ORDINANCE NO. 3479
AN ORDINANCE OF THE CITY OF EDMONDS,
WASHINGTON, AMENDING OF THE CITY'S
COMPREHENSIVE PLAN TO INCORPORATE THE 2003
CAPITAL FACILITIES PLAN FOR THE EDMONDS SCHOOL
DISTRICT NO. 15, AN UPDATE TO THE STORMWATER
COMPREHENSIVE PLAN AND AN UPDATE OF THE
SOUTHWEST EDMONDS BASIN STUDY, AUTHORIZING
INCORPORATION OF THE UPDATE, PLAN AND STUDY
INTO THE CITY'S COMPREHENSIVE PLAN, AND FIXING A
TIME WHEN THE SAME SHALL BECOME EFFECTIVE.
WHEREAS, pursuant to the provisions of the Washington Growth Management
Act, the City of Edmonds annually reviews amendments to its Comprehensive Plan, and
WHEREAS, on May 20, 2003, a public hearing was held regarding amendment of
the Capital Facilities Plan for Edmonds School District No. 15, and
WHEREAS, on May 20, 2003, a public hearing was held regarding the
Stormwater Comprehensive Plan, and
WHEREAS, on May 20, 2003, a public hearing was held regarding the Southwest
Edmonds Basin Study, and
WHEREAS, the City Council has considered the recommendations of its
Planning Board that such update, plan and study be adopted and incorporated into the City's
Comprehensive Place, and
WHEREAS, having considered the recommendations of the Planning Board and
the comments of citizens, if any, the School District's representatives, as well as the report of its
staff, the City Council determines that the City's Comprehensive Plan should be amended in

order to incorporate such updated Capital Facilities Plan, Stormwater Comprehensive Plan and
Southwest Edmonds Basin Study, NOW, THEREFORE,
THE CITY COUNCIL OF THE CITY OF EDMONDS, WASHINGTON, DO
Section 1. The updated Capital Facilities Plan for Edmonds School District No.
15, attached hereto as Exhibit A and incorporated as fully as if herein set forth, is hereby adopted
for incorporation into the City's Comprehensive Plan.
Section 2. The City of Edmonds' 2003 Stormwater Comprehensive Plan, attached
hereto as Exhibit B and incorporated herein as fully as if herein set forth, is hereby adopted as
part of the City's Comprehensive Plan.
Section 3. The City of Edmonds' Southwest Drainage Basin Study drainage plan,
attached hereto as Exhibit C and incorporated by this reference as fully as if herein set forth, is
hereby adopted as part of the City's Comprehensive Plan.
Section 4. The City's planning manager is hereby authorized to incorporate such
update, plan and study into the City's Comprehensive Plan, replacing prior adopted elements.
Section 5. Effective Date. This ordinance, being an exercise of a power specifi-
cally delegated to the City legislative body, is not subject to referendum, and shall take effect
five (5) days after passage and publication of an approved summary thereof consisting of the
title.
