He also stated that we can purchase water from Olympic View Water System for 150 per hundred cubic feet, by a connection to our South Edmonds line. A motion was made by coun- cilman Tucker and seconded by Councilman Maxwell that the Attorney preppre a contract with the Olympic View Water District. Motion carried. Councilman Tucker also reported it would be necessary to install 1500 feet of water line along Olympic Avenue to give five families water. ' Councilman Engels reported that the only place available for garbage dumping purposes is between Main and Dayton streets in back of the depot. A motion was made by councilman Waggoner and seconded by Councilman Tucker that the Attorney and Mr. Miller, owner of the property, draw up a contract for the approval of the Council at their next meeting. Motion carried.. A motion was made by Councilman Tucker and seconded by ,Councilman Waggoner that the next meeting night be set aside for a hearing on compulsory garbage collections under the jurisdiction of the City. Motion carried. Councilman Maxwell reported a set of chains had been purchased for the fire truck. Chouncilman Waggoner reported that a meeting was being h6ld Wednesday night for a hearing on the Zoning and Building code. A letter was Pead from the Chamber of Commerce in regards to the new Post Office for Edmonds. A motion was made by councilman McGinness and seconded by councilman Tucker that the City Council go on record asbeing in favor of the new Post,Office. Motion carried. Mayor McGibbon stated thatv�e should not go ahead with the Testing Strip contract with Lawson and Lawson until it is determined whether or not the state cartesting program will be abandoned. A motion was made byr-Councilman Tucker and seconded by Councilman Savage that the old city records be stored at the City water garage. Motion carried. There being no further business the meeting adjourned. City Cle Mayor March 1, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Vollan, Waggoner, Tucker, McGinness; Engels, Maxwell and Savage. The water collectors report was read. A motion was made by councilman Tucker and seconded by Councilman McGinness that the bills which were approved by the auditing committee be allowed and warrants drawn on the proper funds,. and :the ;expense for fixing space for Police Judge be charged to his expense. Motion carried. A letter was read to the Council from the Department of Public Lands regarding the use of the vacated waterway by the Pointer-williamette Company, and to have the area cleaned up. A motion was made by councilman McGinness and seconded by councilman Waggoner that the Clerk answer this letter and a copy to be sent to Pointer-Williamette Co., stating that the City wishes to terminate with their agreement once and for all, and the property to revert back for park purposes. Motion carried. A motion was made by councilman Tucker and seconded by councilman Savage that we request that the park land be cleaned up and to terminate our agreement with them. Motion carried. This was the night for the hearing on the garbage situation. Several petitions were brought to the Council, also quite a number of property owners were at the meeting. Councilman Engels Chairman of the committee reported that a contract had been prepared with Mr. Miller for dumping garbage on his property. Because of a number of people in the audience opposing the dumping of garbage at this place a motion was made by Councilman Tucker and seconded by councilman Waggoner to recind the previous motion of dumping garbage in the city limits. Motion carried. A motion was made by Councilman McGinness that we call for bids for garbage pick-up. There being no second to his motion a motion was made by Councilman Tucker and seconded by Councilman Waggoner that this matter be re -referred to the committed until the next meeting. Motion carried.' Councilman McGinness reported that a survey had been made February 22 on the condition of the streets, the report was that our streets are in the same condition as they were before the freeze with the exception of Front street between Main & Bell streets also Sprague Street, he also reported that we should have the county grade -our streets. A motion was made by Councilman Maxwell and seconded by councilman McGinness that we hire the County one time to grade.the Motion carried. A motion was made by Councilman Savage and seconded by councilman Maxwell that we purchase a roller for street patching at a cost of $475 plus freight. Motion carried. Councilman McGinness asked to go on record as not knowing we were in the condition we are in. A motion was made bycouncilman McGinness and seconded by CouncilmanMaxwell that the Street Supt. get authority from the Mayor before purchasing supplies and equipment. Motion carried. Councilman Tucker Chairman of the water committee reported that the Olympic View Water Co., is to meet with the Attorney and water committee. Councilman Waggoner reported a meeting had been held for the zoning code and another meeting was to be held next week. ° A motion was made by councilman Tucker and seconded by councilman Waggoner that the Council go on record•as protesting bill 176, House Bill 432. Motion carried. Therebeing no further business the meeting adjourned. City Clerk Mayor March 15, 1949 The Council met in regular session with.Mayor McGibbon presiding. The roll call showed all councilmen present. The Treasurers report was read. The Clerk reported that Mr. Marcy who is building houses on Walnut street is connecting two houses into one Y in the sewer and is paying one charge for same. A motion was made by councilman Tucker,that he be charged a double fee if the sewer is broken and if he connects to the Y that he pay one fee. There being no second to the motion a motion was made by councilman Tucker and seconded by Councilman Waggoner that only one license fee be charged. After some discussion this was referred to the Street and sewer committee. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Waggoner that the committee be given the power to take what action is necessary. Motion carried. A motion was made by councilman Tucker and seconded by councilman Savage that Mr. Parker and Luxton be given permission to build their sidewalk under the City specifications. Motion carried. A motion was made b y councilman Waggoner and s econdedby councilman McGinness that the finance committee negiottAte with the Light Company for better terms. Motion carried. Chairman of the Street Committee McGinness recommended that the Street Department hold Gown all expenses to a maximum of $600 per month until further notice, thereby saving approx. 1370 per month on budgeted amount. Also that more work be exemplified and less driving of trucks be exployede this was made a motion by councilman McGinness. and seconded by -council- man Tucker. Motion carried. A motion was made by councilman Tucker and seconded by councilman Waggoner that the water Supt. get the approval of the Mayor before purchasing supplies. Motion carried. Councilman Maxwell chairman of the safety committee recommended publishing a notice to have all dogs that are not licensed picked up. A motion was made bycouncilman McGinness and seconded Dy councilman Vollan that the Fire Chief Astell be given the authority to have the fires serene over hauled, which he stated would cost around $100. Motion carried. A motion was made by councilman McGinness and seconded b y oouncilman Waggoner that a letter be written to the School Board stating that due to the hazardous condition prevailing at the Grade School with respect to the unloading of school buses, it is the action of the City Council that provision be made by the School Board that load'ng and unloading of school buses be accomplished on school property and is same is feasible, the City Council will establish a laading zone on Durbin Drive between Main and Dayton street. Motion carried. A motion was madel)y councilman Tucker and secondedby councilman Vollan that six and half street between Main and Dayton be re -named Durbin Drive, in honor of George Q. Durbin. Motion carried. Fire Chief Astell asked to have the fire hydrant at first and Bell street lowered, this is to beadone by a motion made bycouncilman Vollan and seconded by councilman Waggoner. motion carried. A motion was made by Councilman Tucker and seconded by councilman McGinness that the City call 6or bids for garbage collection in the city of Edmonds, bids to be opened April 5, at the next meeting. A motion was made by councilman Waggoner and seconded by cooncilman Savage that the contacting of the Humane Society for .the disposal of dogs be referred to the safety committee with power to set up.
