is May 18, 1981.
Step #2: Initial screening is.to be done by a team of five (5) community
members consisting of:
1. - member selected by the Edmonds.Chamber of Commerce
1 - member selected by the Edmonds Senior Citizen Center
1 - member selected by the Edmonds Council of Concerned Citizens.
Must live North of 196th.
1 - member selected by the Edmonds Council of. Concerned Citizens.
Must live South of 196th.
.1 - member selected by the mayor
2 - members selected by League of Women Voters
The duties of the initial screening team will be to narrow the field
to.twelve (12) applicants by reviewing all applications (probably
150 - 200), utilizing the criteria, qualifications, job description,
and duties as set forth by the City Council, and present these
recommendations_ to the Mayor. Complete by June ,.2, 1981.
Step X63: The Mayor will correspond with each of the referred candidates
collecting additional information by asking questions related to:
a. Handling citizen complaints
b. Establishing a personnel classification system
C. Collective bargaining
d. Budget preparation
e. Enforcement of ordinances
The Mayor shall then conduct personal interviews, select a final
candidate and request confirmation by the City Council.
Step X64: Confirmation by the City Council.
