ORDINANCE NO. 2953
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING THE PROVISIONS OF SECTION
2.25.050 OF THE EDMONDS CITY CODE RELATED TO
EXPENSE REIMBURSEMENT POLICIES SECTION H
SUBPARAGRAPH 1 RELATING TO THE MEALS EXPENSE
POLICY AND FIXING A TIME WHEN THE SAME SHALL
BECOME EFFECTIVE.
WHEREAS, the City adopted pursuant to Ordinance No. 2893
a comprehensive travel authorization expense reimbursement policy,
and
WHEREAS, the City's Personnel Manual establishes a more
sophisticated process for administering per diem rates for
reimbursement for meals, and
WHEREAS, the City Council believes it to be in the public
interest to delegate the precise establishment of a per diem rate
to the meal expense policy adopted pursuant to the City's Personnel
Manual, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. The Edmonds City Code Section 2.25.050 TRAVEL
AUTHORIZATION AND EXPENSE REIMBURSEMENT POLICIES, subsection H
Reimbursement of Travel Expenses, subparagraph 1 is hereby amended
to read as follows:
H. Reimbursement of travel expenses.
1. Travel expenses which are paid directly
by city officials and employees shall be
reimbursed in accordance with the rate

schedule listed below. Expense vouchers
must be submitted for payment within ten
(10) days following the individual's
return. Receipts must accompany the
expense report form for all reimbursement
requests. Reimbursement for any expenses
which exceed the limits set forth in this
policy shall require approval of the city
council.
Transportation: Air Travel - Coach rates
Private Car - City mileage rate
Rental Car - Requires prior
approval
Lodging: Regular Lodging - Government -
commercial rate
Conferences - Conference facility
rate
Meals: Per Diem - Reimbursement
(Pro- rated) s h a l l b e i n
accordance with the
meals expense policy
adopted pursuant to
the City's Personnel
Manual
Communications: Telephone - One personal call
per day kept to a
reasonable amount
Section 2. Severability. If any section, sentence,
clause or phrase of this ordinance should be held to be invalid or
unconstitutional by a court of competent jurisdiction, such
invalidity or unconstitutionality shall not affect the validity or
constitutionality of any other section, sentence, clause or phrase
of this ordinance.
Section 3. Effective Date. This ordinance, being an
administrative action, is not subject to referendum and shall take
effect five (5) days after publication.
