1949-02-15 City Council Minutes1 1 l February 1, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Vollan, Waggoner, Tucker, McGinness, Engels, Maxwell and Savage. A motion was made by Councilman Tucker and seconded by councilman Waggoner that the bills which were approved by the auditing committee be allowed and warrants be drawn on the proper funds. Motion carried. A motion was made by councilman McGinness that the bill of Ilax Meyring for $402.50 for Engineering work for street profiles on Daley, Sprague and Edmonds street., be allowed and.$25 be paid to establish the grade. A motion was made by councilman Maxwell and seconded by councilman Tucker that the Clerk be given authority to purchase a typewriter. Motion carried. Permission was given to cut the storage spacd in the City Hall in order to make a plat- form t6eX 14 feet, which was recommended by the administrative committee, for the Policec Court, by a motion made by oouncilman McGinness and seconded by councilman Vollan. Motion carried. A motion was made by Councilman McGinness and seconded by councilman Tucker that Mr. Womer Fill the office of Asst. City Clerk at a salary of $5.00 a year which was budgeted„ he is to relieve the City Clerk at lunch time, and v*cation -and in case of sickness, and the'Clerk to relieve the Asst. Clerk. The office is to remain open at noon, with hours from 9 until 5 P. M. also Saturdays when watercollections are due. Motion carried. Councilman Maxwell showed a cross walk sign to the Council. He stated the cost was $75 and there were three 300 light bulbs in it. A motion was made by Councilman Tucker and seconded by Councilman Waggoner that this be referred to the Safety Committee.'if we need it and where. Motion carried. A motion was made by Councilman McGinness and' seconded by councilman Tucker that Ma x Meyring establish the grades on Daley, Sprague and bdmonds streets from 7th to 9th at a cost of $25. Motion carried. Councilman McGinness recommended a resolution be drawn up in regards to the height of telegraph and telephone and guy wires. Councilman mcGinness withdrew his motion, and it was tabled. As the garbage dump is closed some dirt is needed to cover it. A motion was made by Councilman Maxwell and seconded by Councilman McGinness that the Mayor take steps to cover the garbage dump. Moti©n carried. Councilman Engels reported the county Commissioners are willing to co-operated with us in obtaining a new garbage site. Councilman McGinness reported that the city should cohtract for gabbage disposal, and charge all residents in the city a rate for this service. ' Councilman Waggoner Chairman of the Building & Zoning Committee reported on parts of building and zoning codes and the boundaries of the proposed fire zone, which applies to third class cities. The committee was requested to keep on with this report by a motion made by councilman.McGinness and seconded by councilman Tucker. Motion carried. A motion was made by councilman McGinness and -seconded by councilman Tucker that the Clerk write the Secretary of the Municipal Fund Legislative Committee that the Council is in favor of,the House Bill No. 119 relating to loans to municipalities. Motion carried. There being no further business the meeting adjourned. City Clerk Mayor February 15, 1949 The Council met in regular session with Mayor McGibbon presiding the Roll call showed the following Councilmen present, Councilman Vollan, Waggoner, Tucker, McGinness, Enge ls, Maxwell, and Savage. The Treasurers Report was read, .A letter was read from Mrs. Walter J. Peterson in regards to a larger water line in S outh Edmonds, this:was referred to the water committee. A motion was made by Councilman Waggoner and seconded by Councilman Tucker that the Mayor be authorized to take any action in regards to legislative matters. Motion carried. , A motion was made by councilman McGinness and seconded by councilman Tucker that all Black -top streets, except Ninth Ave. South be completely baracaded during the thaw, to all vehicles. Motion carried. Councilman Tucker reported that the Union Oil Co., did not intend using any more water through their four inch line than they are using at the present time. He also stated that we can purchase water from Olympic View Water System for 150 per hundred cubic feet, by a connection to our South Edmonds line. A motion was made by coun- cilman Tucker and seconded by Councilman Maxwell that the Attorney preppre a contract with the Olympic View Water District. Motion carried. Councilman Tucker also reported it would be necessary to install 1500 feet of water line along Olympic Avenue to give five families water. ' Councilman Engels reported that the only place available for garbage dumping purposes is between Main and Dayton streets in back of the depot. A motion was made by councilman Waggoner and seconded by Councilman Tucker that the Attorney and Mr. Miller, owner of the property, draw up a contract for the approval of the Council at their next meeting. Motion carried.. A motion was made by Councilman Tucker and seconded by ,Councilman Waggoner that the next meeting night be set aside for a hearing on compulsory garbage collections under the jurisdiction of the City. Motion carried. Councilman Maxwell reported a set of chains had been purchased for the fire truck. Chouncilman Waggoner reported that a meeting was being h6ld Wednesday night for a hearing on the Zoning and Building code. A letter was Pead from the Chamber of Commerce in regards to the new Post Office for Edmonds. A motion was made by councilman McGinness and seconded by councilman Tucker that the City Council go on record asbeing in favor of the new Post,Office. Motion carried. Mayor McGibbon stated thatv�e should not go ahead with the Testing Strip contract with Lawson and Lawson until it is determined whether or not the state cartesting program will be abandoned. A motion was made byr-Councilman Tucker and seconded by Councilman Savage that the old city records be stored at the City water garage. Motion carried. There being no further business the meeting adjourned. City Cle Mayor March 1, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Vollan, Waggoner, Tucker, McGinness; Engels, Maxwell and Savage. The water collectors report was read. A motion was made by councilman Tucker and seconded by Councilman McGinness that the bills which were approved by the auditing committee be allowed and warrants drawn on the proper funds,. and :the ;expense for fixing space for Police Judge be charged to his expense. Motion carried. A letter was read to the Council from the Department of Public Lands regarding the use of the vacated waterway by the Pointer-williamette Company, and to have the area cleaned up. A motion was made by councilman McGinness and seconded by councilman Waggoner that the Clerk answer this letter and a copy to be sent to Pointer-Williamette Co., stating that the City wishes to terminate with their agreement once and for all, and the property to revert back for park purposes. Motion carried. A motion was made by councilman Tucker and seconded by councilman Savage that we request that the park land be cleaned up and to terminate our agreement with them. Motion carried. This was the night for the hearing on the garbage situation. Several petitions were brought to the Council, also quite a number of property owners were at the meeting. Councilman Engels Chairman of the committee reported that a contract had been prepared with Mr. Miller for dumping garbage on his property. Because of a number of people in the audience opposing the dumping of garbage at this place a motion was made by Councilman Tucker and seconded by councilman Waggoner to recind the previous motion of dumping garbage in the city limits. Motion carried. A motion was made by Councilman McGinness that we call for bids for garbage pick-up. There being no second to his motion a motion was made by Councilman Tucker and seconded by Councilman Waggoner that this matter be re -referred to the committed until the next meeting. Motion carried.' Councilman McGinness reported that a survey had been made February 22 on the condition of the streets, the report was that our streets are in the same condition as they were before the freeze with the exception of Front street between Main & Bell streets also Sprague Street, he also reported that we should have the county grade -our streets. A motion was made by Councilman Maxwell and seconded by councilman McGinness that we hire the County one time to grade.the Motion carried. A motion was made by Councilman Savage and seconded by councilman Maxwell that we purchase a roller for street patching at a cost of $475 plus freight. Motion carried. 1 1 1 1
