1947-07-15 City Council MinutesA motion was made by Councilman Tucker and seconded by.Counoilman Waggoner that Resolution of Intention N'o.'121 for the improving of Third Avenue from Main street to the North City limits by=the construction of heavy duty bituminous road mig or asphaltic concrete surfacing between the exist- ing concrete pavement and curbs together with storm water inlets and sub - drainage, the construction of curbs and gutters, where none now exist, to- gether with all other appurtenances necessary to effect a complete improve- ment, providing that the payment for said improvement be made by special assessment on the property in the Improvement -District to be formed therefor under the mode of payment by bonds for material used, fixed estimate and all other expenses, except that forty per cent of:the cost of paving only, includ- ing the preparation for paving, shall he paid by the City of Edmonds from the' Street fund, be adopted and the time for hearing be set for July.,.g9.. Motion. carried. A *motion' was' made by Councilman McGinness and seconded by ,Councilman Tucker that ordinance no. 570, for the confirming of the assessment roll for L. I. D No. 59 for the improving of Bell Street from seventh to Ninth, Seventh Street from Main To Edmonds Street., and Eight] rfrom Dayton Street to Edmonds street. Motion carried. A'motion-*ts made by Councilman McGinness and seconded by Councilman McGibbon that the Clerk be authorized to purchase 12 new chairs for the Council roorp. Motion carried. K motion was made by Councilman McGibbon and seconded by councilman McGinness that the Street Supt. be directed to inspect all L. I. D. projects and to inform the contractor of any defects found in the work. Motion carried. Councilman McGibbon reported that the committee decided to route the traffic for a trial period down Main Street to Second Avenue, North on Second to Edmonds street, West on Edmonds to Fiat t Avenue, South on First to Main Street, This was made.-e motion by Councilman McGibbon and seconded by Councilman Waggoner. Motion carried. There being no further business the meeting adjourned. Ci y Clerk Mayor July 15, 1947 The Council met in regular session with Mayor Fourtner presiding. The roll call showed the following councilmen present McGibbon, �yl Xjj, Waggoner, Siefert; McGinness, Clausen and Maxwell. Resolution of Intention No. 120 for the improving bf Sixth Street from Glen Street to a point 400 feet North of Glen Street and the alley in Block 99 from seventh to sixth Avenue by the construction of an 8 inch sanitary and storm°sewer, came up for hearing. There being no objection to this improve- ment a motion was made by councilman McGinness and seconded by Councilman Waggoner that the attorney be instructed to draw up an ordinance for this improvement. Motion carried. A. letter was read from the crescent Laundry in which they claim damages for dirty water. A motion was made by Councilman Maxwell and seconded by coun- cilman McGinness that the attorney anstpr both claims, stating that the council rejects these claims. Motion carried. George Yost came before the Council and asked for a loading zone for his busses, he stated that the Richfield Service station, where they are now loading, were objecting to this. After some discussion a motion was made by councilman Maxwell and seconded by Councilman Waggoner that this be re- ferred to the Street committee. Motion carried. The Council took up the discussion of the different.Loeal Improvement districts with the engineer. There being no further business the meeting adjourned. City Clerk Mayor
