1947-05-27 City Council MinutesA May 27, 1947 ,The Council met fbr, the postponed meeting .wit}iliMayor Fourtner. presiding. The roll call showed the following councilman present McGibbon,.Siefert, McGinness, Clausen and Maxwell. The following bids were opened for the construction of the Maple street sewer, Stateside Construction eo.,$24,789.84, G.,S. Splaine, for.$30,065.89, Thorburn & Logozo, $27,851.26,. Valley Construction Co.,029,,559.00, Superior Construction Co., .$31,012..33, & Matt Malaspina & Co,, $34,110.01 Engineer _Wolff recommended the. bid, be given to.the lowest bidder. A motion was made by Councilman McGinness and seconded by councilman Siefert that the bid be awarded to the lowest bidder., Stateside.Construction co. Carried by a unaminous vote of the council.. Water Supt. Ray MoZeever reported the need for more water, and that.the .second well, which was drilled.two yeare ago has considerable sand im it. A motion was made by Councilman McGibbon and seconded by Councilman Siefert that the water committee and Engineer be given the authority to purchase any outlay for cleaning and developing the well. Motion carried. Mr. Mahoney came before the council and ask for permission to e 18fi'hdhes mfi :the street, in front of their building site., the. south and of Admiral way. A motion was -made by Councilman Clausen and seconded by Councilman McGibbon that they be given permission to t 18 inches off the street. Motion carried There being no urther business the meeting adjouaned. .City -Clerk Mayor June 3, 1947 The Council met in regular.session with Mayor Vourtner presiding . The roll call showed all councilmen present. The water collectors and treasurers reports were read. A motion was made by Councilman Siefert and seconded by councilman McGibbon that the bills which were approved by the finance committee be allowed and warrants be drawn on the proper funds. Motion carried. A letter was read from the Edmonds Chamber of Commerce in regards to the ite-routing-_of the Ferry Traffic.. A motion was made by Councilman McGinness and seconded by councilman Siefert.that.a letter be written to them asking for facts and figures derived from the amount of business from the ferry traffic Motion carried. A motion was made by Councilman -Tucker and seconded by Councilman Clausen that Ordinance No. 568 be adopted. A vote of the Council showed McGibbon yes, Tucker yes, Waggoner no, Siefert yes, McGinness no, Clausen yes and Maxwell no. A petition for a sewer.in Block 99 was read to the Council. A motion was made by Councilman McGibbon and seconded by Councilman Waggoner that this petition be turned over th the Engineer for checking of boundries and to the Attorney to make out a resolution of Intention.foMo.tion carried. In regards to the assessment of lots 1 and 2 in Block 120 the attorney suggested that the Council pass a resolution to prepare a Ordinance to have lots 1 and 2 stricken from the assessment roll and there be no lien against the property and the City pay 46.20 the amount of the assessment. Council- man McGinness mad<this a motion with a second by Councilman Maxwell. a vote o4 the Council showed all councilmen in favor. Ordinance No. 569 was read to the Council. An Ordinance relating to dis- charging, exploding, use, purchase, and sale of firecrackers, fireworks, and other powder exploxives, and providing a penalty for the violation thereof. The City of Edmonds does Ordain: Section 1: It shall be unlawful for any person to fire, discharge, explode, use, purchase, sell or offer for -sale any squib, firecracker, torpedo, dynamite cane of other fireworks or powder explosive containing black powder or chlorate of potash within the limits of the,City of Edmonds; provided, however, that theremay be public displays of fireworks for public purposes or public occasions under the joint supervision or control of the Fir% Chief and the Chief of Police. Section 2: Any person, firm or corppration convicted of.any violation of this Ordinance shall upon such conviction be punished by a fine of not to exceed Ten Dollars ($10.00) or by imprisonment in the City Jail of not to exee�ed ten (10) days or by both such fine and imprisonment. Section 3: This Ordinance shall take effect and be in full force and effect upon its passage and publication as provided by law. Passed: June 3, 1947 Published:June 12, 1947 F. A.
