Councilmen Jones to look over the graders offered for sale. Carried.
The Mayor brought up the Question of the.sidewalks and streets being used
by the owners ._of Bicycles.
After due deliberation of the question it was•moved by Callahan and
aeoonded by Hhreid that the City Attorney be instructed to amend Ordinance
N;o.91 to 're'ad: It shall be unlawful ride 'a Bicycle upon the Stkeets 'and
other public places with out first having a lio'enee fo';r their bicycle.
the lioei2s'e fee shall be Fifty ( o50ots ) Cents per year- Motion carried.
The Fire Department reported that the Department was in need of 200 ft.
of 2--inch Fire Hose.
Om motion the Fire Department was instructed to,purohase 200 ft.
of 22 inch Fire Hose.

The'Couneil met in'regular session with Mayor,'Fouxtner presiding. The

and 'Clausen. Owing to the fact that the City,'Hall was occupied by the 'Election

October we`re 'read and ordered filed.

The City Clerk reported that ,the City .Treasurer, had paid the Trunk Sewer
Bond Interest.out of.the Trunk Sewer Pri.n'oipal, as, there had .been no provision
made for taking care of it. On motion the Council ordered a warrant drawn on
the Current Expenoe Fund in favor of the Trunk Sewer Fund for reimbursement
of the $22.5.00 paid uut for Interest.
On motion the Council recommend the following person as --Election Boards for
the General City Election to the County Election Board:

The,Committee appointed to try to make a settlement with.the person owning
Lots 19 and 20 in Blok 69 reported that nothing had been done.
On motion the Council instructed the Mayor to appoint an other committee
tosee what could be done. Committee, Callahan and Clausen.

` RESOLUTION NO.108.
A Resolution 'deelaring the intention.of the City Council of the City of
Edmonds to improve the easterly sideof Third Street, in said city, by the
construction of a 12" combined sanitary and storm lateral sewer along the East-
erly side af.Thiid Street from Walnut Street south to Erbin Drive: also to
impr°ove the alley between Third Street.and Fourth Street, in said city, from
a point 364,25 feet south of the center line of -Dayton Street, thence south to
line` of See .tion 23, To..wnship` 27 North.,, Range 3, East ,Fi.M.. by the construction
of an 8" combined sanitary and storm,lateral sewer; also,to improve Walnut treet
in said city, by the construction, along -the center line thereof, from the alley
between Third Street and fourth Street West to Third Street, of�a combined 8"
sanitary .and _storms lateral `sewer; together with all necessary manholes, catch
basin's and other appurtenances necessary to,make a complete improvement;
providing that the payment for said improvement -be made by special assessment
on the property in said District under the mode of payment by bonds for materi-
als used, fixed estimate, and all other expenses, except the cost of labor to
be furnished by Federal funds under the W?A,plan of the Federal Government.
BE IT RESOLVED BY THE COUNCIL OF THE CITY OP`EDMONDS:
I.` That, it is the intention of the, City Council of the City..of Edmonds, State
of Flashington, to improve the easterly side,of Third Street, in said city by
the oonstruction of a 12" combined sanitary,and-storm lateral°sewer along the
Easterly side of.Thirc Street from Walnut Street South to Erbin Drive; also to
improve the alley between Third Street and Fourth'Street, in said city, from
a point 364,25 feet South*of the center line of Dayton Street,'thence south to
the south line of Section 23,*Township 27 North, Range 3, W.M., by the construc-
tion, of an 8" combined' sanitary and storm lateral sewer; also to' improve Walnut
Street, in said city, by the construction, along the center line thereof, from
the alley between Third Street and Fourth Street West to Third'Street of a eom-
bined V sanitary and storm laterl sewer; t6gether with all necessary manholes,
catch basins and other appertenances necessary to make a complete improvement.
Il. That the cost and expense of all materials required.to make a complete
improvement, the fixed estimate and all other expenses of every kind, except

cost of labor contaibuted by theFederal Government under V12A, shall be maid
by special assessment; a Local Improvement District shall be established
embracing as near as mat be all the property specially benefited by such
improvement, and such specially benefited property shall be assessed to pay
for the entire cost of such improvement, except the cost of labor furnished
by the Pederal Government under WPA.
III.All persons who may desire to object to the improvement herein mentr
one& are hereby notified to appear at the CouncilChambers in the City Hall
in the City of 'Edmonds,. lWashington, at a meeting of said Council on the 3ed
day of December, 1940, at the hour of eight olclock'.�0'111l., of said day, then
and there to present their objections thereto, if any they have.

ty which will be specially benefited thereby, and the estimated amount of
the cost and expense of such improvement to be borne by each lot, tract,or
parcel of land, or other property.
Passed by the City Council of the City of Edmo ids this 6th day of
November, 1940, and approved the same date.

The City Engineer reported that he could,purohase 1511 sewer tile for
54 ats. per ldnial foot, and that' in order 'to put the WPA. at work on the
`gunk Sewer he had bought 100 lineal feet o,f 15" sewer tile.
On motion the Council instructed the City Engineer to purcbas 475 feet
sewer tile at the same price to be delivered P*O*B. ,Edmonds.
Ori motion the Council instructed the City Clerk to draw a warrant to pay
fo. the damage done Jas. Astells car while performing police dut.* Halloween
night.
There being no further business the Council on motion adjourned.

sale of the Conner property except as to the insurance, the Council on
motion instructed.. -the Attorney to insert one thousand ($1000,00) Dollars

The question of the purchase of a second hand grader was brought up

by the Mayor.` After due consideration it was moved by Chandler and seconded
by Martin that we purchase the Diesel Oil Grader, on condition that the
Deesel Oil Company in the following condition: put in new ring assembly,
new scarfire teeth, vulcanize the damaged tire and repair the water pump.
Purchase price to be $750,00 f.o.b. Edmonds. The vote was as follows:
Chandler, yes; Hareid yes; Clausen yes; Martin yes; Jones yes. Carried by
unanaimous vote of the Councilmen present.
