1943-03-16 City Council MinutesMarch 2, 1943. The Coanc.il met in regular session with Mayor Fourtner presiding. The roll call showed fhe following councilmen present: Chandler, Roscoe; Hansel, Jones, Savage, Hansen and Clausen. The water Collectors and 'Treasurers reports were read and ordered filled. The bills for the month of February were approved by the finance committee and a motion was moved and seconded that warrants be drawn on the proper funds. Motion carried. A Motion was moved and seconded that the Clerk and Treasurer transfer U280. from the water operating fund to a water consumers Depdsit Fund. Motion Carried. Motion carried. A motion was moved and snded thattthe chief,of police be allowed four cents a mile for expenseechis car for police duties for the City. Motion carried with one opposing vote of the Council. A letter from Mary J. Robertson was read, asking the City for Liability Insurance to protect her in case of any accidents that might occur at the Observation Tower located on her property. This matter was referred to George Hicks. After a dicission with the fire chief and the City Attorney it was decided not to consolidate with the Seattle Heights District for fire protection. Mr. Bentley reported the sewer at the foot of Dayton street had been broken. Mayor Fourtner stated that the Insurance Company for Pointer Gilliamette would repair the damage which was done from driving of piles. There being no further business on motion the meeting adjourned. Assitt.ant City Clerk Mayor March 16, 1943 The Council met in regular session with Mayor #,'ourtner presiding. The roll call showed the following Councilmen present, Roscoe, Hansen, Jones, Savage, Hansen and Clausen. The minutes of the previous meeting were read and approved. A report from Dewey Leyda on the completion of the Observation tower showed a total cost of$48.819 to Crow Hardware, 7.48, Stevens Lumber $30.08, Engels Insurance Agency $11.25 for Liability Insurance for one year, which covers anyone who is injured while on the premises. A motion was moved and seconded that the Council extend a vote of thanks to Dewey Leyda and the Committee also -to those who donated their time and material for the consrtuction of the Obervation Tower. A letter from County commissioner, Jack Ballew states that if the City of Edmonds intends to purchase gravel and they desire to make their own load- ing arrangements., pit run gravel would be 5� per cubic yard and crushed rock out of the stock pile at,the pit would 'be 50g, per cubic yard. A motion was moved and seconded that the council give Mr. Fourtner per- mission to open up Walnut street between seventh and eighth streets, aboud# three hundred feet more or less. The city agrees to gravel the same when it is.put to grade as near as possible. Motion carried. The widening of road on Yost Admiral way to provide room for two vehicles to pass was referred to the street committee. The Clerk was instructed to notify Mr. Ouiett that a license fee of §2.50 a month would have to be paid to the City Treasurer for operating a dance hall, and he must furnish'his own policemen, also if any city policing is needed to police the outside of the hall, he must'reinburse the City for the same. The Clerk was instructed to write a letter to the Washington State Plan- ning Council stating the increase in population since 1940; in order to obtain monies from the state. This money is to be put in. a fund called the "State Aid Fund", and exepended only for salaries and wages., supplies, material and equipment for police and fire protection, health and sanitation, library and park and civilian defense. Expenditures of monies maybe made without regard to budget laws for 1943 but for 1944 and 45 shall be provided for in accordance with budget lags . I The necessary papers were received from the ';7ar eroduCtion Hoard authoriz- ing the City of Edmonds to purchase a Pump and Motor, also the material for installin6 at a cost not to exceed :T698. A Motion was. moved and seconded that -the Clerk publish in the local paper, a notice to call for bids for a Pomona Pump and Motor. bids to be opened April 20, 1943, at 8 o'clock.
