April 5, 1949 <br />The Council met in regular session with Mayor McGibbon presiding. The roll call showed all <br />Councilmen present. <br />The water collectors report was read. A motion was made by councilman Tucker a nd seconded <br />by Councilman Maxwell that the bills which were approved by the finance committee be allowed <br />and warrants drawn on the proper funds. Motion carried., <br />Mr. Womer, city treasurer stated the finance committee recommended borrowing money from the <br />bank at 3% interest to pay for the pipe for the water department. This was made a motion <br />by Councilman Maxwell and seconded by councilman Waggoner. Motion carried. <br />A motion was made by Councilman Waggoner and seconded by councilman Saiaage that any Department <br />must have the approval of the Mayor before making a purchase. Motion carried. <br />The resignation of Chief of Police Holmquist was read to the Council. A motion was made <br />by Councilman McGinness and seconded by councilman Maxwell that his resignation be accepted <br />as of April 15. Motion carried. <br />Mayor McGibbon appointed Ray Rasmussen as Chief of Police effective April 16. This appointment <br />was approved by the Council by a motion made by councilman Maxwell and seconded by Council- <br />man Savage. Motion carried. <br />Hocom Wall was recommended by the Safety Committee forJ4Q� policemen, and the appointment <br />was made by Mayor McGibbon. A motion was made by councilman Tucker and seconded by Council- <br />man Savage, he is to begin work April 11. Motion car ried. <br />A letter was read from the State Department of Highways in which is stated that that <br />department is assuming responsibility for the construction and maintenance of the routes <br />of the primary and sedondary state highways through the City of Edmonds as.of April 1, 1949. <br />This was referred to the street committee by a motion made by Councilman McGinness and <br />seconded by.councilman Tucker. Motion carried. <br />A letter was read from Pointet' Williamette and the Department of Public Lands in regards <br />to the cleaning up of the beach property. <br />A motion was made by councilman Maxwell and sedonded by councilman Tucker that Mr. Bently <br />be given permission.to lay a sidewalk in front of his property on Fifth Ave. South subject <br />to the approval of the State Highway Department. Motion carried. <br />A motion -was made by Councilman McGinnesa and seconded by Councilman Maxwell that a report <br />be requested from the State Health Dept. on the condition of the beach. Motion carried. <br />Mrs Case and two other women from the County Humane Society came before the Council in regards <br />to a place for shelter for the stray animals in this patt of the county. Mrs. Case offered <br />the land where a building could be built. After some talk a motion was made by Councilman <br />McGinness and seconded by Councilman Waggoner to refer this situation to the Safety Com- <br />mittee. Motion carried. <br />Two bids were opened for the collection of Garbage,one from Richard Slye and the other from <br />Edmonds garbage disposal. After some discussion amotion was made by Councilman Tucker and <br />seconded by councilman Savage that this matter be re -referred to the garbage committee. <br />Motion carried. A motion was made by councilman McGinness and seconded by councilaman <br />Vollan that the next meeting hight be held for a public hearing on whether the city should. <br />enter into the garbage collection or not. Motion carried. <br />Amotion was made by councilman Maxwell and seconded by councilman Vollan that the School <br />District be given permission to laod and unload their buses at the Grade School on Dayton <br />Street, by heading the buses west. Motion carried. <br />There being no further business the meeting adjourned. <br />City Clerk Mayor <br />April 19. 1949 <br />The Council met in regular session with Mayor McGibbon presiding. The roll call showed all <br />Councilmen presnet. The Treasurers report was read. <br />Mr. McCrossen and Winters, from the State Highway Department were at the Council meeting. <br />They explained the change in the construction and maintenance of the state highway, from curb <br />to curb is the responsibility of the State., also snow plowing, route markers, directional <br />signs and striping. And the City is responsible for the street lightning, cleaning, signs, <br />sewers and the removal of snow. Mr. Winters stated the necessary repairs would be made in <br />the immediate future but no money was available for construction at the present time. <br />Councilman McGinness is to get in touch with the State Highway Department about the new <br />program. <br />1 <br />1 <br />1 <br />1 <br />
