1949-10-04 City Council MinutesOctober 3, 1949
The Council met for the special meeting Vrith Mayor McGibbon presiding. The roll call showed
the following councilmen present Vollan, Tucker, McGinness, LEngels, Maxwell and Savage.
A motion was made by councilman Tucker and seconded by Councilman Maxwell that the Chief of
Police and Superintendents Salaries be budgeted for $$33oo and the Asst. Supt. and Police
be $3000 per year. Motion carried.
A motion was made by Councilman Tucker and seconded by Councilman Vollen that the labor
on the street department be cut to $500 Motion carried.
A motion was made by Councilman Savage and seconded by Councilman Maxwell that Hydrant Rental
be cut to $b2400.00, Motion carried.
A motion was made by councilrftan McGinness and seconded by councilman Savage that the Reserve
for Depreciation for the Fire Department be cut $600.. Motion carried.
A number of other items were cut to meet the 15 mills levy which is allowed by law.
After the completion 2d budget a Motion was made by Councilman Tucker and seconded by
Councilman Maxwell tha n rdinance No. 585 be adopted. Motion carried.
There being no further business the meeting adjourned. -

October 4, 1949
The Counci4 met for the regular session with Mayor McGibbon presiding. The roll call showed
the following Councilmen present Vollen, Waggoner, Tucker, Engels, Maxwell and Savage.
The Water Collectors report was read. A motion was made by Councilman Savage and seconded
by Councilman Maxwell that the bills which were approved by the Auditing Committee be allowed
and warrants be drawn on the proper funds. Motion carried.
A letter wqs read from the State Health Department giving their approval for the proposed
well at the City Park.
Attorney Holte reported that approximately $$20,000 would have to be bonded for the well.
Councilman Tucker suggested the financing of the well and addition to the water mains and
hydrants, by bonds. A.motion was made:by councilman Waggoner and seconded by councilman
Vollen that we call for bids for the sale of water bonds. Motion carried.
A motion was made by councilman Tucker and seconded by councilman Waggoner that Attorney
Holte prepare a call for bids as suggested by.the finance committee. Motion carried.

The Council met in regular session with Mayor McGibbon. presiding. The roll call showed
the following Councilmen present Vollen, Waggoner, Tucker, McGinness, Maxwell and Savage.
TheTReasurers report'was read. A letter was read from the Sitate Highway Department
in which it states, %Xj prohibiting the suspension of -signs, banners or decorations
above the portion of such street between the curbs or portion used for highway purposes
up to a vertical height of twenty feet above the surface of the roadway.
A motion was made by councilman Tucker and seconded by councilman Savage that the Attorney check on
recur ngiah-65! bir<entfrom the Great Northern Railway Co., for the property between Daytpn
And Main streets on the west side of the railroad tracks. Motion carried.
A motion was made by councilman Maxwell and seconded by councilman Tucker that the Attorney
draw up an amendment for sewer connections. Motion carried.
Mr. Morse came bef ore the Council and stated that he was building several houses on
Second Avenue North and asked for permission to connect this lateral to the trunk sewer.
Mayor McGibbon recommended wavering the $100 fee for connecting to the trunk sewer.
A motion was made by Councilman McGinness and seconded by councilman Vollen that Mr.
Morse give the City an easement for the sewer and dedicate it to the city when he is
ready to turn it over to the city..,and:.lhe $100ibb.wavered. Motion carried.
Engineer Meyring stated that the sewer had been completed,.,, also that the curb and gutter
on Fourth Avenue South had been finished and that the Street wasbeing preppred for the
black -top work.
Mr. Thompson from Fordyce & Co., came before the Council with a proposal for the buying
of the water Bonds. A motion was made by councilman Waggoner and seconded by councilman
McGinness that his bid be accepted. A roll call vote showed Vollen no, Waggoner yes,
Tucker no, McGinness yes, Maxwell no, and Savage yes. There being a tie vote Mayor
