1949-08-16 City Council MinutesAugust 9, 1949 A special meeting of the council was called by Mayor McGibbon. The roll call showed the following councilmen present Vollan, Savage, Waggoner, McGinness and Maxwell. The mayor appointed Councilman Vollan to act,as Clerk pre tem in the absence of the City Clerk. The Council elected Councilman Vollan as mayor pro tem to act in the absence of Mayor McGibbon. It was moved by Councilman Waggoner and seconded by Councilman McGinness that Ordinance No. 591 creating L. I. D. District No. 62 be passed. Motion carried by a unaminous vote of the council. It was moved -by Councilman Maxwell and seconded by Councilman Waggoner that the City issue a callfor bids for Local Imp. District No. 62, bids to be opened Sept. 6, 1949. Motion carried by a unaminous vote of the council. E. E. Hopper requested permission of the Council to install air and water wells next to the curb on Main street infront of his place of business, and also to repair the sidewalk there. Councilman Maxwell moved that such permission be granted, councilman Savage seconded the motion. and it was carried unanimously, all councilmen present voting yes. Councilman Savage brought up Dewey Leyda's request to repair the sidewalk at his place of business on Fifth & Main, and permission was granted for him to proceed as per standard specifications. The roll call showed the following councilmen present Tucker, Waggoner,, Engels, McGinness, Maxwell and Savage. The Treasurers report and cost accounting -of the Water system was read. Attorney Holte prepared an amendment to Ordinance No: 589, which sets up an industrial zone within the commercial zone. A motion was made by Councilman Waggoner and seconded by councilman Savage that Ordinance No 592 be adopted and published. Motion carried. A motion was made by councilaman McGinness and seconded by Councilman Maxwell that Ordinance NO. 593, for the improvement of Fourth Avenue from Dayton street to Walnut street, and forming a local improvement District #63, be adopted and published. Motion carried. A motion was made by Councilman McGinness and seconded by Councilman Waggoner that the City call for bids for L. I. D. No 63. Motion carried. Councilman McGinness, chairman of the street committee reported that the patch work at Sixth and Dayton street should be done as soon as possible, also that the gravel on the streets North of Main street was being picked up by the street department, with a street sweeper&'R�cV�ae��ffoR$Jffftag_ Machinery Co., Amotion was made by Councilman Waggonesais epee rene for 50 a month for a period of three month with the understanding that it becomes the property of the city after the three months. Motion carried. A motion was made by councilman McGinness and seconded by Councilman Waggoner that the Feenaughty Machinery Co., be employed to t.c list the cement mixer for sale for $6375. Motion carried. Considerable time was spent in going over the report of the water system with the Engineer Mr. Hammond. A motion was made by councilman Tucker and seconded by Councilman Waggoner that this discussion be continued at a special meeting August 23, at eight o'clock P. M. Motion carried. Mr. Thompson from Fordiae & Co., and Mr. Frasier from Harper & Co., were at the meeting in regards to the bonds which will have to be sold, in case a bond issue is necessary. Attorney Holte was instructed to draw up an ordinance setting the fee for cabaret dance license at $25 per year by amending the former ordinance, this was made a motion by Councilman Maxwell andseconded by councilman Savage.
