1946-10-01 City Council MinutesOctober 1, 1946 F The Council met in regular session with mayor Fourtner presiding. The i7oll call showed the following councilmen present Chandler, McGibbon, Waggoner, Siefert, McGinness and Clausen. The Water Collectors report and treasurers report were read. A motion was made by Chandler and seconded by McGibbon that the bills which were approved by the Finance Committee be allowed and warrants be drawn on the proper funds. Motion carried. Two bids were received for the 11sbestos Cement pipe.. On e from H. D. blowler for 615 cents per foot F. 0. B. Edmonds,, and one from Jhon Manville for 65 cents per foot F. 0. B. their factory Watson, California. This was laid over until the next council meeting. Mrs. Bishop came before the Council in regards to. laying 330 feet of water pipe. She was advised to see if she could get more people to conneot to the line. TVaur bids were received for'the City property. One from G. E. Hansen for $1506, one'from Fred Schneider for $1000, one from Hardy Trefzger for $2800, and one from A. B. Miller for $1550, also on for'the Ninth & Main street property for $350, and for the Walnut street property for $350. A motion. was made by Siefert and Seconded by Chandler that all bids be rejected. A roll call vote showed Chandler yes, McGibbon no, Waggoner yes,,Siefert yes, McGinness no, and Clausen no, there being 3 yes and 3 no Mayor Fourtner voted no. A motion was made by Chandler and seconded by Waggoner that the bids on lots 28 and 29 in Block D be rejected. A roll call vote showed Chandler yes, McGibbon yes, Waggoner yes, Siefert yes, McGinness no vote and Clausen no. A motion was made by McGinness and seconded by McGibbon that we accept the bid Of A. B. Miller for lots 24, 25, 26, 27 and 28 in Block 123, for $350. A roll call vote showed Chandler no, McGibbon yes, Waggoner yes, Siefert no, McGinness yes, and Clausen yes. A motion was made by Waggoner and seconded by Clausen that the bid for lots 20,21, 22 and 23 in Block 78 be rejected. A roll call vote showed Chandler yes, McGibbon yes, Waggoner yes, Siefert. yes, McGinness yes and Clausen yes. Engiteer Vlolff submitted an estimate cost -of the four sewer projects. He stated one-third of the costs would be paid from the State matching funds. A motion was made by McGinness and seconded by Waggoner that a resolution be drawn up prohibiting heavy equipment with lmge and shod animals from using the Black -top streets. A roll call vote showed all councilmen in favor fo this. A motion wee made by Siefert and seconded.by Chandler that the Clerk write the Attorney about completeing the foreclosure on the Calvert property. Motion carried. Mayor Fourtner appointed Rey Mcdeever as Water and Street Supt. and Claude Londerville as Asst. Water aftA Street Supp. A motion was made by Clausen and seconded by McGibbon that the Council approve the appoA2itment. Motion carried. Councilman Chandler asked to have the Breakwater project put on the Nov- ember ballot for a vote of the people, with the city sponsering 10% of the project up to 't;_100,000 by a bond issue. A motion -was made by Siefert and seconded by Waggoner that the Attorney on the ballot for a vote of the people draw up a resolution to for a bond issue of 10 0 be placed of the pro- ject up to �0100,000 A roll call vote showed a unaminous vote of the Council. A motion was made by Siefert and seconded by Waggoner that we adopt the colors for the parking zones and are in favor of the parallel parking. Motion carried. A motion was mace by Siefert and seconded by Waggoner that the Manager of of Saffeway store be notified that he must live up to the City ordin am.e by keeping the boxes on his own property and and to keep the sidewalks dear.
