1949-07-19 City Council MinutesJuly 19, 19499 The Council met in regular session with Mayor McGibbon presiding. The roll call. showed the Following Councilmen present Vollan, Tucker, Waggoner, McGinness, Engels and Maxwell The Treasurers report and cost accounting of water was read to the Council. A motion was made by Councilman McGinness and seconded by Cuncilman Vollan that Ordinance No. 589 be published by title. Motion carried. A petition was read to the Council for the annexation of the property North of the City limits of Edmonds. A motion was made by councilman McGinness and seconded by councilman Waggoner that the next meeting night be set for the hearing on the proposed annexation._ Motion carried. A motion was made by councilman Tucker and seconded by councilman McGinness that the Clerk be authorized to sign the agreement of the General Engineering Co. for engineering report on the water. Motion carried. A motion was made by councilman Tucker and seconded by Councilman Waggoner authorizing the payment of $750 for engineering, from the Dayton Street Sewer Outfall fund. Councilman Maxwell seconded the motion. Motion carried. Attorney Holte was instructed to contact the County in regards to getting deeds for the streets along the boundaries of the City so the City can maintain them. This was made a motion by councilman McGinness and seconded by councilman -Maxwell. Motion carried. The Attorney was also instruntN to write.the Railroad Co for a transfer of title of the 50 foot strip of propertyrwest side of the main line track. The street committee also recommended that the loose gravel be taken off the seal -coated streets and that gravel be taken from Alder street for street purposes. A motion was made by Councilman McGinness and seconded by councilman Taggoner that the Clerk write the Association of Washington cities in regards to what other cities are c _,2-"in g charging for a license for cabaret dancing. Motion- carried. A motion was made by councilman Waggoner and seconded by councilman Vollan that the Lions Club be given permission to operate a carnival at the city park next week. Motion carried. A motion was made by councilman Vollan and seconded by councilman Maxwell thatthe license fee for the carnival be wavered. Motion carried. There being no further business the meeting adjourned. This was the night set for the hearing for the annexation of the Hannah Park addition to the City. After hearing from several people a motion was made by councilman Tucker and seconded by councilman Waggoner that Ordinance No. 590 be adopled and published. Motion carried. This was also the night set for the hearing on the building and zoning code.. After considerable discussion and explaning a motion was made by councilman Waggoner and seconded by councilman Tucker that the Building code Ordinance NO 589 be adopted and an amendment which is to`be prepared by the Attorney be added. Motion carried. Councilman Tucker reported that the General Eng. Co. would have a definite report in two weeks on water situation.
