1943-06-01 City Council MinutesSEction 1: It shall be and is hereby declared unlawful for any person of persons, male of female, under.the age of Sixteen (16) years, to.con- gregate, loiter, or.be upon the streets, avenues, alleys, docks, or other public places, within the limits of the City, of Edmonds, during the months of May June, July, August or September, between the hours of ten o'.clock P. M., and five o'clock A. M. and during the remaining months of the year between the hours of nine -thirty o'clock P. M., and five o'clock A..M., unless such person or persons shall be accompanied by his, her or their parent, guardian or other person having the legal custody of such minor, or some other member of the family over twenty-one years of age, provid- ing that this Ordinance shall not apply to such person or persons who -are required to be in or upon such public place by reason of actual employment. Section,-2: The time herein referred to shall mean United States Pacific Jar Time. Section 3: Any person violating any of the provisions of this Ordinance or and parent, guardian or other person having the legal custody or care of such minor person or persons, described in Section 1 of this Ordinance, and who shall permit or suffer such minor person or persons to go or be in or upon any of the streets of other public places, as aforesaid, within the times mentioned in Section 1 hereof, except as therein provided, shall be deemed guilty of a misdeameanorand upon conviction thereof shall be fined in any sum not exceeding Fifty 450.00) Dollars or be confined in the City Jail for a period not exceeding ten (10) days or shall be punished by both such fine or imprisonment. Sproule McGinness requested that something be done to prevent water running onto his property at sixth and Maple streets, this was referreddtbl-.the street committee. y Councilman Jones reported a complaint of dumping of oil on the street from the Hopper Chevrolet Company, which was referred to the Chief of Police Roy Degneau. Water Superintendent R. H. Doty reported the new pump fdr South Edmonds was expected to arrive by June first. Mayor Pourtner called the attention of the Council to an item mentioned in the State examiners report of interest on bonds due the City of Edmonds from the State Bank of Edmonds. Motion -carried. A motion was moved and seconded that the Council accept the repair work, done on the sewer at the foot of Dayton Street. Motion carried. The clerk was instructed to write a letter to C. W. Larsen contractor , releasing them of same. ^ Attorney 0 D. AndersonLiatraduced before the Council an ordinance regulating the water ;for sprinkling season. ORDIEANCE NO 547. An Ordinance amending Ordinance No. 413 of the City of Edmonds, relating to the Water Department of said city, by adding-thereto,a new Section to be known as Section 21-A relating to sprinkling. THE CITY OF EDMONDS DOES ORDAIZ; : SEction 1: That Ordinance I1o.. 413,. of the City of Edmonds, relating to the Water Department of said city, be and the same is hereby amended by adding thereto a new Section to be known as Section 21-A reading as follows: "Section 21-A: The City Council of the City of Edmonds may, in the case of shortage of water, or for any other reasonable cause, make an order forbidding -or limiting the use of water in said city, or in any portion thereof, for irrigation or sprinkling purposes, and may at its discretion, make such order at any time.' Notice of such order shall be given by publication in the official newspaper of.said city, not less than one day before the effective date of such,order. In the event of a violation of any such order the �-,rater may be turned off from the premises and the same shall not be turned on again until the owner or occupant of the premises shall have paid to the. Water Department a charge of three a+ollars ($3.00), for in- spection and turning the water off and on." A Motion was moved and seconded that a wage of Q1l per hour be paid for help on the city grader and other necessary emergency work. Motion carried. H. A. Chandler offered the Council 135 per lot for propertyo ned by the City in Block 39 lots 1 to 20 inclusive. This was turned over to the land com- mittee to report on at.the next meeting of the Council Attorney 0. D. Anderson advised City Treasurer H. v. Allen to sign a trust agreement with the -National bank of Commerce of Seattle, for security of City funds of the City of Edmonds, which amount is U50,000.00. Bonds are of The United States of Amreica 2 jo Treasury bonds of 1950-52, dated April 15, 1943, due September 15, 1952, No.'s 13691A/95E.
