1949-08-23 City Council MinutesAugust 23, 1949 The Council met for,the special session with Mayor McGibbon presiding. The roll call showed the following councilmen present'Vollen, Waggoner, McGinness, Engels, Maxwell and Savage. This meeting was called for further discussion on the water system. After further discussion a motion was made by councilman McGinness and seconded by councilman Savage that we condense the possiblity of getting water either from Shell Creek or by digging a well at the City Park, and eliminate the getting of water from Everett or Seattle. Motion carried. Attorney Holte stated the City could sue the contractor if the water in the guaranteed well drops. Mr. Thompson from the Bonding Co., stated he did not think it would be necessary to raise the rated for water while Mr. Frasier stated he was quite sure the rates would have to be raised. A motion was made by councilman Waggoner and seconded by councilman McGinness that the City Treasurer give us a report of the cost to produce 100 Cu. Ft. of water over a period of a year. Motion carried. A motion was made by councilman Engels and seconded by councilman Savage that Ordiance No. 594 for cabaret dance license of $25 per year, be adopted and published. Motion carried. There being no further business the meeting adjourned:''—,�? City Clerk Mayor September 6, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed the following councilmen present Tucker, Waggoner, McGinness, Engels Maxwelland Savage. The Water Collectors report was read. A motion was made by Councilman Tucker and seconded by councilman Maxwell that the bills which were approved by the auditing -committee be allowed and warrants be drawn on the proper funds. Motion carried. The letter from the Great Northern Railway, protesting against the parking of cars too close to the track north of Main street was referred to the Street committee. A letter was read from Mr. Brown Pastor of the First Baptist Church requesting a meeting with the building code committee to consider the construction problems for remodeling the church. a ,Bids were opened for the sewer to be constructed under L. I. D. No 62. Bids were read from Hugo sigismund for $4514, Superior Construction Co, for $3710, Larsen & Callow for $3931, Goerig & Russell for $3447, and Joe Calluccio for 63415. A motion was made by councilman Tucker and seconded by councilman Waggoner that the bid from Joe Calluccio for $3415 be accepted. Motion carried. A motion was made by councilman Tucker and seconded by councilman Savage that the. City call for bids for the drilling of a guaranteed well as per specifications. A roll call vote showed Tucker yes, Waggoner no, McGinness No; Engels yes,`Maxwell yes and Savage yes. Mayor McGibbon stated the purchase of the 40 acres of property should be considered in this proposition. Mr. Hammond stated if water was not obtained froihhthe drilling of a well at the city park, no charged would be made. A motion was made by councilman Tucker and seconded by councilman Waggoner that an adjourned meeting be held Sept. 13 for the making up of the preliminary budget. Motion carried. Mr. Larsen again came before the council in regards to the removal of the timbers in the alley and that a fence had been placed several feet in the alley, which was referred to the street committee. The attorney was instructed to give Mr. Morse three days notice to remove the timbers or prefer charges against him. A motion was made by councilman McGinness and seconded by councilman Maxvvell that we pass a resolution prohibiting all flight parking on the streets in the commercial zone between the hours of 2 A. M. and 5 A. M. effective immediately. Motion carried. Mayor recommended several items for the setting up of the building code, to establish a department for building, the purchasing of reference books, the printing of necessary forms, the naming of the persons to issue the license and the naming of the Mayor as building inspector, with the power to appoint a deputy. A motion was made by Councilman McGinness and seconded by Councilman Waggoner that the Clerk purchas the reference books for the building code. Motion carried. A motion was made by councilman Maxwell and seconded by councilman Savage that the Mayor be appointed as inspector for the building code. Motion carried. A motion was mede by councilman McGinness and seconded by councilman Waggoner that hhe City Clerk be the officer for issuing the license and collect all fees pretaining to the building code. Motioncarried.
