1949-09-20 City Council Minutes0 Jack Stewart and Arlie Siefert asked for permission to set up a building for the Boy Scout troup. They were referred to the building code. The Clerk and attorney were requested to write to the former Engineer and Attorney requesting all records of the City to be returned. Motion carried. There being no further business the meeting adjourned. City Clerk Mayor September 13, 1949 The council met for the adjourned meeting with mayor McGibbon and Councilmen Vollen Tucker, McGinness, Engels, Maxwell present. Considerable time was spend on making up of the preliminary budget. Mayor McGibbon suggested that the Park Board ##� be notified that $800 shall not be spent from the park fund. There being no further busin s the meeting adj(:r e City Clerk Mayor September 20, 1949 The Council met in regular session with Mayor McGibbon presiding. The roll call showed all councilmen present. The Treasurers report was read. The petition for a cross —walk on Fifth Avenue between Main and Bell streets was referred to the street committee. Resolutimn No. 5 for prohibiting parking of vehicles on certain streets was prepared by Attorney Holte. A motion was made by councilman McGinness and seconded by Councilman Tucker that Reaolution No. 5 be adopted and effective as of Sept. 6th. Motion carried. A letter was read from Richardson Well Drilling Co., also one bid was recei ved from N. C. Jannsen Drilling Co., for a guaranteed well over a period of ten years. A motion was made by Councilman Tucker and seconded by Councilman Maxwell that the bid from N. C. Jannsen Drilling Co., be accepted. A roll call vote showed Vollen yes, Tucker yes, Waggoner no, Engels yes, Maxwell yes, McGinness no and Savage yes. Two bids were received for the Fourth Avenue paving job, one from Associated Sand & Gravel Co. for 9321.50, the -other from United Paving Co., for $7134.80, for a 36 foot street., A motion was made by councilman McGinness and seconded by Councilman 'Waggoner that this be changed to a 40 foot street and the additional cost be paid by the City. Motion was withdrawn. A motion was made by councilman McGinness and seconded by councilman Waggoner that the bid from the United Paving Co. be Aecepted. Motion carried. A motion was made by Councilman McGinness and seconded by councilman Waggoner that the City employ the contractor to widen.Fourth Avenue four feet to.make a forty foot street. Motion carried. A motion was made by councilman Tucker and seconded by councilman McGinness that the City accept the petition for a sewer between 6th & 7th in the alley between Dalet and Sprague streets and the calling for bids to be opened October 11. Motion carried. Councilman Maxwell chairman of the Fire committee reported there were 73 hydrants in the city at the present time. He recommended the installation of 44 more fire hydrants as soon as possible, on a number of our streets to make a radius of 600`feet between hydrants. A motion was made by councilman McGinness and seconded by councilman Tucker that the information brought in by Councilman Maxwell be referred to the water committee for a report on financing this project. Motion carried. Chairman of the St. Committee r eported. there were no funds available to meet the request of the Great Northern Railway Co., for the building of a bulkhead, and asked that they letter be answered stating this, This was made b, motion by councilman Mcginness andseconded by Councilman Maxwell.
