1946-09-03 City Council MinutesA petition was read from the property owners in Block 121 to have the alley ppened which is now blocked by the Edmonds Motor Co., A motion was made by Siefert and seconded by McGinness that it is the intention of the city to improve the alley and that the Edmonds Motor Co. be given two weeks notice to remove their equipment.- A roll call vote showed Chandler.yes, McGibbon no, Waggoner yes, Siefert yes, McGinness yes and Clausen no. A letter was read from A. B. Miller Sect. of the Edmonds Harbor and Break - Water Improvement Club. Mr. Johnson adke.d for permission to have the taxi -cab zone on Fifth Street changed to Bifth street in front of Eligels tavern, A motion was made by Siefert and seconded by Chandler that he be allowed to move his taxi -stand in front of Engels Tavern. A roll call vote showed Chandllr yes, McGibbon no vote, Waggoner no vote, Siefert yes, McGinness no and. -Clausen no. There being 2 nos and 2 yes, the Mayor voted yes. A motion was made by McGibbon and seconded by McGinness that the Engineer get in touch with the State Health department and find out how much property sho4ld be acquired to protect our water system. Mayor Fourtner and.Councilman Clausen of the,water committee expressed their appreciation to Sup.t`. Hay H, Doty for the work he has done for the City the past four years. The meeting adjourned until Wednesday evening. August 21, 1946 The Council met for the postponed meeting with Mayor Fourtner presiding. The Councilmen present were Chandler, Waggoner Siefert and McGibbon. The Engineer Mr. Wolff reported on the check of names for the Bell Street improvement. He reported that the signatures on the protest petition required to stop the improvement was less than 60 It was moved by Siefert and seconded by Waggoner that the bid be let. The roll showed the following councilmen present Chandler, McGibbon, Viaggoner, Siefert,, McGinness and Clausen. The water collectors report. was read. A motion was made by V`Jaggoner anu seconded by Siefert -that the Clerk make copies of letters and purchase a file for the same. Motion carried. A motion was made by McGibbon and -seconded by GJrggoner that a written state- ment be requested from the Puget Sound Power & Light Co., in regards to the number of lights, candle power and the location of the lights, also how oftext the lights are checked. Motion carried. A motion was made by Siefert and seconded by McGibbon that the bills which were approved by the finance committee be allowed and warrants be drawn on the proper funds, with the exception of the street light bill and the fixed estimate bills on the L. I. D.s. Motion carried. Amotion was made by Clausen and seconded by McGinness that the Street Supt. be authorized to fill the cracks in the pavement with hot tar. Motion carried, Mayor FOurtr_er expressed his sympathy on the passing of Councilman Hansen, who so faithfully served as councilman for a number of years. A motion was made by McGibbon and seconded by Clausen that the Treasurer purchase water bonds not to exceed $8000, which are due in 1948. Motion carried Engineer 17olff reported that he had contacted the.State Health Dept. in regards to the amount of property the City should own to protect the water supply. He suggested that we purchase one lot east of the Yost well. A motion was made by Clausen and seconded by McGinness that the Clerk contact Mr. Yost in .regards to purchasing one lot east of the Yost well. Motion carried. A motion was made by Waggoner and seconded by McGibbon that the street-Supt. purchase the metal garbage cans as specified in the previous motion. Motion carried. A motion was made by McGinness and sedonded by Waggoner that the clerk notify Scripps -Pearson and Pointer Williamett to remove the steel and crane parts from the streets. Motion carried. The meeting adjourned until Viednesday evening for the making of the budget. The Council met for the postponed meeting September 4th. with Mayor Fourtner presiding the roll call showed the following councilmen present, Chandler, McGibbon, 4'aggcner, Siefert and McGinness. Oahe proposed Ordinance v 562 was read to the Council. A motion was made by McGinness and seconded by Waggoner that section B be changed to read " One on the South side bf Dayton street east of Fifth Street and section 5 be changed to four Cabe instead of six. Motion carried. The Preliminary budget was made up for 1947 and put on fije�at the Clerk's office. There being no further business the meeting adjourned. City Clerk Mayor Septamber 17, 1946 The Council met in regular session with Mayor Fourtner presiding. The roll call showed Vhe following councilmen present Chandler, McGibbon, Waggoner, Siefert, McGinness and Clausen. A petition was read for a sewer between first and second streets from .Bell street to Dayton Street to connect with the trunk sewer. A motion was made by McGinness and seconded by Siefert that the engineer submit an estimate cost for the four sewer projects. Motion carried`. One bid was received from H. D. Fowler Co., for 945 feet of dipped steel pipe with coupling for 51 cents per foot. A motion was made by McGibbonand seconded by Waggoner that the clerk call for bids for 945 Beet of four.inch asbestos cement pipe. motion carried. A motion was made by McGibbon and seconded by Clausen that the clerk call for bids on the three pieces of property that the city owns, the council resery ing the ri ht to rtject any or all bids. A roll call vote showed Chandler no McGibbon yes, Waggoner no, Siefert yes, McGinness yes and Clausen yes. George'Yost came before the Council with a petition from the property owners in Block 121 to have a portion of the alley vacated. This was turned over to the attorney so that a legal petition may be drawn up and signed. A motion was made by Waggoner and sedonded 'by McGinness that the Engineer make & survey for the amount of property that will be necessary to make a turn in the alley. Motion carried.
