ORDINANCE NO. 2961
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING SECTION 1 OF ORDINANCE
NO. 2884 TO CLARIFY A LIST OF MEETINGS WHICH
QUALIFY FOR COMPENSATION PAYMENTS TO MEMBERS
OF THE CITY COUNCIL AND FIXING A TIME WHEN THE
SAME SHALL BECOME EFFECTIVE.
WHEREAS, Ordinances 2622 and 2741 provide for the payment
of Councilmembers through a base payment of $350 per month (for
Councilmembers taking office after December 31, 1989) and $50 per
meeting to a maximum of seven meetings per month, and
WHEREAS, Ordinance 2884 defines Council meetings and
clarifies the list of meetings which qualify for the $50 per month
payment, and
WHEREAS, due to changes in meeting schedules and
committee structures as well as changes within other regional
entities over which the City has no direct control,, certain
organizations have ceased to exist and their duties assumed by
successor agencies, and
WHEREAS, the City Council deems it to be in the public
interest to clarify those changes by amendment of Ordinance 2884
and its listing of committee meetings which qualify for the payment
of compensation to Councilmembers attending such meetings, and
WHEREAS, state law and the Washington State Constitution
prohibit the City Council from increasing the compensation of its

members during their respective terms of office and the City
Council wishes to confirm and clarify that while the list of
meetings qualifying for reimbursement may require adjustment from
time to time, meeting compensation remains limited by a maximum of
seven meetings per month thereby retaining a consistent overall
limit on total compensation, now, therefore,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
ORDAIN AS FOLLOWS:
Section 1. Ordinances 2622 and 2741 of the City of
Edmonds are hereby clarified and Ordinance 2884 amended in, but
only in, the following respects. Councilmembers taking office
following December 31, 1989 shall receive $350 per month as base
compensation and an additional payment of $50 per meeting actually
attended to a maximum of seven meetings a month. "Council meeting"
shall mean all meetings of the Edmonds City Council attended by a
quorum thereof, whether regular or special meetings, as well as
other public meetings attended by a Councilmember as an appointed
representative of the City Council as a part of the official duties
of their office. Such meetings are limited to the following
assignments:
a. Cultural Arts and Convention District;
b. Disability Board;
C. Professional Consultant Selection Committee;
d. SnoCom;
e. Medic 7;
f. Snohomish County Community Transit;
g. Snohomish County Drug Enforcement Task Force;
h. Tourism Committee /Visitor Information Center;
i. Snohomish Health District;
j. Salary Review Committee; and
k. Regional Transportation Authority (RTA).

Section 2. This ordinance, being an exercise of a power
specifically delegated to the City legislative body, is not subject
to referendum, and shall take effect five (5) days after passage
and publication of an approved summary thereof consisting of the
title.
