August 23, 1949 <br />The Council met for,the special session with Mayor McGibbon presiding. The roll call <br />showed the following councilmen present'Vollen, Waggoner, McGinness, Engels, Maxwell <br />and Savage. <br />This meeting was called for further discussion on the water system. After further discussion <br />a motion was made by councilman McGinness and seconded by councilman Savage that we condense <br />the possiblity of getting water either from Shell Creek or by digging a well at the City Park, <br />and eliminate the getting of water from Everett or Seattle. Motion carried. <br />Attorney Holte stated the City could sue the contractor if the water in the guaranteed well drops. <br />Mr. Thompson from the Bonding Co., stated he did not think it would be necessary to raise the <br />rated for water while Mr. Frasier stated he was quite sure the rates would have to be raised. <br />A motion was made by councilman Waggoner and seconded by councilman McGinness that the City <br />Treasurer give us a report of the cost to produce 100 Cu. Ft. of water over a period of a year. <br />Motion carried. <br />A motion was made by councilman Engels and seconded by councilman Savage that Ordiance No. 594 <br />for cabaret dance license of $25 per year, be adopted and published. Motion carried. <br />There being no further business the meeting adjourned:''—,�? <br />City Clerk Mayor <br />September 6, 1949 <br />The Council met in regular session with Mayor McGibbon presiding. The roll call showed <br />the following councilmen present Tucker, Waggoner, McGinness, Engels Maxwelland Savage. <br />The Water Collectors report was read. A motion was made by Councilman Tucker and seconded <br />by councilman Maxwell that the bills which were approved by the auditing -committee be <br />allowed and warrants be drawn on the proper funds. Motion carried. <br />The letter from the Great Northern Railway, protesting against the parking of cars too <br />close to the track north of Main street was referred to the Street committee. <br />A letter was read from Mr. Brown Pastor of the First Baptist Church requesting a meeting <br />with the building code committee to consider the construction problems for remodeling <br />the church. <br />a <br />,Bids were opened for the sewer to be constructed under L. I. D. No 62. Bids were read <br />from Hugo sigismund for $4514, Superior Construction Co, for $3710, Larsen & Callow <br />for $3931, Goerig & Russell for $3447, and Joe Calluccio for 63415. <br />A motion was made by councilman Tucker and seconded by councilman Waggoner that the bid <br />from Joe Calluccio for $3415 be accepted. Motion carried. <br />A motion was made by councilman Tucker and seconded by councilman Savage that the. City <br />call for bids for the drilling of a guaranteed well as per specifications. A roll call <br />vote showed Tucker yes, Waggoner no, McGinness No; Engels yes,`Maxwell yes and Savage yes. <br />Mayor McGibbon stated the purchase of the 40 acres of property should be considered in <br />this proposition. Mr. Hammond stated if water was not obtained froihhthe drilling of a <br />well at the city park, no charged would be made. <br />A motion was made by councilman Tucker and seconded by councilman Waggoner that an <br />adjourned meeting be held Sept. 13 for the making up of the preliminary budget. Motion <br />carried. <br />Mr. Larsen again came before the council in regards to the removal of the timbers in the <br />alley and that a fence had been placed several feet in the alley, which was referred to <br />the street committee. The attorney was instructed to give Mr. Morse three days notice <br />to remove the timbers or prefer charges against him. <br />A motion was made by councilman McGinness and seconded by councilman Maxvvell that we pass <br />a resolution prohibiting all flight parking on the streets in the commercial zone between <br />the hours of 2 A. M. and 5 A. M. effective immediately. Motion carried. <br />Mayor recommended several items for the setting up of the building code, to establish <br />a department for building, the purchasing of reference books, the printing of necessary <br />forms, the naming of the persons to issue the license and the naming of the Mayor as <br />building inspector, with the power to appoint a deputy. <br />A motion was made by Councilman McGinness and seconded by Councilman Waggoner that the <br />Clerk purchas the reference books for the building code. Motion carried. <br />A motion was made by councilman Maxwell and seconded by councilman Savage that the Mayor <br />be appointed as inspector for the building code. Motion carried. <br />A motion was mede by councilman McGinness and seconded by councilman Waggoner that hhe <br />City Clerk be the officer for issuing the license and collect all fees pretaining to the <br />building code. Motioncarried. <br />
